Neither product name alone settles whether a government deployment is authorized for a particular workload. Anthropic identifies Claude for Government (C4G) as a FedRAMP High-authorized SaaS offering. Microsoft lists Azure OpenAI in Azure public cloud’s FedRAMP High and DoD IL2 audit scope. Those are different service boundaries, and neither statement proves that every model, feature, region, or deployment configuration is covered. Choose only after confirming the precise service, cloud, region, data category, and authorization package for the proposed system.
What the authorization applies to
FedRAMP assesses and authorizes a cloud service offering—such as SaaS, PaaS, or IaaS—within a defined boundary. It does not grant a standalone authorization to a model merely because that model is available through an authorized service. Anthropic says C4G is the authorized SaaS offering and describes its models as components, not independently authorized cloud service offerings. Microsoft’s service-scope listing similarly applies to Azure OpenAI as listed in Azure public cloud; it is not blanket evidence for every model, feature, preview, region, or other Azure cloud.

A provider authorization can support an agency’s authorization work, but it does not authorize the agency’s complete system. The relevant question is whether the exact configuration is within the assessed boundary and fits the agency’s requirements.

| Question | Claude for Government | Azure OpenAI and Azure Government |
|---|---|---|
| What service scope is identified? | Anthropic describes C4G as a FedRAMP High-authorized SaaS offering implementing the NIST SP 800-53 High baseline. | Microsoft lists Azure OpenAI in Azure public cloud’s FedRAMP High and DoD IL2 audit scope. Microsoft’s FedRAMP documentation says Azure public and Azure Government have FedRAMP High JAB P-ATOs for in-scope services. |
| Does that establish coverage for every model or configuration? | No. The model is not itself the authorization object; check the current C4G boundary, model and feature availability, and security package. | No. Confirm the requested model/version, feature, cloud, region, and deployment pattern against current service-scope material. |
| What additional government-cloud assurances are described? | The available C4G summary does not establish its precise hosting regions or detailed boundary. | Azure Government is described as physically isolated, with contractual U.S. data-storage commitments and limits on potential access to systems processing customer data to screened U.S. persons. These are environment-level assurances, not proof that every Azure service is in scope. |
| What DoD impact-level coverage is established for the AI service? | The available summary establishes FedRAMP High, but does not substantiate a DoD IL authorization for C4G. | The Azure public-cloud listing identifies Azure OpenAI at DoD IL2. Azure Government’s broader region authorizations do not establish Azure OpenAI availability at IL4, IL5, or IL6. |
| Who authorizes the agency system? | The agency must assess the full system and controls outside the C4G boundary. | The agency must obtain its own ATO and assess components outside covered services; Azure Policy’s compliance view is only partial evidence. |
Microsoft’s Azure OpenAI audit-scope table was marked updated February 2026. Check the live service-scope material and applicable security package before relying on it for a procurement or authorization decision.

Claude for Government: what the public scope does and does not establish
Established service posture
Anthropic describes C4G as designed for U.S. federal agencies and regulated environments, with a FedRAMP High authorization and NIST SP 800-53 High-baseline controls. Anthropic also says it offers core Claude for Enterprise capabilities with additional security measures. These claims describe the C4G service offering, not a separate authorization for each Claude model.
Details to confirm for the named workload
The available summary does not establish C4G’s precise hosting regions, current model and feature matrix, retention and training terms, or the exact contents of its authorization boundary and security package. Do not substitute consumer Claude terms for C4G terms. Ask Anthropic for the current package and contract applicable to the intended agency, data, and deployment.
Rank #2
Anthropic names partner environments such as AWS GovCloud and Google Cloud with Assured Workloads as other ways to access Claude models under a partner cloud’s authorization. That does not mean a partner-hosted configuration inherits C4G’s authorization: identify the actual service boundary and authorization supporting that deployment.

Azure public cloud
Microsoft lists Azure OpenAI in Azure public cloud’s service audit-scope table for FedRAMP High and DoD IL2. Treat that as a service-scope statement, not proof that a specific model, preview feature, geography, or configuration is covered. Verify the exact item against the current table and security package.
Rank #3
Azure Government regions and impact levels
Microsoft’s compliance material distinguishes the US Gov Arizona, Texas, and Virginia regions from the exclusive-use US DoD Central and East regions, and from Azure Government Secret:
| Environment | Authorization scope described by Microsoft | What that means for Azure OpenAI |
|---|---|---|
| Azure Government US Gov regions: Arizona, Texas, Virginia | FedRAMP High and DoD IL4/IL5 authorizations are listed for these regions. Some IL5 deployments require additional compute and storage isolation configuration. | The environment’s authorization does not prove Azure OpenAI is available or covered at IL4 or IL5. Confirm the service, configuration, and required isolation in current service-by-region and audit-scope material. |
| Azure Government US DoD regions: Central and East | Exclusive-use DoD regions with a narrower set of IL5-authorized services. | Do not infer that Azure OpenAI is among the services authorized there; verify its specific listing. |
| Azure Government Secret | A separate IL6 environment. | The general environment authorization does not establish Azure OpenAI availability or authorization at IL6. |
Azure Government is physically isolated and has contractual U.S. data-storage commitments and screened-U.S.-person access limits for systems processing customer data. These assurances may matter where location and access restrictions are procurement requirements, but they do not replace service-specific scope verification.

How to assess a proposed deployment
- Name the exact service boundary. Record whether the proposal is C4G, Azure OpenAI in Azure public cloud, or a deployment in a specific Azure Government environment. If a partner cloud is involved, identify that service and its authorization separately.
- Match the workload to the authorization. Specify data categories, required impact level, agency and mission requirements, and any residency or personnel-access restrictions. Do not treat a cloud-wide authorization as proof that the AI service meets them.
- Verify the exact configuration. For Azure OpenAI, check model/version, features, preview status, region, network and data configuration, and any required isolation against current service-by-region and audit-scope information. For C4G, request current boundary, region, model/feature, retention, and training terms from Anthropic.
- Review the security package and contract. Confirm which controls are inherited from the provider, which are shared, and which the agency must implement. Resolve gaps with the vendor and the agency’s authorizing officials before deployment.
- Authorize the complete system. Include identity, integrations, logging, data governance, endpoints, and other components in the agency’s system boundary and ATO process—not just the model endpoint.
Provider authorization does not replace agency responsibility
Microsoft says its FedRAMP P-ATO can serve as a basis for an agency authorization process, but the agency still needs its own ATO and must address components outside the provider’s assessed service boundary. Microsoft’s Azure Policy regulatory-compliance initiatives map controls to Microsoft, customer, or shared responsibility, but Microsoft explicitly describes the policy view as partial evidence of overall compliance. Use control mappings as an aid, not as a substitute for the security package, system assessment, or agency decision.

What this comparison cannot decide
The documented authorization scope does not establish a winner on performance, price, model capability, or operational feature parity. Nor does the available C4G summary settle its detailed data-handling terms. Those questions require current product and contract documentation and, for capability or performance, an evaluation using equivalent approved configurations. Do not choose on assumed parity or a FedRAMP label alone.
