Cloud data center sustainability: renewable energy, efficiency, and carbon accounting compared

There is no single “greenest” cloud. A defensible comparison combines facility efficiency, the carbon intensity and timing of electricity, and emissions from construction, hardware and shared services. AWS reports a 2024 global PUE of 1.15, Google reports a 2025 fleet-wide average of 1.09, and Microsoft publishes efficiency, water and procurement data without stating one comparable fleet-wide PUE in the cited material. Those figures matter, but they do not by themselves tell you whether a workload is carbon-free.

Renewable-energy claims also need context. Google’s 100% annual global matching since 2017 and Amazon’s 100% matching claim for electricity consumed in 2024 are annual, market-based statements; they do not mean every workload runs on new renewable generation every hour. Microsoft’s objective is to match all electricity consumption with zero-carbon energy purchases by 2030. To compare providers or calculate your own footprint, document the region, hour, grid factor, renewable instrument, allocation method and Scope 1, 2 and 3 boundary.

What cloud sustainability actually measures

A cloud region’s environmental performance has three distinct dimensions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Efficiency: how much extra facility energy is required to deliver each unit of IT energy.
  • Electricity carbon: the emissions associated with the power serving the facility, including when and where that power is generated.
  • Lifecycle accounting: emissions from building the data center, manufacturing and transporting equipment, operating shared software and retiring assets.

These dimensions can move in opposite directions. A highly efficient site on a carbon-intensive grid may emit more than a less efficient site supplied by low-carbon electricity. A provider can lower emissions per compute unit while total emissions rise because demand, especially for artificial intelligence, is growing faster than efficiency gains.

PUE: useful efficiency signal, incomplete sustainability score

How PUE is calculated

Power Usage Effectiveness is defined as PUE = total data-center facility energy ÷ IT-equipment energy. A PUE of 1.0 would mean no energy beyond servers, storage and networking; real facilities need cooling, power conversion, lighting, pumps and other support systems. Lower PUE means less overhead for the same IT load.

PUE is a facility metric, not a workload-carbon metric. It does not describe the grid’s emissions, water consumption, embodied carbon in buildings or servers, or whether equipment is well utilized. Providers may also report different populations of facilities, so apparently precise numbers are not automatically like-for-like.

Published PUE figures

Provider Period and population Reported PUE Important qualification
AWS 2024, global AWS 1.15 Amazon’s disclosure compares this with a cited industry average of 1.25.
Google 2025, fleet-wide average 1.09 Google says its sites used 83% less overhead energy than the industry average; the same page cites a 1.54 global average from the Uptime Institute’s 2025 survey.
Microsoft FY24, facilities fully owned and controlled Not stated Microsoft publishes efficiency information for this defined estate rather than one comparable fleet-wide number in the cited material.

The different comparison baselines explain why a percentage such as “less overhead than average” should not be treated as a universal ranking. Ask which buildings are included, how the average was calculated and whether the number is annual, fleet-wide or limited to a subset.

What to pair with PUE

  • Utilization: idle or lightly loaded servers spread facility overhead over fewer useful computations.
  • Grid carbon: multiply energy by a location-specific, time-specific emissions factor rather than assuming all kilowatt-hours are equivalent.
  • Water: cooling systems can shift impacts from electricity to water, particularly during hot periods or in water-stressed regions.
  • Embodied emissions: concrete, steel, batteries, servers and networking equipment create emissions before a workload runs.
  • Renewable timing: annual certificates can mask fossil generation during the hours your application operates.

Renewable matching does not automatically mean carbon-free workloads

What the major claims say

Provider Published claim Time and geography stated What remains to verify
Google 100% of annual global electricity consumption matched with renewable energy since 2017. Annual; global. Hourly and regional matching, and whether procurement added new capacity, are separate questions.
Amazon/AWS 100% of electricity consumed matched with renewable sources in 2024. Year 2024; the cited statement is an aggregate electricity claim. Confirm the workload region, hourly coverage, certificate treatment and additionality.
Microsoft Azure Target to match 100% of electricity consumption with zero-carbon energy purchases by 2030. Target year 2030; Microsoft’s 2025 report describes 34 GW of contracted new renewable energy across 24 countries. A target and contracted capacity are not the same as delivered, hourly carbon-free electricity for your application.

Four questions to ask about any renewable claim

  1. Annual or hourly? Annual matching allows clean generation in one hour to offset fossil-powered consumption in another. Hourly, or 24/7, matching tests whether demand is covered by carbon-free power in each interval.
  2. Local or global? A project in another grid may not reduce emissions where your workload runs. Request the region and the rules used to match generation to load.
  3. Market-based or location-based? Market-based Scope 2 accounting uses contractual instruments such as energy attribute certificates. Location-based accounting uses the average emissions of the grid physically serving the facility. Both can be reported, but they answer different questions.
  4. Is there additionality? New projects, long-term contracts or direct investment may add clean capacity. Buying certificates from existing generation may document an accounting claim without changing the amount of clean power on the grid.

UNCTAD notes that Scope 2 methods can allocate generator emissions to end users in different ways. Therefore, “renewable-powered” is incomplete unless the provider identifies the accounting method and boundary.

Carbon accounting boundaries: what belongs in your number?

Scope 1, 2 and 3 in a cloud context

  • Scope 1 covers direct emissions controlled by the operator, such as fuel burned in backup generators or refrigerant releases.
  • Scope 2 covers purchased electricity, steam, heating or cooling. Report both location-based and market-based results when possible.
  • Scope 3 covers value-chain emissions, including construction materials, manufacturing and transport of servers, employee activity and end-of-life treatment.

