An interpreter carries out operations described by a representation. A just-in-time (JIT) compiler generates machine code while a program is running. These are execution techniques, not mutually exclusive labels for programming languages: one runtime can interpret some code and compile other parts.
What the terms mean
Compiler
A compiler translates a program—or an intermediate form of it—into another representation. That work may happen before a program runs, incrementally as code is entered, or during execution. Compilers do not necessarily produce a standalone executable: LLVM’s Clang-Repl, for example, compiles interactive C++ input into machine code while a session is running.
Interpreter
An interpreter executes operations described by a language or virtual-machine representation. That input need not be the original source text. An engine may parse source code first, turn it into bytecode, and have an interpreter execute that bytecode.
JIT compiler
A JIT compiler is invoked while a program runs. It may compile requested functions or selected frequently executed code, using runtime feedback to guide decisions. JIT compilation therefore describes when compilation happens, not a separate kind of programming language.

Bytecode, intermediate representation, and machine code
Bytecode and intermediate representations sit between source syntax and target machine instructions. Their precise role varies by implementation; their presence does not mean a program is “only interpreted.” Machine code is generated for a processor architecture and can be executed by that processor.
Runtime and host environment
A runtime executes a program and may provide services such as memory management. The engine and the surrounding host are not the same thing: V8 handles JavaScript execution and memory management, while a browser such as Chrome provides browser features including the DOM. How JavaScript runs in V8
V8’s documented path shows why “JavaScript is interpreted” or “JavaScript is compiled” is too simple. The engine parses source into an abstract syntax tree, then Ignition generates and executes bytecode. Ignition also gathers feedback about execution. Compiler tiers can then turn selected code into machine code.
In broad terms, V8 can get code running through interpretation first, then compile code that appears worth optimizing. Its documented tiers include Sparkplug, Maglev, and a top optimizing tier. The goal is to balance quick initial execution against spending compilation effort on code that matters during the run. V8 High-Level Overview

Tiering is selective, not a promise that every function reaches the most advanced tier. V8 describes using execution budgets and profiling feedback to consider tier-up, compiling in the background, and on-stack replacement for suitable loops. How interactive C++ runs in Clang-Repl
Clang-Repl is described by LLVM as an interactive C++ interpreter with incremental compilation. When input is processed, Clang builds an abstract syntax tree and lowers it to LLVM IR. The JIT compiles functions into machine code for the device architecture, and that machine code executes.
This example separates the user experience from the underlying mechanics: a tool can feel like an interpreter because it accepts code interactively, while compiling and executing machine code underneath. Clang-Repl

These approaches can coexist in one runtime, as V8 demonstrates. They also involve trade-offs rather than a universal speed ranking: compilation takes time, interpretation can begin execution without waiting for all code to be compiled, and compiled hot paths may run more efficiently for a particular workload. The cited documentation does not establish a universal performance result.
Portability, memory use, and implementation complexity also depend on the particular language implementation, target, and runtime. These terms alone do not establish whether a program will run on another machine or how much memory it will use.

What happens when code runs, in practical terms
- Source is processed. A parser turns the written program into a structure the implementation can analyze, such as an abstract syntax tree.
- The implementation chooses an executable representation. It may interpret bytecode, lower code into an intermediate representation, or compile code for a processor.
- The runtime executes and observes. An interpreter can run represented operations while collecting feedback about which code is used.
- Selected code may be compiled during the run. A JIT can use feedback to promote important functions or loops, but it need not compile every part of the program.
- The host supplies environment-specific services. A browser engine and the browser’s DOM are separate pieces, just as a language runtime and the operating system are distinct layers.
