For the average small or medium-sized organization, public cloud usually has the lowest modeled carbon emissions, colocation is generally next, and non-virtualized local servers are highest. That ranking comes from an NRDC/WSP comparison of five operating models, but it is not a universal law. Utilization, data-center efficiency, electricity carbon intensity, water, hardware manufacturing and equipment life can reverse the order. A heavily used local installation on low-carbon electricity may beat an underused cloud service in a carbon-intensive region.
The short answer—and why it is conditional
Cloud hosting often performs best because a multi-tenant provider can share servers among many customers, keep equipment busier and run a facility designed for efficient cooling and power distribution. A small organization’s own server room commonly has low average utilization while still consuming energy for power conversion, cooling and networking.

Colocation removes much of the building and cooling overhead that a small server room would carry alone. However, renting rack space does not automatically make the customer’s hardware efficient: dedicated servers can remain idle, and the facility may use electricity with a high carbon intensity.

Local servers can be the lowest-impact choice when they are already well utilized, have a long refresh cycle, use efficient cooling and run on low-carbon electricity. They can also be necessary for latency, data sovereignty, offline operation or specialized hardware. The correct question is therefore not “Which label is greenest?” but “Which option delivers this workload with the fewest life-cycle impacts under the same accounting boundary?”

What the comparative study actually found
NRDC and WSP Environment & Energy modeled five scenarios: non-virtualized on-premise servers, colocation, on-premise virtualization, private cloud and public cloud. The model varied server utilization, facility power usage effectiveness (PUE), electricity emissions factors and hardware efficiency. It found that application type mattered less than those operating variables.
In the modeled small- and medium-organization cases, non-virtualized on-premise computing produced the most carbon emissions per user on average. Colocation was generally close behind when utilization and electricity sources were similar. Public cloud usually performed best because shared capacity raised utilization and efficient facilities reduced overhead.
The study’s public-cloud scenarios used PUE values from about 2.0 to 1.1 and server utilization from about 7% to 70%. Those are modeled 2012 ranges, not a current specification for any provider. NRDC summarized one modeled comparison by saying that cloud data centers using efficiency best practices and renewable energy or efficient natural-gas power plants could have carbon footprints “by as much as 97%” lower than typical small- and medium-sized organization server rooms. The figure is a 2012 upper-bound comparison, not a promise for a present-day workload.
Because the study is old, use its ranking as a way to identify the important variables, not as a current scorecard. Provider regions, hardware, cooling systems, grid mixes and accounting practices have changed. Obtain current, workload-specific data before moving production systems.
How utilization changes the result
Shared capacity in public cloud
Cloud providers can place many customers on a common pool of compute capacity. One customer’s idle period can overlap another customer’s demand, allowing the physical server to do more useful work over its life. Autoscaling can add capacity for peaks and release it afterward, although poorly configured resources can run continuously and erase that advantage.
Dedicated equipment in local rooms and colocation
A dedicated server that averages 7% processor use still draws power, occupies floor space and carries the manufacturing impact of its full hardware. Memory, storage and accelerators also matter: a CPU may look lightly loaded while an oversized memory or GPU configuration remains powered. Virtualization and consolidation can place several services on fewer hosts, but only if workloads, licensing and resilience requirements allow it.

Measure more than average CPU
- Record average and peak CPU, memory, storage, network and accelerator utilization.
- Capture idle draw and the number of powered hosts, including standby capacity for failover.
- Separate normal demand from short-lived peaks and batch jobs.
- Include backups, replicas, test environments and disaster-recovery systems.
- Check whether autoscaling actually shuts down or suspends unused resources.
Facility efficiency: PUE is useful but incomplete
Power Usage Effectiveness is the ratio of total facility energy to energy delivered to information-technology equipment. A PUE of 1.5 means that 1.5 units of facility energy are used for each unit reaching servers, storage and networking. The additional 0.5 covers cooling, power distribution, lighting and related systems.

