Construction-services company and general contractor are overlapping descriptions, not mutually exclusive investment sectors. A construction-services issuer may combine project construction with engineering, maintenance, replacement work and multi-year service agreements. A general contractor is usually identified by responsibility for delivering a defined project, often under a fixed-price bid, but the label alone does not tell you how much work is self-performed, subcontracted or protected by recurring contracts.
For investors, the useful distinction is each company’s actual revenue model, contract terms, backlog definition, end-market exposure, execution record, capital needs and cash conversion. Primoris Services, Quanta Services and Granite Construction illustrate why two companies carrying similar labels can have materially different risk and visibility.

The practical distinction investors should use
There is no single regulatory or standards-body definition that cleanly separates “construction-services company” from “general contractor” for stock analysis. Treat the labels as shorthand, then read the issuer’s annual report and segment disclosures.
| Question | Construction-services orientation | General-contractor orientation |
|---|---|---|
| What is sold? | A mix of construction, engineering, maintenance, repair, replacement and infrastructure services. | Delivery of a specified building or civil project under a construction contract. |
| How is work won? | Recurring master service agreements (MSAs), negotiated work orders and discrete project awards. | Often competitive bids for defined projects, including fixed-unit-price or lump-sum work. |
| Revenue visibility | Can include recurring service work plus project revenue; visibility depends on MSA funding and renewal terms. | Usually tied to the timing and profitability of awarded projects and change orders. |
| Main economic risk | Mix of contract risk, customer budgets, labor availability and market-specific infrastructure cycles. | Estimating and executing a project at a profitable cost and schedule, especially under a fixed price. |
| What must be verified? | What “recurring” means, whether work is committed, and how performance obligations are measured. | Bid assumptions, price adjustment rights, subcontractor exposure, claims and remaining work. |
These are analytical tendencies, not rules. A contractor can operate MSAs, self-perform field work or sell maintenance, while a company described as a services provider can have substantial fixed-price project exposure.

How revenue contracts change the investment case
Master service agreements and recurring work
An MSA sets commercial terms for a relationship, such as labor rates, mark-ups, safety requirements and ordering procedures. It may cover multiple years, but it does not necessarily guarantee a fixed amount of profitable work. Investors should check whether the agreement is funded, cancellable, exclusive, subject to work orders or dependent on the customer’s capital program.
Primoris Services Corporation reports construction, maintenance, replacement and engineering work through Utilities and Energy segments, primarily in the United States and Canada. Its markets include utilities, energy, renewables, communications, petrochemical and transportation customers. Some services are performed under generally multi-year MSAs and the rest through specific construction or installation projects. MSA-project revenue represented 32.0% of Primoris revenue in 2025, compared with 36.8% in 2024 and 36.7% in 2023. Those percentages are the company’s reported mix, not a standard definition of recurring revenue.
Project contracts
Discrete projects create revenue when a customer awards a defined scope and the contractor performs it. The economic result depends on the original estimate, approved changes, productivity, materials, labor, schedule and collection. A large award can increase future revenue while still producing little profit if it was underbid or encounters adverse conditions.

Quanta Services describes infrastructure design, new construction, upgrades, repair and maintenance in electric and gas utilities, renewable energy, technology, communications, pipeline and energy markets. Its contract list includes MSAs, repair and maintenance arrangements, and both fixed-price and non-fixed-price construction contracts. This combination demonstrates why an issuer can be both a service provider and a project contractor.
Fixed-price, unit-price, time-and-material and reimbursable work
Contract form determines who bears cost and schedule risk. Under a fixed-price or lump-sum contract, the contractor generally receives an agreed amount for a defined scope. A fixed-unit-price contract pays an agreed rate per unit, such as a mile of installed line or a quantity of material; total revenue can vary with final quantities. Time-and-material work bills labor and materials at stated rates, while cost-plus or reimbursable structures pass through specified costs with a fee or mark-up.
The cited general-contractor annual report says its work is predominantly traditional general contracting awarded on the lowest bid, using fixed-unit-price or lump-sum arrangements. In 2025, 99% of that company’s revenue related to fixed-price contracts and 1% to time-and-material billed contracts. The report says fixed-price work can transfer more risk to the contractor, while favorable execution can create an opportunity for higher profit.

| Contract form | Revenue behavior | Investor questions |
|---|---|---|
| Fixed-price or lump-sum | Price is set for the agreed scope; margin changes when costs or scope assumptions change. | How accurate are estimates? Are escalation clauses, allowances and change orders available? |
| Fixed-unit-price | Unit rates are set, but final quantities can alter total revenue and cost. | Who controls quantities, site conditions and production rates? |
| Time-and-material | Revenue follows billable hours and material usage at contract rates. | Are labor and materials recoverable, and is customer demand sufficient? |
| Cost-plus or reimbursable | Specified costs are reimbursed with a fee or mark-up. | Which costs are eligible, and are fee rates capped? |
| MSA with work orders | Longer relationship, but revenue depends on authorized work and funding. | What portion is committed, cancellable or merely anticipated? |
Why fixed-price execution can move earnings sharply
On a fixed-price job, a contractor cannot automatically charge the customer for every cost increase. Bid-analysis quality, added-scope costs, delays, subcontractor performance, productivity, site conditions and materials availability can all reduce expected profit. Weather, permitting, access constraints and design changes can have similar effects when the contract does not provide adequate relief.

