Reinforcement Learning from Human Feedback (RLHF) collects human demonstrations and rankings, trains a reward model to imitate those judgments, and optimizes the language model against that reward. Constitutional AI uses a written set of principles to prompt an AI system to critique and revise answers, then trains a preference model from AI-generated comparisons and performs reinforcement learning from AI feedback (RLAIF).
That makes Constitutional AI a principle-guided RLAIF variant rather than an unrelated replacement for reinforcement learning. It can reduce the amount of repetitive human labeling and make behavioral goals more explicit, but it introduces dependence on the constitution and on evaluator models. Neither method guarantees truthfulness, resistance to jailbreaks, or overall safety.

How reinforcement learning from human feedback works
OpenAI’s InstructGPT description presents the canonical RLHF sequence. The model first learns from examples written by people, then from pairwise judgments about candidate answers, and finally from reinforcement learning against a reward model trained on those judgments. A broader RLHF pipeline can be understood as feedback collection, reward modeling, and policy optimization.
1. Supervised demonstrations
Human contractors write answers to representative prompts. A pretrained language model is fine-tuned on these demonstrations, producing a supervised policy that follows instructions more reliably than the base model. The demonstrations teach format and task behavior, but they cannot cover every possible prompt.

2. Human comparisons
The supervised model generates multiple answers to the same prompt. Annotators rank or select the better answer using a task rubric. Relative judgments are practical: a person can often identify which of two answers is more helpful without writing a complete mathematical reward function. Quality still depends on the rubric, the annotators’ expertise, the context they receive, and the consistency of their decisions.
3. Reward modeling
A separate model is trained to predict those preferences. Its score is a proxy for what the labelers favored, not a direct measurement of truth, safety, or usefulness. If the comparison data omit an important behavior, the reward model has little basis for recognizing it.
4. Policy optimization
The language model is optimized to obtain high predicted reward, traditionally with Proximal Policy Optimization (PPO) or a related method. The policy is normally constrained so that it does not drift arbitrarily far from the supervised model. Iterated RLHF systems can collect fresh comparisons from the updated policy and repeat the cycle; Anthropic’s 2022 RLHF work describes this kind of online updating and reports improved performance on almost all of its NLP evaluations.

What RLHF is good at—and what it cannot promise
RLHF lets people express nuanced preferences through examples and rankings instead of hand-coding every rule. It can improve instruction following and conversational style, but optimizing a proxy can produce reward hacking: answers that look attractive to the reward model while being misleading, evasive, or brittle under distribution shift. Human values also do not form one perfectly stable reward function. A 2023 survey of RLHF limitations groups the central problems into human feedback, reward models, and policy optimization, and argues that RLHF should be supplemented by other safety measures.

How Constitutional AI works
Anthropic’s 2022 Constitutional AI paper describes a two-phase process. The constitution is a list of rules or principles. In the paper’s wording, “the only human oversight is provided through a list of rules or principles,” which is why the method is called Constitutional AI. The model performs much of the repeated critique and comparison work, but people still create the governing process.
Phase 1: supervised self-critique and revision
- Sample an initial answer. The model responds to a prompt, including prompts designed to expose harmful, biased, or evasive behavior.
- Ask for a critique. A separate instruction quotes a relevant constitutional principle and asks the model to identify how the answer violates it. Principles can address helpfulness, harmlessness, honesty, respect, or other goals.
- Generate a revision. The model rewrites its answer to satisfy the principle while preserving useful information where possible.
- Fine-tune on the revisions. The revised responses become supervised training targets. Repeating the process teaches the assistant a style of self-correction without requiring a person to write every corrected answer.
The constitution does not execute itself. Prompt wording, the order in which principles are applied, the model used for critique, and the filtering of bad revisions all affect the resulting behavior.
Phase 2: AI comparisons and RLAIF
- Produce candidate answers. The policy generates two or more responses to a prompt.
- Request an AI comparison. An evaluator model reads the candidates and a constitutional principle, then chooses or ranks the answer that better follows it.
- Train a preference model. The AI-generated comparisons become preference data. The model learns to predict the evaluator’s choices.
- Optimize the policy. Reinforcement learning uses that preference model as the reward signal. Anthropic calls this “RL from AI Feedback,” or RLAIF.
Anthropic reported that the approach produced a harmless but non-evasive assistant and enabled more precise behavioral control with far fewer human labels. That finding is a report about the company’s methods and experiments, not a universal result for every model, constitution, or task.

