Cloud-Managed vs. On-Premise Building Management Systems: Which Is More Secure?

Short answer: neither deployment model is automatically safer. A cloud-managed building management system (BMS) can reduce risk when a provider consistently patches, monitors and protects remote access better than the building owner could. An on-premise BMS can be safer when local operation, data control and independence from a provider are essential—and the owner has the people and processes to secure controllers, servers, engineering workstations and remote access. The deciding factor is the controls you can verify and operate, not the location of the server.

Connectivity is the central issue. NIST says building services are increasingly connected to one another, corporate networks and cloud services; that connectivity improves management but expands attack paths. CISA’s ransomware guidance emphasizes vulnerability scanning, timely patching, approved remote access and logical or physical separation between IT and operational technology (OT).

What security means in a building management system

A modern BMS, also called a building automation and control system (BACS), links controllers, sensors, HVAC equipment, lighting, access systems, alarms, supervisory software and sometimes energy or tenant platforms. It is an OT environment: a compromise can affect comfort, equipment availability, safety functions, energy use and the ability to operate a facility.

NIST describes the trend plainly: “Connectivity among building systems and with outside service partners is increasing. Building services themselves are moving to the cloud.” The same connectivity that enables centralized facilities management also creates more identity, network, software and supplier dependencies. NIST’s 19 August 2026 guidance warns that integrating BACS networks with corporate networks and the cloud “increases significantly” the risk of cyberattack. Read the project overview at NIST’s Cybersecurity for Building Systems project and the dated guidance at NIST’s BACS cybersecurity tips and tactics.

For this comparison, security includes more than preventing a data breach:

  • Availability: Can operators control critical systems during an internet, WAN or provider outage?
  • Integrity: Can an attacker alter schedules, set points, alarms or controller logic?
  • Confidentiality: Are floor plans, occupancy information, video, access events and energy data protected?
  • Accountability: Can you identify who changed a configuration and when?
  • Recoverability: Can the facility restore safe operation from a clean backup?

These questions apply whether software runs in a provider’s environment, on a facility server or in a hybrid design.

Cloud-managed and on-premise BMS compared

Control area Cloud-managed BMS On-premise BMS
External exposure and remote access Internet-facing identity, APIs and provider connections are inherent; secure access design and vendor controls are critical. Fewer direct cloud dependencies, but owner- or integrator-operated remote access can become an unmanaged entry point.
Patching and vulnerability management The provider may standardize updates, but the contract must define scope, timing, testing and customer responsibilities. Local gateways and controllers still need attention. The owner or integrator must inventory assets, test and apply firmware and software updates, and replace unsupported systems.
Identity and privilege Central identity, customer-controlled roles, strong multifactor authentication (MFA) and audit logs can be consistent across sites. Local accounts are often fragmented; the owner must enforce unique credentials, least privilege, MFA where supported and timely removal of access.
IT/OT segmentation Cloud connectivity does not remove the need to isolate controllers and gateways from corporate networks and the internet. Segmentation, firewalls and controlled conduits are entirely the owner’s responsibility.
Logging and detection Scale can make centralized logging easier, but you need access to usable logs and a process that reviews alerts. Logs may be scattered across servers, controllers, firewalls and VPNs; collection and monitoring require local tooling and expertise.
Resilience and offline operation Ask what continues locally if the WAN or service is unavailable, how long data is buffered and how control is restored. Local operation is a strength, provided servers, power, backups and spares are maintained.
Data governance Clarify data location, retention, subprocessors, export formats and deletion at contract end. Data remains under local administrative control, but the owner must protect storage, backups and administrator access.
Vendor support and incident response Require breach notification, vulnerability disclosure, response times, privileged-access controls and evidence after an incident. Response depends on the owner’s staff and integrator agreements; emergency support must be arranged before a crisis.
Total cost and skills Recurring service fees can fund specialist operations, while integration and connectivity costs remain. Capital equipment may reduce subscription dependence, but staffing, patching, monitoring, lifecycle replacement and recovery are ongoing costs.

How a cloud-managed BMS can improve security

Centralized administration

A provider can operate a common identity service, standard configuration, vulnerability process and logging pipeline for multiple buildings. That consistency is valuable for organizations that cannot maintain a security team at every site. Central administration also makes it easier to remove a departing employee from several facilities at once and to compare configuration drift between sites.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

More regular infrastructure maintenance

Cloud operators normally manage the underlying operating systems, databases, storage and perimeter controls. A mature supplier can test and roll out updates more consistently than an owner with a small facilities team. This benefit applies only to the components covered by the service: field controllers, local supervisory PCs, gateways, network switches and customer-managed integrations may remain your responsibility.

