Cloud Infrastructure in 2027: The Key Shifts in Compute, Storage and Networking

AI inference and accelerator infrastructure are forecast to expand by 2027, while component availability and power capacity may constrain growth. Here’s what the outlook means for servers, storage, networking and cloud buyers.

By 2027, cloud infrastructure is forecast to be shaped increasingly by AI workloads—and by whether providers can secure enough power and components to serve them. Gartner projects $66.143 billion in worldwide AI-optimized infrastructure-as-a-service (IaaS) spending that year, while IDC forecasts $930.562 billion in worldwide server spending. These are forecasts, not confirmed outcomes. The clearest expected shift is toward more AI compute and production inference; storage, networking and power remain essential, but their market trajectories are less precisely forecast here.

What is expected to change by 2027?

The infrastructure mix is shifting from a focus on building and training AI models toward supporting their use in production as well. Gartner’s August 2026 forecast estimates that inference—the execution of trained models—will account for 59% of AI-optimized IaaS spending in 2027. Its forecast already puts 2026 inference spending at $23.3 billion, above the $19 billion projected for training.

This points to growing demand for infrastructure that can run AI services continuously, not only for periodic model development. It does not mean training will stop, or that every organization needs specialized AI cloud capacity. The right mix depends on workload, scale and operating cost.

Gartner also forecasts $359.899 billion in total worldwide IaaS spending in 2027, compared with $287.347 billion in 2026. AI-optimized IaaS is one part of that broader category; the figures are Gartner market estimates, not audited provider revenue or guaranteed demand.

What do the forecasts say about spending and servers?

AI-optimized IaaS

Gartner’s August 2026 forecast puts worldwide AI-optimized IaaS spending at $42.276 billion in 2026 and $66.143 billion in 2027, a forecast increase of 56.5%. The projection signals strong expected investment in cloud capacity suited to AI workloads, but it does not establish which providers, regions or configurations will lead.

Worldwide server market

IDC’s server-market page, updated July 28, 2026, forecasts worldwide server spending of $646.998 billion in 2026 and $930.562 billion in 2027. IDC identifies AI infrastructure investment as a key demand driver. It also describes near-term supply constraints: memory (DRAM) and NAND availability are limiting shipment volumes, with elevated component prices expected in its baseline through at least the first half of 2027.

Spending growth is not the same as growth in the number of servers delivered. IDC reported 30.7% year-over-year growth in worldwide server spending in Q1 2026, alongside unit growth of 3.3%. Higher-value AI systems and more expensive components can raise market spending even when unit growth is much lower.

Why are power and site capacity becoming strategic constraints?

Gartner’s June 2026 forecast estimates worldwide data-center electricity consumption at 565 TWh in 2026, up from 447 TWh in 2025, and 702 TWh in 2027. Its 2027 model allocates 258 TWh to AI-optimized servers, 200 TWh to conventional servers, and 243 TWh to cooling and other infrastructure. The components may not sum exactly to the total because of rounding. Gartner projects AI-optimized server consumption to exceed conventional server consumption in 2027.

The IEA’s 2026 Energy and AI analysis uses a different forecast approach: it estimates data-center electricity consumption at 485 TWh in 2025 and projects 950 TWh in 2030, roughly 3% of global electricity demand. These Gartner and IEA figures should be read as separate outlooks, not joined into one time series. The IEA identifies energy supply chains, advanced chip manufacturing, planning and regulation, and project financing as potential bottlenecks to expansion.

Power density also matters at the rack level. The IEA says an advanced data-center rack could have peak power demand equivalent to that of 65 households by 2027. It reports that AI-server power density increased 11 times from 2020 to 2025 and could rise a further fourfold by 2027. These statements concern advanced racks and AI servers; they do not describe every facility.

  • REGIONAL COMPATIBILITY: Made for use in U.S. & CA only

AI workloads can also produce large, rapid changes in electricity demand. The IEA says storage can help support reliable supply and estimates that 20–25 GW of battery storage could be installed in data centers worldwide by 2030, conditional on suitable incentives. Its analysis also says reliable onsite gas generation for variable data-center loads can require infrastructure 30% to 70% above critical and variable load. Gas is not an automatic shortcut to faster capacity: the IEA notes constraints in gas-turbine supply.

What do storage and networking need to do?

Accelerators deliver little value if data cannot reach them quickly enough. Gartner analyst Hardeep Singh said in October 2025 that organizations expanding AI use would need specialized compute—including GPUs, TPUs or other AI ASICs—alongside high-speed networking and optimized storage for fast parallel processing and data movement.

That makes storage and networking architectural requirements, not afterthoughts. For a specific workload, assess whether the design can provide the needed bandwidth, latency, parallel data access and capacity to keep accelerators supplied. The public forecasts covered here do not establish comparable standalone 2027 market estimates for storage or networking, nor do they support declaring a winning protocol, fabric or storage medium.

How should cloud buyers plan for 2027?

Use the forecasts as signals to test assumptions, not as a reason to buy a particular configuration in advance. A practical assessment should connect the workload to the capacity and operating constraints around it:

  • Separate training from inference: Estimate which workloads are occasional and which must serve production traffic continuously; the balance affects how much specialized capacity is useful.
  • Compare the compute mix: Determine whether the workload needs accelerators, CPUs or both, and how memory availability affects the configuration and delivery schedule.
  • Test data movement: Evaluate storage access and network bandwidth and latency against the workload’s parallelism and data volume.
  • Check power and location: Confirm that the specific region and facility can support the required capacity; global forecasts do not establish local availability.
  • Model full-period cost: Compare workload performance and total cost over the deployment period rather than relying on market growth figures as a proxy for value.

Gartner’s figures are commercial market forecasts and IDC’s server outlook includes a stated supply-constrained baseline; both may change. The IEA’s energy outlook addresses a different scope and set of assumptions. None of these global projections supplies provider-specific pricing, regional capacity or a guarantee of delivery.