Does Constitutional AI eliminate human feedback?
No. It moves much of the repeated labeling loop from people to an AI evaluator. Humans still decide which principles belong in the constitution, resolve conflicts between them, design critique and comparison prompts, choose the evaluator and policy models, set data filters, and determine what counts as acceptable behavior during testing.

This distinction matters when a principle is ambiguous. “Be helpful” may conflict with “avoid harm”; “be honest” may require saying that a question cannot be answered; and a rule written for one culture or legal context may be inappropriate in another. An evaluator model can apply a principle consistently while still applying the wrong interpretation. Human review remains necessary for constitutional coverage, edge cases, and high-impact deployments.
Normative transparency: implicit labels versus explicit principles
RLHF records values indirectly through instructions, rubrics, and annotator choices. A reader may be able to inspect the rubric, but the final reward model is still a statistical summary of many judgments. Disagreements are often averaged or hidden in the data.
Constitutional AI puts a visible list of principles at the center of the process. That improves auditability: teams can ask which rule motivated a critique and revise the rule when it is too broad. Explicit wording does not make the system neutral. The model’s pretraining, the prompt template, the evaluator’s interpretation, and the order of competing principles still shape outcomes. A constitution can also encode a narrow institutional or cultural viewpoint if its authors do not include broader review.

RLAIF can reduce direct labeling because one capable model can generate many critiques and pairwise comparisons. This is attractive for rare safety cases, specialist domains, and iterative training where thousands of new examples would otherwise need human review. The saving is not free: evaluator inference, data screening, red-team testing, and periodic human audits consume compute and expertise.

RLHF has a straightforward human quality-control loop, but recruiting and training annotators is expensive. Expert judgments can be slow, especially for medicine, law, cybersecurity, or multilingual content. More labels do not automatically solve disagreement; inconsistent or low-context judgments can teach the reward model the wrong proxy.
There is no universal cost or scalability winner. A small, well-defined task with accessible experts may favor RLHF. A broad behavior specification with a strong evaluator model may benefit from RLAIF. The comparison should measure label hours, evaluator inference, training compute, audit effort, and failure rates on the actual deployment distribution.
Safety and failure modes
Risks specific to RLHF
- Inconsistent or biased judgments: annotators may disagree, apply rubrics differently, or reflect social and cultural biases.
- Reward-model misspecification: the model may learn superficial signals such as confident tone, verbosity, or refusal language instead of the intended property.
- Reward hacking: policy optimization can discover outputs that score well while violating the spirit of the rubric.
- Distribution shift: behavior that wins on labeled prompts may fail on unfamiliar languages, adversarial prompts, or long conversations.
- Capability limits: RLHF mainly shapes behavior; OpenAI noted that its procedure had limited ability to teach capabilities absent from pretraining, using less than 2% of the compute and data used for pretraining.
Risks added or amplified by Constitutional AI
- Incomplete constitutions: a rule set may omit privacy, uncertainty, accessibility, or domain-specific harms.
- Contested principles: reasonable people can disagree about what “harmless,” “respectful,” or “fair” requires.
- Evaluator-model errors: the critic may misunderstand a prompt, miss a subtle violation, or prefer polished misinformation.
- Self-reinforcing mistakes: the same model family may generate, judge, and optimize outputs, allowing an error to propagate through every stage.
- Over-refusal: a broad safety rule can cause the assistant to decline benign requests, reducing usefulness and making explanations vague.
- Prompt sensitivity: small changes to principle wording or ordering can alter critiques and preference labels.
Both methods can produce confident falsehoods, fail under jailbreak attempts, or trade helpfulness for harmlessness. Safety claims should therefore be tied to a defined model, version, evaluation set, and threat model rather than to the training label alone.