Better remote operations—if access is designed correctly

Authorized operators can reach multiple sites without exposing an engineering workstation directly to the public internet. Central policy, MFA and time-limited roles can replace ad hoc inbound connections. Remote convenience becomes a liability when the service accepts shared accounts, permanent vendor access or broad administrator privileges.

Cloud-specific risks and the controls that counter them

Internet-facing identity and APIs

A cloud BMS depends on accounts, APIs and web sessions. A stolen password, weak recovery process or over-permissioned API token can affect several buildings at once. Require strong MFA for every human administrator, customer-controlled roles, least privilege, separate service accounts and prompt revocation. Ask whether API keys can be scoped, rotated and logged.

Provider, tenant and supply-chain exposure

Your risk includes the provider’s administrators, software dependencies, hosting environment and other tenants. Ask how administrative access is approved and recorded, how tenant data is isolated, which subprocessors are used and how vulnerabilities in dependencies are disclosed and fixed. A security certification can be useful evidence, but it does not replace answers about the BMS application, gateways and field devices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Unclear responsibility for updates

“Cloud” does not mean every component is automatically patched. Put a responsibility matrix in the contract that names the provider, owner and integrator for each layer: cloud application, operating system, gateway, controller firmware, engineering workstation, network equipment and integrations. Require a vulnerability-disclosure channel, severity-based patch service-level agreements (SLAs), maintenance notices and a process for emergency fixes.

Service and connectivity outages

Ask exactly what happens when the building loses internet access or the provider has an outage. Critical control should continue locally where practical. Confirm whether schedules and safety interlocks are stored on site, how telemetry is buffered, how long local control lasts, how operators are notified and how state is reconciled after reconnection. Test this behavior during a planned exercise rather than relying on a brochure.

Data location and portability

Cloud platforms may store trend data, alarms, occupancy information and user records in multiple regions. Contract terms should identify storage locations, retention periods, subprocessors, encryption responsibilities, legal access procedures and the format and timing for exporting data. Ensure you can retrieve configuration, schedules, alarms and historical data if the service is replaced or terminated.

How an on-premise BMS can improve security

Local operation and fewer external dependencies

Controllers and supervisory servers can continue operating when a WAN link or cloud service is unavailable. Local administration can also satisfy data-control or site-isolation requirements. This advantage depends on maintaining local power, servers, backups, spare equipment and trained operators; an abandoned server room is not a security control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Direct control over architecture and change

The owner decides where servers and databases reside, which networks communicate and when maintenance occurs. That control helps organizations with strict operational constraints, but it also means accepting responsibility for every design decision and exception.

On-premise risks and the controls that counter them

Delayed patches and unsupported systems

Building systems often remain in service for years. Unpatched operating systems, obsolete supervisory software and controller firmware can contain known weaknesses. Maintain an asset and software inventory, track vendor support dates, test updates in a representative environment and schedule remediation by risk. NIST’s SP 1800-31 patch-management guide provides a practical model for identifying, prioritizing, deploying and verifying patches.

Flat networks

If a BMS shares an unrestricted network with office computers, a compromise of an email account or laptop can become an OT incident. CISA’s #StopRansomware Guide recommends regular vulnerability scanning, timely patching, approved remote access and logical or physical segmentation between IT resources and OT. Use firewalls and explicit allow rules between zones; do not treat a VLAN by itself as a complete security boundary.

Engineering workstations and local credentials

Engineering workstations can hold controller programs and have powerful privileges. Keep them dedicated to BMS work, restrict internet and email use, apply supported security updates, use unique accounts and remove local administrator rights unless a documented task requires them. Eliminate shared passwords, protect emergency accounts and review membership regularly.

Integrator remote access

Permanent modem connections, shared VPN accounts and unattended remote-control tools are common weak points. Use an owner-approved VPN or zero-trust access path with MFA, individual accounts, least privilege, approval or time limits, session logging and rapid disablement. The integrator should not be able to reach every building or every controller by default.