Small server rooms often have a high overhead because cooling and power systems are sized for occasional peaks. A colocation site can spread that overhead across more racks and use containment, economizers or higher-efficiency chillers. Public-cloud facilities may achieve still lower overhead through newer designs and scale, but the actual PUE depends on site, season and measurement boundary.
PUE does not tell you how busy the servers are or how carbon-intensive the electricity is. A facility with excellent PUE can still emit more for a workload if its servers are idle or its grid is fossil-heavy. Ask for annual and, where available, seasonal PUE for the specific region rather than a company-wide headline number.
The European Commission’s 2026 reporting cites an average PUE of 1.64 for smaller 500–1000 kW data centers. That is EU reporting context, not a universal benchmark; larger facilities often report lower PUE because of newer designs and economies of scale.
Electricity carbon can reverse the ranking
Operational emissions equal electricity consumption multiplied by an emissions factor. The same server and workload can therefore have very different results in two locations. Compare the grid’s location-based intensity with any market-based claim for purchased renewable electricity, and record the period covered.
Renewable-energy certificates or contracts may reduce a reported market-based figure without changing the physical electricity serving the data center. A fair comparison states whether emissions are location-based, market-based or a combination, and whether the accounting includes transmission losses and backup generation.

Ask each option for the region where the workload will run, not just a global renewable percentage. Cloud workloads can move between regions; that flexibility may lower emissions if scheduling follows cleaner hours or grids, but cross-region replication adds network and storage energy.
Water, waste and embodied carbon
Electricity is only one part of environmental impact. Data centers may consume water for evaporative cooling, discharge wastewater and compete with local users during scarcity. Construction materials, refrigerants, batteries and generators create impacts before the first workload runs.
Water Usage Effectiveness (WUE) expresses water consumption relative to IT energy. Carbon Usage Effectiveness (CUE) relates total data-center carbon emissions to IT energy. Energy Reuse Factor records useful heat exported to another application. These indicators complement PUE rather than replace it.

Include local grid constraints, noise, heat discharge and opportunities for heat reuse when they are material to the site.
Hardware life can dominate a comparison for equipment-intensive workloads. Manufacturing a server, storage array or accelerator creates embodied emissions; replacing it early repeats that burden. Ask about refresh intervals, refurbishment, component reuse and end-of-life recovery. Cloud providers may achieve high utilization but still refresh hardware frequently, while an old local server may be inefficient yet avoid a near-term purchase. A complete calculation accounts for both operating and embodied carbon over the same time period.
What to request from a cloud or colocation provider
- Region-specific annual electricity use or customer-attributable energy, with the allocation method.
- PUE and, where available, WUE, CUE, Energy Reuse Factor and Renewable Energy Factor.
- Whether figures include servers, storage, networking, backups, cooling and power losses.
- Location-based and market-based emissions, the grid factors used and the reporting year.
- Water source, consumption, discharge and local water-stress information.
- Hardware manufacturing assumptions, average service life, refurbishment and recycling practices.
- Verification or assurance of environmental figures and the boundary of renewable-energy instruments.
- Expected utilization or energy per workload unit, not only facility averages.
The UK government’s 2024–2025 ICT accounting guidance illustrates an important asymmetry: on-premise CO2e is calculated from measured server electricity and an electricity factor, while private- and public-cloud CO2e data is supplied by providers. Require the provider’s boundary, allocation method and verification before comparing its number with your meter readings.