| Property | Questions to test |
|---|---|
| Helpfulness | Does the answer solve the user’s task, follow constraints, and provide actionable detail? |
| Harmlessness | Does it avoid enabling serious harm while still answering benign educational or preventative questions? |
| Truthfulness | Does it distinguish known facts, uncertainty, and speculation, and avoid fabricated sources? |
| Calibration | Does confidence track evidence, especially when the prompt is ambiguous or outside the model’s expertise? |
| Robustness | Does behavior persist across paraphrases, languages, long contexts, tool calls, and adversarial prompts? |
| Non-evasiveness | When refusing, does the assistant explain the boundary and offer a safe alternative instead of issuing a generic denial? |
A method can improve one dimension while harming another. For example, adding a strict principle may reduce dangerous completions but increase false refusals. Report those trade-offs separately instead of treating a single preference-model score as proof of safety.
What the named evidence actually shows
OpenAI reported that labelers preferred outputs from its 1.3-billion-parameter InstructGPT model over outputs from a 175-billion-parameter GPT-3 model, despite the former having more than 100 times fewer parameters. This illustrates how post-training can improve perceived instruction following; it does not show that RLHF creates new general capabilities or that a smaller model is universally better.
The same OpenAI description said the training procedure used less than 2% of the compute and data used for model pretraining and had limited ability to teach capabilities not already learned. The figure is specific to that reported procedure and should not be generalized to every RLHF run.
Anthropic’s 2022 Constitutional AI work reported more precise behavioral control with far fewer human labels and described a harmless, non-evasive assistant. The abstract does not provide one universal percentage or a controlled head-to-head result proving Constitutional AI is safer, cheaper, or more scalable than RLHF in all settings.
How to choose a training approach
- Define the behavior before choosing the acronym. Write measurable goals for helpfulness, truthfulness, refusal boundaries, uncertainty, and robustness.
- Assess the feedback task. If qualified people can judge outputs reliably and the task is high stakes, retain a substantial human comparison set. If judgments are repetitive and principles are expressible, test RLAIF as a supplement or alternative.
- Draft and review principles. For Constitutional AI, include domain experts and affected users, define conflicts between rules, and specify how uncertainty should be expressed.
- Separate generator and evaluator checks. Test evaluator accuracy against blinded human judgments; do not assume a larger or newer evaluator is correct.
- Use independent audits. Hold out prompts, run adversarial and jailbreak tests, check multilingual and accessibility cases, and inspect false refusals as well as harmful answers.
- Measure total cost and reliability. Count human hours, evaluator-model calls, training compute, monitoring, incident response, and retraining—not just annotation volume.
- Prefer a hybrid when evidence is mixed. Human labels can anchor difficult or disputed cases while AI feedback expands coverage between audits.
Is Constitutional AI safer than RLHF?
Not by definition. Constitutional AI can make priorities easier to inspect and reduce direct labeling, while RLHF offers direct human judgments that may catch evaluator-model mistakes. Each can fail through misspecified rewards, incomplete coverage, or optimization pressure. The safer system is the one whose principles or rubrics are appropriate, whose evaluators are validated, whose policy is tested independently, and whose operators monitor failures after deployment.
Bottom line for practitioners
Think of RLHF as human-preference modeling followed by reinforcement learning, and Constitutional AI as principle-guided self-critique plus RLAIF. Constitutional AI can replace parts of the human-labeling pipeline, not human responsibility. Choose between them—or combine them—based on the behavior you need, the quality of available evaluators, the cost of oversight, and measured performance on realistic failures.