Backlog, remaining performance obligations and visibility
Backlog is useful only after its definition is understood. Primoris states in its 2025 Form 10-K: “Backlog is measured and defined differently by companies within our industry.” The statement is a warning against ranking headline totals without reconciling what is signed, funded, cancellable, expected to convert and likely to earn an acceptable margin.
Primoris and Quanta measures
Quanta reported that $23.76 billion of its transaction price was allocated to unsatisfied or partially satisfied performance obligations at December 31, 2025. Quanta expected 66.1% of that amount to be recognized during the subsequent twelve months. This is an accounting disclosure under Quanta’s policies; it is not a universal backlog definition and should not be treated as identical to another issuer’s measure.
Primoris reports MSA and project activity, but its filing cautions that industry definitions differ. When comparing Primoris with another company, determine whether the reported amount includes unapproved change orders, options, anticipated awards, renewable-energy phases or only signed obligations.
Granite’s company-defined CAP
Granite Construction reported $7.0 billion of its Granite Construction Activities Program (CAP) at December 31, 2025, up $1.7 billion, or 32%, from the prior year. CAP is Granite’s company-defined measure and includes unearned revenue and other awards under Granite’s definition. It cannot be equated with Quanta’s performance obligations or Primoris’s backlog without reconciling scope, award status, accounting treatment and expected conversion.

A backlog quality checklist
- Definition: Read the issuer’s exact description and reconciliation to recognized revenue.
- Commitment: Separate signed contracts from options, estimates, letters of intent and anticipated awards.
- Funding: Check whether public or utility projects have appropriations, financing and permits in place.
- Cancellation: Review termination rights, customer convenience clauses and exposure to delayed starts.
- Timing: Identify the portion expected within twelve months and the portion extending over several years.
- Profitability: Look for expected gross margin, loss-making work, claims and cost-to-complete revisions.
- Concentration: Determine whether a few customers or mega-projects account for a large share.
End markets create different demand cycles
A utility-infrastructure provider is exposed to grid investment, gas and electric reliability spending, renewable interconnection, communications build-outs and energy development. A residential-site contractor depends more on housing starts, land development and local credit conditions. A public civil contractor can be influenced by government appropriations, population growth, infrastructure-repair needs and election-cycle timing. Commercial construction follows different tenant, financing and real-estate cycles.
Primoris identifies utilities, energy, renewables, communications, petrochemical and transportation among its customer markets. Quanta spans electric and gas utilities, renewable energy, technology, communications, pipeline and energy infrastructure. Granite combines public and private infrastructure construction with a Materials segment producing aggregates, asphalt concrete, liquid asphalt and recycled materials. Granite identifies economic conditions, public funding, population growth and development, infrastructure repair needs and commodity pricing as business drivers.
Do not infer that one end market is safer. Instead, map the company’s exposure to customer budgets, regulatory programs, commodity prices and project-financing conditions.

Construction earnings depend on turning estimates into physical output. Review labor availability, wage pressure, subcontractor dependence, equipment utilization, productivity trends and the company’s ability to staff simultaneous projects. Materials availability and price volatility can affect both margins and schedules, particularly where contracts lack escalation protection.
For fixed-price work, compare cost-to-complete revisions with revenue growth. A company that grows rapidly through low bids may show strong awards but weak cash flow or repeated margin resets. For MSA-heavy work, examine renewal rates, customer-specific pricing and whether labor inflation can be passed through.
Capital requirements and cash conversion
Two companies with similar revenue can require very different capital. Equipment-intensive field operations may need excavators, trucks, specialized tools and maintenance spending. Working capital can rise when payroll and materials are paid before customer billing, when retainage delays collection or when change-order disputes hold up invoices. Bonding capacity, letters of credit and revolving-credit availability can constrain how many projects a contractor can pursue.

