Citrix published fixes for critical NetScaler vulnerability CVE-2026-19490 on August 19, 2026. SecurityWeek, citing Previdian, reported exploitation attempts ongoing since at least September 3—a 15-day gap between the bulletin and the reported first observation. That date does not establish when all attackers began testing, whether attempts succeeded, or how many appliances were compromised. CISA added the vulnerability to its Known Exploited Vulnerabilities catalog on September 9, a separate milestone.
What is CVE-2026-19490?
Citrix describes CVE-2026-19490 as an “Authentication bypass using an alternate path” (CWE-288). Its CVSS v4.0 base score is 9.3, Critical. The issue is remotely reachable over a network; its CVSS vector specifies no privileges and no user interaction. Exposure still depends on the appliance’s software branch, build, edition, and relevant Gateway or AAA configuration.

Citrix’s August 19, 2026 bulletin reported no exploitation status in the information summarized by Rapid7 at that time. SecurityWeek later reported, citing Previdian, attempts ongoing since at least September 3. The Canadian Centre for Cyber Security says CISA added CVE-2026-19490 to the KEV catalog on September 9. These are reported milestones, not evidence of a confirmed victim count, successful compromise rate, total attack volume, or attribution.

|---|---|---|
| NetScaler ADC and NetScaler Gateway 14.1 | Before 14.1-73.32 | 14.1-73.32 and later |
| NetScaler ADC and NetScaler Gateway 13.1 | Before 13.1-63.21 | 13.1-63.21 and later |
| NetScaler ADC FIPS 14.1 | Before 14.1-73.32 FIPS | 14.1-73.32 FIPS and later |

A build in the affected range is not, by itself, enough to determine exposure. Citrix’s configuration conditions vary by branch and edition; in particular, do not assume that every affected version requires a SAML action.
- For 14.1-43.56 or later, Citrix says the issue applies only if a SAML action is configured and the appliance is a Gateway (SSL VPN, ICA Proxy, CVPN, or RDP Proxy) or an AAA virtual server.
- For 14.1-43.55 or earlier, the Gateway or AAA virtual-server condition applies without the SAML-action condition.
- Citrix gives separate thresholds and configuration statements for 14.1 FIPS, 13.1, and 13.1 FIPS. Check the bulletin’s complete version-specific table against the exact appliance before deciding whether it is exposed.
The bulletin covers customer-managed appliances. Citrix-managed cloud services and Citrix-managed Adaptive Authentication receive the necessary updates from Cloud Software Group. Secure Private Access Hybrid deployments that use NetScaler instances are affected; those instances need upgrading.

How can you check whether an appliance is exposed?
Inventory each appliance’s product edition and exact build, then check whether its configuration meets the applicable Gateway, AAA, and—where required—SAML conditions. Citrix identifies these configuration entries to inspect:

Which build fixes CVE-2026-19490, and what should administrators do?
Upgrade each affected appliance to the fixed build for its product and branch shown above, or to a later build in that branch. Citrix/Cloud Software Group urges affected customers to install the relevant updated versions as soon as possible. The Canadian Centre for Cyber Security recommends emergency prioritization for affected systems.
- Record each appliance’s product edition, software branch, and current build.
- Identify Gateway and AAA virtual servers and review SAML configuration where the branch-specific criteria require it.
- Use Citrix’s current bulletin to confirm exposure conditions and select the correct fixed build for each edition.
- Upgrade affected instances, including NetScaler instances in Secure Private Access Hybrid deployments.
- After patching, verify that each appliance is running the intended updated version.
- Review authentication logs and network activity for suspicious behavior, and follow Citrix incident-response guidance if compromise is suspected.
What if an appliance may already be compromised?
Applying the fixed build addresses the vulnerable software, but it does not establish whether an earlier intrusion occurred or resolve signs of compromise on its own. Preserve and review relevant authentication logs and network activity, and follow Citrix’s incident-response guidance, as recommended by the Canadian Centre for Cyber Security. Investigate suspected activity as an incident rather than treating a successful upgrade as proof that the system is clean.
