In U.S. federal immigration law, citizenship revocation usually means denaturalization—a legal action to revoke citizenship obtained through naturalization. Deportation, more commonly called removal in current proceedings, concerns whether a noncitizen may remain in the United States. They involve different people, grounds, and decision-makers; removal proceedings are not a way for an immigration judge to revoke citizenship.

What denaturalization means
Denaturalization is the legal process for seeking revocation of citizenship granted through naturalization. The Department of Justice identifies grounds that include illegally procuring naturalization, or procuring it by concealing a material fact or willfully misrepresenting one. The statute provides for an action in federal district court. DOJ’s Justice Manual guidance describes the department’s approach; its page reports an October 2024 update and an April 2025 notice that the guidance was being revised. The statutory framework appears in 8 U.S.C. § 1451.

This denaturalization process concerns naturalized citizenship. It should not be treated as the same process for people who acquired citizenship at birth. The cited denaturalization authorities address naturalization, not a general power to deport any U.S. citizen.

What deportation or removal means
“Deportation” remains the familiar term, while removal is the usual term for current U.S. proceedings. A removal case concerns a noncitizen’s right to stay and any relief or protection that may apply. It follows immigration grounds and procedures distinct from the grounds and court action involved in denaturalization. The EOIR policy manual explains immigration judges’ jurisdiction, including that they do not have jurisdiction to revoke naturalization.

A passport or citizenship document is not citizenship itself
Not every government action involving a citizenship document is denaturalization. The Department of State may revoke a passport or cancel a Consular Report of Birth Abroad (CRBA) in specified cases involving illegal, fraudulent, or erroneous issuance. The label on a notice matters: a federal district-court denaturalization action and an immigration-court removal case are different proceedings. Their consequences and available responses depend on the individual facts, so the general distinction here cannot predict an outcome or the order in which separate proceedings might occur.
