To resolve a problem with a purchase or service, contact the company through an official channel, check the policy and deadlines that apply, and explain the facts alongside the outcome you want. Keep copies of your records and a dated log of every contact. If the first representative cannot help, ask for a supervisor; if the company still does not resolve the matter, contact the consumer protection office or regulator responsible for that type of issue.
Policies, legal rights, complaint procedures, and agency powers vary by company, industry, and jurisdiction. The examples below are common types of disputes—not a ranked list of the most frequent complaints.

Common customer service problems
Problems can arise with a transaction, a product, a service, or the way a company handles an earlier complaint. The right remedy and escalation route depend on what happened and which rules apply.
- Return, refund, or exchange dispute: The company may deny a request, disagree about the applicable policy, or say the return window has passed.
- Defective, damaged, or misrepresented product: The item may not work, may arrive damaged, or may not match what the company promised. A repair may also fail to fix the problem.
- Incorrect bill or service problem: A charge may be wrong, or a service may not work as expected. Telecommunications billing and availability disputes, for example, may have an FCC complaint route.
- Poor handling of an earlier complaint: The response may not address the issue, a promised action may not happen, or you may be unable to get an explanation or remedy.
For any of these problems, start by identifying the transaction or service and gathering the records that show what happened.

How to resolve a problem with a company
- Find the official contact and check the applicable rules. Use the company’s website or transaction documents to locate customer service. Review the relevant return policy, warranty, contract, complaint process, and deadlines. Policies and rights differ, so do not assume that one company’s rules apply to another.
- Collect the records. Gather the receipt or invoice, account or order number, payment record, warranty or contract, repair order, and relevant messages. Keep original documents; send copies when a complaint channel needs supporting evidence.
- Explain what happened and ask for a specific remedy. Identify the product or service, the purchase or service date, and the problem. Ask for an appropriate outcome—such as a refund, repair, or exchange—and briefly explain why you believe it is warranted.
- Keep a dated record. Note when you contacted the company, whom you spoke with, what they said, and any action they promised. Save copies or screenshots of chat messages, web forms, letters, and attachments.
- Escalate inside the company if needed. If the representative cannot help, ask for a supervisor or manager. Calmly restate the facts and the outcome you are requesting. The FTC says, “A manager will likely have more flexibility and authority to resolve the issue.”
- Choose an outside channel that fits the issue. If the company does not resolve the matter, contact the relevant consumer protection office or regulator. An agency may refer a complaint, use it to identify patterns, or require a response in some cases; filing does not guarantee the outcome you want.
For additional guidance on first contact, records, and escalation, see the Federal Trade Commission’s advice on solving problems with a business.
What to include in a written complaint
A written complaint gives the company or agency a concise account it can review. The exact requirements depend on the company and complaint channel, but these details are useful in many cases:
- Your name and contact information.
- The account, order, or transaction number, if relevant.
- The product or service involved, and the date and place of purchase or service.
- A concise description of what went wrong, including key dates.
- The outcome you want and why you believe it is appropriate.
- Copies of relevant supporting records, such as receipts, bills, warranties, repair orders, or earlier correspondence.
State how long you will wait for a reply, save a copy or screenshot of what you submitted, and record the submission date. Keep original documents rather than mailing or uploading the only copy.

Where to escalate a complaint
The correct outside contact depends on the subject of the complaint and the agency’s jurisdiction. Government complaint channels do not all handle individual disputes in the same way.
| Channel | When it may fit | What to expect | Limits and process |
|---|---|---|---|
| Company management | A customer service representative or salesperson has not resolved the issue. | Ask a supervisor or manager to review the facts and requested remedy. | USAGov recommends taking the issue to company management when frontline staff do not help. The company’s process and available remedies vary. |
| State or local consumer protection office | A consumer dispute may fall within the office’s jurisdiction. | The office may offer information or a complaint process, depending on location and issue. | Powers and procedures vary by jurisdiction; not every office handles every dispute or guarantees a particular remedy. |
| Federal Trade Commission (FTC) | You want to report a business practice that may be relevant to consumer-protection enforcement. | The FTC collects reports that can help law enforcement identify patterns and may contribute to an investigation. | The FTC says it does not resolve individual consumer complaints, so a report is not a request that guarantees an individual refund or resolution. |
| Federal Communications Commission (FCC) | A complaint concerns a telecommunications matter within the FCC’s remit, such as certain billing or service issues. | The FCC recommends contacting the provider first. For certain billing or service complaints, it may serve the complaint on the provider, which must send a written response to the consumer and FCC within 30 days after receipt. | Not all complaints are actionable or served; some may be referred or used for agency work. An informal complaint response may be rebutted by replying to the FCC email. A formal complaint is a separate process; check the FCC’s current requirements and fee before filing because the fee can change. |
The FCC states, “We encourage you to contact your provider before filing a complaint.” Its complaint-handling page explains what may happen after a filing. For broader guidance on company, government, and other complaint routes, consult USAGov’s page on company, product, and service complaints. USAGov also points consumers to possible consumer organizations and legal help, depending on the issue; suitability varies.
Match the next step to the problem
Return, refund, or exchange dispute
Find the return policy and any deadline that applied to the purchase, then gather the receipt, order details, and messages about the return request. Ask the company to identify the policy it relied on and explain the outcome you are seeking. If the company does not help, escalate to management before choosing an outside complaint route that fits the issue.

Defective, damaged, or misrepresented product
Keep the receipt, warranty, product description or promise you relied on, and any repair orders or correspondence. Describe the defect or mismatch and when it appeared. If a repair did not work, explain what was repaired, when, and what problem remains. Request a concrete remedy such as a repair, exchange, or refund, as appropriate to the facts and applicable policy or rights.

Identify the bill, charge, service, and dates involved. Save relevant bills, payment records, account details, and any earlier troubleshooting or complaint messages. Contact the provider first and state what you believe is incorrect or unavailable and what correction you want. For telecommunications matters, use the FCC route only when the issue falls within its remit; its process does not apply to every service complaint.
Unsatisfactory response to an earlier complaint
Refer to the original complaint and the company’s response or promised action. Keep the dates and copies together, then tell a supervisor what remains unresolved and restate the remedy you want. If that does not work, select an outside office or regulator based on the subject and jurisdiction rather than filing with an agency that cannot handle the issue.

How to improve the odds of a useful response
- Keep the message factual, concise, and organized by date.
- Identify the transaction or account so the company can locate it.
- Make one clear request and connect it to the problem.
- Send relevant copies, not irreplaceable originals.
- Save the exact complaint, attachments, and submission date.
- Record commitments and follow up if the promised action does not occur.
- Use the agency whose jurisdiction and process fit the issue; filing with an outside channel is not a substitute for checking company deadlines or applicable rights.