Securing a cloud-managed BMS: an implementation sequence

  1. Map the trust boundaries. Inventory controllers, gateways, supervisory software, cloud tenants, APIs, mobile applications, corporate connections and third-party integrations. Draw the data and control flows, including every remote-access path.
  2. Define what must work locally. Document which loops, schedules, alarms and safety-related functions continue during a WAN or cloud outage. Obtain a vendor statement of local behavior and verify it in a controlled test.
  3. Lock down identity. Integrate with the organization’s approved identity provider when supported. Enforce strong MFA, unique administrator accounts, customer-controlled roles, least privilege, separation of duties and prompt offboarding. Review service accounts and API tokens as carefully as human users.
  4. Constrain integrations. Use a documented gateway or broker for telemetry and commands. Permit only required destinations and ports, authenticate both ends, encrypt traffic in transit and prohibit direct exposure of controllers or BACnet services to the public internet.
  5. Contract for maintenance. Obtain the responsibility matrix, vulnerability-disclosure process, severity-based patch SLAs, support lifecycle, maintenance windows and emergency-change procedure. Confirm which local devices the provider can patch or merely advise you to patch.
  6. Make logs usable. Require records for logins, privilege changes, configuration edits, API use, remote vendor sessions, failed authentication and alarm acknowledgement. Export logs to a system your security team monitors, define retention and test alert delivery.
  7. Protect continuity and portability. Schedule configuration and trend-data exports, maintain a clean offline copy of critical settings and document how to operate if the service is unavailable. Test restoration and a provider-exit procedure.
  8. Exercise incident response. Agree on notification deadlines, contacts, evidence preservation, containment authority and customer communications. Run a tabletop scenario involving a stolen administrator account and a second scenario involving provider outage.

Securing an on-premise BMS: an implementation sequence

  1. Build a complete asset inventory. Record every controller, supervisory server, engineering workstation, switch, firewall, modem, wireless bridge, software version, firmware version, owner and support status. Include systems managed by contractors.
  2. Create IT/OT zones. Separate field controllers, BMS servers, engineering workstations, management services and corporate users. Use firewalls with default-deny rules and narrowly defined conduits. Place remote-access services in a controlled intermediary zone rather than on the controller network.
  3. Prioritize vulnerabilities. Combine vendor advisories, vulnerability scans that are safe for OT, asset criticality and exposure. Patch supported systems promptly, isolate systems that cannot be patched and set replacement dates for unsupported equipment.
  4. Harden accounts and workstations. Require individual accounts, strong MFA for remote and administrative access, least privilege, screen locking, application control where compatible and removal of unnecessary software. Keep controller programming files under controlled version and change management.
  5. Replace informal remote access. Retire shared VPN credentials, open inbound ports, direct modem access and unattended tools. Use an approved VPN or zero-trust service, MFA, time-bound authorization, session recording and an owner-controlled emergency shutdown.
  6. Centralize monitoring. Collect firewall, VPN, server, workstation and BMS application logs. Alert on unexpected outbound connections, repeated authentication failures, new administrator accounts, controller-program changes and disabled security services. Establish who investigates alerts outside business hours.
  7. Back up for recovery, not just compliance. Keep offline or otherwise isolated copies of server images, controller programs, graphics, schedules, credentials held in an approved vault and network configurations. Protect backups from ordinary administrator accounts and verify that a clean restore is possible.
  8. Practice recovery. Rehearse loss of the supervisory server, ransomware on an engineering workstation, a failed controller and a site-wide network isolation. Record recovery times, manual operating procedures, spare-part needs and lessons learned.

When a hybrid architecture is the safer choice

A hybrid design can separate time-critical control from analytics and centralized management. Keep control loops, safety interlocks and essential schedules local. Send only necessary telemetry through a segmented gateway or broker to the cloud, and return commands through an authenticated, narrowly scoped channel. Place each trust boundary—field network, gateway, corporate network, cloud service and integrator access—behind explicit policy and monitoring.

Hybrid is not automatically safer. It creates more components and interfaces to inventory, patch and monitor. Use it when local continuity or regulatory requirements matter, while the organization still wants centralized visibility. Document who owns every gateway, certificate, firewall rule, account and update.

Can BACnet be secure over the internet?

Do not expose BACnet directly to the public internet. NIST’s BACnet Wide Area Network Security Threat Assessment examines threats created by connections to corporate LANs and the public internet, protocol weaknesses, implementation flaws and countermeasures. NIST’s Enemies at the Gates: Securing the BACnet Building likewise treats the building network as an environment that needs deliberate protection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a segmented architecture with an authenticated and encrypted tunnel or gateway, explicit allow rules, strong operator identity and monitoring. Restrict which devices can communicate, disable unused services, protect engineering tools and log changes. If a product claims secure internet connectivity, ask which component terminates encryption, how identities are verified, how keys are rotated, whether commands are authorized per site or device and what remains functional when the connection fails. A VPN alone does not fix weak BACnet devices or a flat internal network.

Questions to ask a BMS vendor before signing

Architecture and access

  • Which components run in the cloud, on site and at the edge?
  • What traffic leaves the building, in which direction, and which ports and protocols are required?
  • Can controllers be reached directly from the internet or from a provider administrator account?
  • Can the customer enforce MFA, create custom roles, restrict access by site and review privileged sessions?

Patching and vulnerabilities

  • Who patches the application, host platform, gateway, controller firmware, engineering workstation and integrations?
  • What are the patch SLAs for critical and high-severity vulnerabilities, and how are emergency updates handled?
  • How are vulnerabilities reported, assessed and disclosed to customers?
  • What versions are supported, and how much notice is given before end of support?

