If your website opens on your phone but not on your computer, the difference is a useful clue—not proof that Cloudways automatically banned you. Your phone may be using cellular data, which can have a different public IP address, DNS resolver, and network route from your home Wi-Fi. Compare the failing connection with the successful one, then change only a security rule that the logs identify.
First, pin down what is failing
Before changing security settings, record the public domain, exact URL, time and timezone of the failure, the error code or browser message, and whether every page fails or only one path. Also confirm that the phone works on cellular data, not on the same Wi-Fi as the computer.

A phone on cellular and a computer on Wi-Fi commonly reach a site from different public IP addresses. They may also use different DNS resolvers or routes. That makes a network-specific failure evidence to investigate, not a diagnosis by itself.

Compare the failing network with the working one
Find the public IP address used by the failing Wi-Fi or office connection, and compare it with the cellular connection if possible. Check that address—not an assumed device address—against the relevant security records. A block may apply to an IP address shared by multiple users, so confirm that it belongs to the connection you are troubleshooting before changing a rule.

Check Cloudways server security
In Cloudways Flexible, open Server Management → Security → Incidents and Firewall. Look for the failing public IP and review the event details, timestamp, and rule scope. Cloudways says its Imunify360 server-level protection can automatically block abusive login attempts and malicious IPs; a server-level block can affect applications across that server, not just one site. If an incident matches the failed request, verify the address and event before removing a rule or adding an allow-list entry. Cloudways documents temporary rule TTLs from 1 to 576 hours. Use a temporary rule when appropriate, and avoid permanently allowing an unfamiliar or shared address. The same guide cautions that country blocks can affect legitimate visitors and services.

Check the CDN or WAF as well
If the domain uses Cloudflare or another CDN/WAF, inspect its security events for the same time, client IP, hostname, and path. Cloudways documents WAF and rate-limiting controls; rate limiting can challenge or temporarily restrict a source after it exceeds a request threshold. Cloudflare identifies errors 1006, 1007, 1008, and 1106 as errors that can occur when a website owner blocks a request. Those errors point toward an owner-side security rule; they do not establish that Cloudways imposed the block. Cloudflare’s guidance is to “Request the website owner to investigate their Cloudflare security settings or allow your client IP address.” See Cloudflare’s error guidance.

Test the public domain, not just the server IP
Open the site using its public domain. A direct request to the server IP is a different test: Cloudways allows direct application access by server IP to be disabled, and that setting can return a 403. A 403 from the raw IP alone does not show that the domain is down or that an automatic ban occurred. See Cloudways’ direct-server-IP access guide.
If the security logs show no matching block
Compare the domain’s DNS answers on the failing and working networks, and check that both resolve to the expected service. Then note whether the problem follows the Wi-Fi network or a particular browser or device.

- Check for local DNS filtering, VPN or proxy behavior, and browser state.
- Consider whether the ISP or network route is preventing access. Cloudflare notes it cannot ensure that its assigned IP addresses are reachable through every ISP.
- Separate access to the website from access to the Cloudways platform itself. For platform-access problems, Cloudways lists temporary network and browser issues among possible causes in its platform inaccessibility guide.
These are avenues to check when no matching server or edge event appears; they are not evidence that any one of them caused your outage.

If a log points to a rule you cannot inspect or change, contact Cloudways support. Include the failing public IP, timestamp and timezone, exact URL, error message or code, and the relevant event ID. Cloudways recommends contacting support when access restrictions persist after its documented checks; see Cloudways Site Manager guidance.

Do not disable protection or broadly allow-list addresses just to make one connection work. A targeted change is safer when the event, address, and failed request line up.