A practical comparison method
1. Define the functional unit
Choose a unit that represents the service your users receive, such as kilograms of CO2e per workload-hour, transaction, active user-month or terabyte-month. Use the same service level, availability, retention and backup requirements for every option.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →2. Establish the local baseline
Measure server, storage and network electricity at the rack or circuit where possible. Add cooling, UPS losses, lighting and other room loads. Record utilization, capacity reserved for failover, hardware age, replacement plans and the electricity factor for the site.
3. Model colocation
Replace the room overhead with the facility’s measured or contracted PUE, then add the electricity and embodied impacts of your own equipment. Include cross-connects, remote hands, backup power and any minimum rack power commitment. Do not assume a higher PUE automatically means lower emissions if the colocation grid is dirtier than your local grid.
4. Model cloud alternatives
Use actual instance, storage, database, network and backup requirements. Include always-on development environments, replicated data, egress and monitoring. Obtain region-specific energy or emissions data and document whether it is allocated per customer, per service or by an average.
5. Run sensitivity cases
Test low, expected and high utilization; different regions; a longer or shorter hardware life; and location-based versus market-based electricity. The result should show which assumption changes the ranking, rather than presenting one false-precision number.
6. Recheck after migration
Track workload output, resource utilization, electricity or provider emissions, water indicators and hardware changes. A migration that looks efficient on paper can regress when teams leave oversized instances running or duplicate data across regions.
Best Value
When each option is most defensible
Public cloud
- Variable or lightly utilized workloads can benefit from shared infrastructure and autoscaling.
- The selected region documents efficient facilities and a comparatively low-carbon electricity supply.
- You can control resource sprawl, storage growth, replicas and network transfer.
- The provider supplies comparable, verified data for the services you use.
Cloud is not automatically efficient. Oversized virtual machines, idle databases, unnecessary multi-region copies and high data-transfer volumes can increase both energy use and cost.
Colocation
- You need dedicated hardware, special accelerators or control over the operating stack.
- Your organization lacks an efficient server room but can consolidate equipment into a facility with better cooling and power overhead.
- The site’s PUE, electricity profile, water impacts and hardware-handling practices are demonstrably better than the local alternative.
Colocation leaves utilization largely in your hands. A rack full of underused servers can remain environmentally poor even in an efficient building.
Local servers
- Latency, sovereignty, offline operation or specialized hardware rules out remote hosting.
- Existing equipment is highly utilized, has a credible remaining life and runs on low-carbon electricity.
- You can measure cooling and power overhead, maintain equipment efficiently and recover or reuse hardware at retirement.
Include the whole room in the accounting. Measuring only server nameplate power hides cooling, UPS and lighting loads.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCommon comparison mistakes
- Using a provider-wide average: A global renewable percentage or PUE may not describe your region or service.
- Comparing unlike boundaries: One figure may include networking and backups while another covers servers only.
- Ignoring idle capacity: Reserved failover hosts and development systems consume energy even when users do not notice them.
- Treating certificates as physical supply: State whether renewable claims are market-based and what instruments they cover.
- Counting only operational electricity: Add manufacturing, construction, refrigerants, water and end-of-life effects.
- Trusting a 2012 percentage as current: The NRDC/WSP result identifies drivers; it does not measure today’s providers.
- Optimizing PUE alone: A low-overhead facility can still use carbon-intensive power or operate inefficient hardware.
A decision checklist for a real workload
- Describe the workload, service-level target, data-retention period and peak pattern.
- Measure current utilization and all facility loads for at least a representative operating period.
- Obtain region-specific cloud and colocation metrics with boundaries, dates and verification.
- Calculate a common functional unit for local, colocation and cloud scenarios.
- Test electricity, utilization, hardware-life and water assumptions in sensitivity cases.
- Check non-carbon constraints: latency, sovereignty, offline capability, resilience and specialized hardware.
- Select the option that meets those constraints with the lowest measured life-cycle impact, then monitor it continuously.
Bottom line
Investigate public cloud first when your workloads are variable or lightly utilized and the provider can demonstrate efficient facilities and lower-carbon electricity. Choose colocation when you need dedicated equipment but cannot operate an efficient room yourself. Keep or build local servers when high utilization, low-carbon power, latency, sovereignty or offline requirements outweigh the advantages of shared infrastructure.
There is no universal break-even threshold in the available evidence. Declare a winner only after matching workload output, accounting boundaries, time periods, electricity factors, water information and hardware-life assumptions.