Logging and detection

  • Which events are logged: authentication, privilege changes, configuration edits, API calls, remote sessions and failed attempts?
  • Can logs be exported to the customer’s monitoring platform in a usable format?
  • What retention period, time synchronization and alerting options are available?
  • Who reviews alerts, and what response time is included?

Resilience, data and exit

  • What operates locally during a WAN or service outage, and for how long?
  • How are backups made, protected, tested and restored?
  • Where are data and backups stored, which subprocessors are involved, and how is data deleted?
  • Can the customer export controller programs, schedules, alarms, histories and audit logs if the contract ends?

Incident response and suppliers

  • When and how will the vendor notify the customer of a suspected compromise?
  • Who preserves evidence, leads containment and pays for forensic support?
  • How are vendor and integrator accounts approved, limited, monitored and disabled?
  • Can the vendor provide recent independent assessment results relevant to the BMS service?

Choosing the model for your organization

Cloud-managed is a strong candidate when

  • You lack the staff to patch, monitor and support OT systems at every site.
  • The supplier can demonstrate mature identity, isolation, logging, vulnerability management, incident response and continuity controls.
  • You can enforce secure customer access and keep local control working during connectivity loss.
  • Contract terms cover data location, notification, exports, service levels and responsibilities for edge devices.

On-premise is a strong candidate when

  • Local operation during WAN or provider outages is a hard requirement.
  • Data-control, regulatory or network-isolation requirements limit external services.
  • You have personnel and processes for asset inventory, segmentation, patching, monitoring, backup and recovery.
  • You are willing to fund lifecycle replacement instead of assuming an installed system can run indefinitely.

Use a hybrid design when

  • Time-critical control must remain local but centralized analytics or multi-site management is valuable.
  • You can operate and monitor the additional gateways and trust boundaries.
  • The cloud receives only the telemetry and commands that are necessary for the stated business purpose.

Whichever option you select, make the decision from a written control matrix. Assign an owner, evidence and test frequency to every requirement. If a supplier cannot explain who patches a component, who sees its logs, how access is revoked or how the building operates offline, the hosting label is not meaningful security evidence.

How total cost changes between the models

Cloud shifts more spending toward recurring service, connectivity, integration and vendor-assurance costs. Those fees may replace some server maintenance and specialist staffing, but they do not remove local network, gateway, controller or engineering-workstation work.

On-premise shifts spending toward servers, storage, backup infrastructure, licenses, replacement parts, patch testing, monitoring tools, specialist labor and recovery exercises. A low subscription bill can conceal high risk if the owner postpones updates or has no one qualified to investigate alerts.

Compare the full operating model over the intended service life: security staff time, outage impact, connectivity, support contracts, hardware refresh, testing, compliance evidence and exit or migration work. Do not compare only a cloud subscription with the purchase price of an on-site server.

Common failure modes and fixes

Failure mode Why it happens Corrective action
Direct BACnet or controller access from the internet Installers prioritize convenience and assume the protocol is harmless. Remove public exposure; use segmented, authenticated and encrypted remote access through a controlled gateway.
One shared administrator account Teams want a quick handoff between operators or contractors. Create individual accounts, enforce MFA and least privilege, and log every privileged action.
Permanent integrator access Remote support was enabled once and never reviewed. Use approval-based, time-limited access with session logging and customer-controlled disablement.
Cloud contract says “provider-secured” without a responsibility matrix Marketing language obscures which edge devices remain the customer’s duty. List every layer, patch owner, SLA, log source, notification deadline and continuity obligation in writing.
Flat BMS and corporate network The original installation treated all Ethernet devices as one trusted zone. Segment IT and OT, add firewalls and allow only documented flows; verify rules after changes.
Backups exist but have never been restored Backup completion is mistaken for recoverability. Perform scheduled clean restores and record recovery times, dependencies and missing credentials.
Unsupported controllers or servers remain in service Replacement disrupts operations and budgets are deferred. Isolate where possible, apply compensating controls, document risk and fund a replacement date.

What the available evidence does—and does not—prove

NIST and CISA guidance supports a control-based comparison, not a universal breach-rate ranking. No directly comparable statistic establishes that cloud-managed BMS platforms suffer fewer or more breaches than on-premise BMS deployments. Results vary with architecture, supplier practices, exposure, staffing, patch speed and incident response. Treat claims of a fixed percentage advantage with skepticism unless the measurement scope, period, systems and definitions are published.

The defensible conclusion is narrower and more useful: choose the model whose identity, segmentation, patching, monitoring, continuity and recovery controls your organization can verify and operate continuously.
