Colorlib presents Wizard 7 as a template for letting visitors request a table through a multi-step interface. Its description says: “With a three-step process and an option to add different images to spice things up, everyone will enjoy reserving a table at your place.” That is promotional copy describing the form experience, not evidence of how reservations are processed.

Does the template run a live reservation system?
Not on the basis of the public listing alone. A three-step form can collect information visually, but the listing does not document a connected backend or operational booking features. In particular, it does not specify:

Until those behaviors are implemented and tested, treat the template as a booking interface rather than a complete reservation service.

Check the downloaded package’s LICENSE.md before deployment: Colorlib says each template download includes one, and the package may also contain third-party libraries, fonts, or icons with their own terms. Verify those component licenses as well as the template’s attribution and resale restrictions.
