Which Create config file controls a setting?
Create separates settings by the side on which they are used. Forge configuration files use TOML, a plain-text format in which sections, keys, value types, quotation marks and comments all matter. The installed Create build generates the authoritative list of keys and defaults; option names can change between Minecraft, loader and Create releases.

The default level is often named world, but the active level can have any name. A renamed level, a hosting panel, or a nonstandard loader layout can therefore make a correct file appear to be missing.

How Forge scopes Create settings
Client scope
The client file affects the Minecraft instance that owns it. Changing a client option can alter local presentation or behavior, but it cannot enable, disable or rebalance a rule enforced by a dedicated server. If a mechanic is rejected by the server, editing a client TOML does not bypass that decision.
Common scope
Forge loads COMMON configuration on both the physical client and server. It stores the server copy in the top-level config directory and does not sync that file automatically. For a setting in this scope, installations that are expected to work together should use compatible values as well as matching Minecraft, loader and Create versions.

Server scope
SERVER configuration belongs to a particular world and is normally kept in that world’s serverconfig directory. The dedicated server owns the value and sends the relevant configuration to connecting clients. This is why changing the server file, rather than a client file, is the correct action for a world rule.
Forge describes configurations as settings and consumer preferences applied to a mod instance. It also defines loading and reloading events, but whether Create responds to a live reload depends on the installed loader and mod version. A full restart is the dependable application method unless that exact release documents another procedure.

Finding the generated files
- Identify the installation. Record the Minecraft version, loader (Forge, NeoForge or a Fabric-based Create port), Create version and the world or level name. Do this before editing because paths and available keys are release-specific.
- Launch once with Create installed. Configuration files are normally created during the first successful load. If a file is absent in a newly prepared server, start it once, allow generation to finish, then stop it cleanly.
- Search the server directory. Search recursively for
create-*.tomlwhen the expected path is not present. Check the actual level directory rather than assuming its name isworld. - Confirm the active instance. Hosting panels may expose several server folders, backups or staging instances. Match the file’s timestamp and the launch directory shown by the server process before changing it.
NeoForge layouts can differ from Forge’s conventional arrangement, and a Fabric port may generate a different set of files. Use the filenames produced by that installation and the loader’s documentation instead of copying a Forge path blindly.
Safe procedure for changing a Create setting
1. Capture the current state
Write down the Minecraft version, loader, Create build, world name, file path, section and original value. This record makes it possible to identify a version mismatch and restore the previous behavior.
2. Stop the server completely
Use the server console’s normal stop command or the control panel’s clean-stop action, then wait for the process to exit. Editing while the server is running is unsafe because the process may write its in-memory configuration back over your change when it shuts down.
3. Back up the relevant TOML
Copy the file to a separate backup location and retain the original filename in the copy. For a server-scoped option, back up the world’s file; for a common option, back up the top-level file. A backup is faster and safer than reconstructing a damaged configuration by hand.

4. Edit as plain text
Use a plain-text or TOML-aware editor. Preserve section headers, comments, brackets and quotation marks. Change one key at a time so a successful test identifies exactly which edit had an effect.
5. Preserve the value type
- Boolean values stay
trueorfalse, without quotation marks. - Numbers remain numeric; do not add quotes unless the generated file already treats that value as a string.
- Quoted strings remain quoted, and internal punctuation must remain valid TOML.
- Keep the key under the section where Create generated it. Moving a key to a similarly named section can make the server ignore it or reject the file.
6. Save, restart and inspect the log
Save the file, start the server and read the startup log. A TOML parse error normally identifies a line, section or token near the problem. Stop the server again before making a corrective edit.
7. Test in the target world
Use a controlled test area or a copy of the world when the setting changes machines, recipes, stress behavior or another potentially disruptive mechanic. Confirm the result with the same Create and loader versions used by ordinary players, then retain the backup until the change has been stable.
Why a change may appear to do nothing
The wrong file was edited
A client file cannot override a server rule, and a common file cannot be substituted for a server file. First determine the setting’s scope from the generated file and then edit that scope. If several installations exist, verify that the server process is using the directory you changed.

The wrong world directory was edited
Because create-server.toml is per-world, editing the file under one level does not alter another level. Confirm the active level name in the server startup information and inspect that level’s serverconfig directory.
The process rewrote your edit
If the server was not fully stopped, its shutdown sequence may have saved the previous in-memory value. Stop it cleanly, make the edit, save, and restart. Reopen the file after shutdown to verify that the intended value remains.

Create’s option list and defaults are not stable across every Minecraft, loader and mod version. Treat the generated file for the installed build as the authority. Do not paste a key copied from a guide for another release unless that key is present in your file and its section matches.
The loader uses another layout
NeoForge and Fabric-based ports can place or name configuration files differently. Search the generated files, identify the loader-specific scope, and follow that loader’s configuration rules. A Forge path is a starting point only for Forge-style installations.

For a value in create-server.toml, the dedicated server is authoritative and the server configuration is synchronized to clients by Forge. Players still need compatible Minecraft, loader and Create versions; synchronization does not make incompatible binaries compatible.
For a value in create-common.toml, Forge loads the setting on both sides but does not automatically sync the file. Keep the relevant client and server installations aligned. A mismatch can produce different behavior or a connection failure even when the server file itself is valid.

Diagnosing startup failures and disconnects
Server fails during startup
- Stop the process if it is still running.
- Restore the backed-up TOML so the server returns to the last known-good state.
- Read the log entry that names the parse error, line, section or invalid value.
- Reapply only the intended change using valid TOML syntax and the type shown by the generated file.
- Restart and verify that the configuration loads before testing gameplay.
Clients disconnect after a configuration change
Check Minecraft, loader and Create versions on the server and every affected client. Then determine whether the edited key is a synchronized SERVER value or an unsynchronized COMMON value. A server-scoped change can require clients to accept the new synchronized setting; a common-scoped change requires matching files because Forge does not distribute that file automatically.
The file never appears
Run the server once with Create installed and let it reach a normal loading state. Stop it cleanly, then search recursively for all create-*.toml files. If none are generated, verify that Create is installed for the selected loader and that the server actually reaches the mod-loading stage.

There is no single cross-version option table that reliably describes every Create installation. Exact keys, defaults and even layout can vary, so the generated files from the running release take precedence over a general example.