A customer’s footprint may include only allocated electricity, while a provider’s corporate inventory may include supply-chain and non-data-center activities. Amazon’s parent-company disclosures, for example, aggregate activities beyond AWS. Never compare a customer dashboard number with a corporate total without checking the boundary.

Allocating shared infrastructure

Cloud customers do not own the building or see every physical component. A 2024 carbon-accounting methodology proposes allocating shared data-center energy and emissions to users, including energy consumed by shared internal software services. A credible allocation should publish:

  • the unit of activity (virtual CPU time, GPU hours, storage capacity, requests or another measure);
  • server and facility utilization assumptions;
  • the share assigned to cooling, power conversion and shared software;
  • regional grid factors and whether they are hourly or annual;
  • renewable contracts or certificates applied to the result;
  • embodied emissions for buildings and hardware, including expected service life; and
  • uncertainty ranges and any excluded sources.

Without these details, two dashboards can report different footprints for identical workloads while both appear internally consistent.

How to calculate a cloud workload’s carbon footprint

  1. Define the workload boundary. List compute, accelerators, memory, storage, databases, networking, managed control planes and observability services. State whether development, backups and idle capacity are included.
  2. Collect activity data. Record runtime, instance or container type, vCPU and GPU utilization, stored terabytes, data transferred and request volume for the same reporting period.
  3. Estimate IT energy. Use provider energy data or a documented model for each service. Do not assume a virtual machine consumes the same power at 10% and 90% utilization.
  4. Add facility overhead. Apply the region or facility PUE to IT energy. If the provider supplies a service-specific factor, document why it is preferable to a fleet average.
  5. Apply electricity factors. Calculate location-based emissions with the grid factor for the workload’s region and period. Calculate market-based emissions separately using contractual renewable instruments and their eligibility rules.
  6. Allocate shared services. Include common networking, storage systems, orchestration, security and software services using the provider’s published allocation key or a clearly labeled proxy.
  7. Add embodied emissions. Include an allocated share of data-center construction and hardware manufacture, transport and disposal. State the assumed equipment lifetime and utilization.
  8. Report Scope 1, 2 and 3 separately. Publish the formulas, factors, geography, time resolution, renewable treatment and uncertainty rather than one unexplained total.

A transparent calculation can be represented as:

operational emissions = IT energy × PUE × grid emissions factor

Then add allocated shared-service and embodied emissions, while presenting location-based and market-based Scope 2 results as separate columns. This prevents a renewable certificate from silently removing construction or hardware emissions.

Water, construction and hardware can change the answer

Electricity efficiency is only one environmental trade-off. Cooling may use evaporative water, chilled-water loops, air cooling or combinations that vary by climate and season. Ask for water-use metrics for the actual region, not a corporate average, and check whether the provider reports withdrawals, consumption or both.

Embodied carbon can be material when servers are replaced quickly or when a new campus requires large quantities of concrete and steel. Microsoft describes lower-carbon construction materials among its initiatives. AWS guidance likewise identifies data-center construction and the manufacture and transport of IT hardware as workload-relevant factors. A workload that runs on very clean electricity can still carry an embodied footprint from the equipment that enables it.

Why improving intensity can coexist with rising emissions

Google reported a 13% increase in total greenhouse-gas emissions in 2023, primarily from higher data-center energy use and supply-chain emissions. Its 2025 report then described a 27% increase in data-center electricity demand during 2024 while data-center energy emissions fell 12%. The pattern is a rebound effect: cleaner electricity and better efficiency reduce emissions per unit, but rapid growth in total computation can outweigh those gains.

For AI workloads, track absolute megawatt-hours and tonnes of carbon as well as emissions per training run, inference request or completed job. Otherwise, an improving intensity metric may conceal a larger climate burden.

A practical procurement and architecture checklist

  • Choose a region with low location-based grid emissions and adequate water availability.
  • Ask whether renewable coverage is annual or hourly, local or global, and which instruments are used.
  • Request both location-based and market-based Scope 2 figures.
  • Require an allocation method for shared infrastructure and software services.
  • Check whether construction, hardware manufacture, transport and end-of-life are included.
  • Measure utilization, then schedule flexible jobs for cleaner hours where the platform permits.
  • Set an absolute-emissions budget alongside an efficiency target.
  • Recalculate when instance generations, regions, grid factors or procurement contracts change.

Common mistakes and how to correct them

Treating the lowest PUE as the winner

Correction: combine PUE with grid carbon, water, utilization and lifecycle emissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calling annual matching “carbon-free electricity”

Correction: label the claim annual and market-based unless hourly, regional coverage is demonstrated.

Comparing incompatible boundaries

Correction: align Scope 1, 2 and 3 definitions, facility populations, time periods and allocation keys before comparing totals.

Ignoring shared services and embodied carbon

Correction: include control planes, networking, construction and hardware, or state them explicitly as exclusions.

Reporting only emissions intensity during rapid growth

Correction: publish absolute energy and emissions together with per-workload metrics.

Bottom line for cloud buyers

Use PUE to understand facility overhead, renewable disclosures to understand electricity procurement, and lifecycle accounting to understand the complete footprint. AWS has a strong public workload-impact framework and a 2024 global PUE of 1.15; Google leads the cited PUE figures and discloses both matching and emissions trends; Microsoft combines water, efficiency, procurement and lower-carbon construction reporting while pursuing a 2030 zero-carbon purchasing target. None of those facts alone proves that your workload is carbon-free. The most sustainable choice is the provider-region and architecture whose hourly electricity, utilization, water profile and lifecycle allocation fit your stated boundary and emissions budget.