Use the cash-flow statement and debt footnotes to test whether reported profit converts to cash. Compare operating cash flow with net income over several years, accounts receivable growth with revenue, retainage balances, contract assets and liabilities, capital expenditures, lease commitments and debt maturities. The filings for Primoris and the cited general contractor identify different operating and contract risks; their capital needs must be confirmed from each issuer’s own statements rather than assumed from the label.
Customer concentration and bargaining power
Customer mix affects both demand and negotiating leverage. A company serving many utilities or infrastructure owners may still be dependent on a small number of large accounts. A general contractor may rely on a few public agencies, developers or prime contractors. Read concentration disclosures, major-customer percentages and termination provisions, then ask whether a lost account can be replaced without bidding away margin.
Also distinguish customer concentration from end-market concentration. A diversified list of customers can still be exposed to one funding cycle, such as a single utility-regulatory program or a sharp decline in private development.
A repeatable framework for comparing issuers
- Classify the work. Build a revenue bridge showing construction, maintenance, engineering, replacement, materials and other activities. Do not rely on the corporate description alone.
- Map contract forms. Quantify fixed-price, unit-price, time-and-material, cost-plus, reimbursable and MSA work where the filing provides the data.
- Test backlog quality. Record the issuer’s definition, signed status, funding, cancellation rights, expected conversion and disclosed margins.
- Check execution history. Review gross-margin volatility, contract losses, claims, write-downs, change-order recovery and cost-to-complete revisions.
- Identify demand drivers. Link each segment to utility, energy, public-funding, housing, commercial, communications or commodity cycles.
- Measure customer risk. Note major customers, government exposure, prime-contractor dependence and geographic concentration.
- Assess capital intensity. Compare equipment spending, working capital, retainage, bonding capacity, debt and lease obligations.
- Compare cash generation. Reconcile earnings to operating cash flow and investigate persistent contract-asset or receivable growth.
- Only then consider valuation. Use current filings and genuinely comparable peers; do not apply a sector multiple to companies with different contract mixes and risk profiles.
How the three filing examples fit the framework
| Issuer or example | Reported operating mix or measure | What an investor should test |
|---|---|---|
| Primoris Services Corporation | Construction, maintenance, replacement and engineering in Utilities and Energy; 32.0% of 2025 revenue from projects performed under MSAs. | How MSA work, project awards, utilities, energy and renewables affect margins, funding and renewal visibility. |
| Quanta Services, Inc. | Design, construction, upgrades, repair and maintenance across infrastructure markets; $23.76 billion of unsatisfied or partially satisfied performance obligations at December 31, 2025, with 66.1% expected in the following twelve months. | How its accounting definition, contract mix, conversion timing and market exposure compare with another issuer’s backlog measure. |
| Cited general-contractor example | Traditional general contracting, predominantly fixed-unit-price or lump-sum; 99% of 2025 revenue fixed-price and 1% time-and-material. | Bid discipline, site and subcontractor risk, change-order recovery, claims and cost-to-complete accuracy. The available source metadata does not identify the issuer confidently. |
| Granite Construction Incorporated | Public and private infrastructure construction plus Materials; CAP of $7.0 billion at December 31, 2025, up 32% year over year. | CAP’s company-specific definition, public funding, materials pricing, project conversion and the difference between CAP and other backlog measures. |
These figures are not a matched peer comparison. The companies operate in different markets and report different measures, so the numbers should not be used to rank category performance.
Common analytical mistakes
Assuming “services” means low risk
Maintenance and MSAs can improve visibility, but they can also be cancellable, volume-dependent or exposed to labor inflation. Verify the contractual commitment and economics.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAssuming “general contractor” means no self-performance
The label does not reveal how much work is performed by employees, specialty subsidiaries or subcontractors. Read labor, subcontractor and segment disclosures.
Best Value
Ranking backlog totals without definitions
Quanta’s performance obligations, Granite’s CAP and another issuer’s backlog may include different contract stages and accounting items. Reconcile before comparing.
Equating revenue growth with value creation
Growth can consume cash, require equipment and bonding, or come from low-margin fixed-price awards. Check margins, cash flow and returns on capital.
Ignoring funding and cancellation risk
A public or utility project can be delayed by appropriations, permits, customer priorities or financing. An award is not the same as near-term, profitable revenue.
What a disciplined investor should conclude
The category label is a starting point, not an investment thesis. Construction-services companies may offer a blend of recurring agreements and project work; general contractors may concentrate on competitively bid fixed-price delivery. The meaningful comparison is issuer by issuer: contract terms, backlog quality, end markets, execution, customer concentration, capital requirements, cash conversion and valuation.
Primoris’s MSA-project mix, Quanta’s disclosed performance obligations, the cited contractor’s fixed-price concentration and Granite’s company-defined CAP show why headline descriptions and backlog numbers cannot be treated as interchangeable. None of these figures establishes that one business model is inherently safer, more profitable or a better investment.
