Start by enabling ChromeDriver’s verbose log and capturing Chrome’s own errors, then launch the exact browser binary with the exact arguments outside your test runner. That quickly separates a Chrome startup problem from one caused by the profile, account, CI worker, container, or managed environment.
What the error means
ChromeDriver starts Chrome and waits for the browser’s DevTools connection to become available. In the port-file launch path, ChromeDriver reads DevToolsActivePort from the browser’s user-data directory. If that file is missing, the startup handshake has not completed. Chrome may have crashed, failed to start, or been prevented from becoming ready; the message alone cannot tell which. See the ChromeDriver launcher implementation.

You may also see the broader message Chrome failed to start: crashed. Treat both as symptoms to investigate, not as proof that a particular flag or dependency is missing.
Diagnose the failure in order
- Confirm which Chrome and ChromeDriver are actually running. Record the browser executable path and both versions from your ChromeDriver log. Selenium’s Chrome documentation says the Chrome and ChromeDriver major versions must match. For Chrome releases starting with M115, use the official Chrome for Testing availability dashboard and its release resources to select a compatible driver. A version mismatch is worth checking, but the DevToolsActivePort message alone does not prove one.
- Turn on detailed logging. Start ChromeDriver with
--verboseand, if your client supports it,--log-path=/path/to/chromedriver.log. Capture Chrome’s stderr as well: Chrome supportsCHROME_LOG_FILEand ChromeOptions has a log-path facility. ChromeDriver’s logging guide notes that stderr capture through ChromeDriver’s--log-pathworks differently on Windows because Chrome is a GUI application. Look earlier in the log than the missing-port error for the browser command line and the first actual launch or crash message. - Launch the same command outside WebDriver. Copy the browser binary and arguments shown in the log and run them directly from a normal user command prompt. If Chrome fails there too, focus on its installation or launch arguments. If it works directly but not through Selenium, an IDE, a scheduled task, CI worker, or container, compare that environment’s account, permissions, profile path, variables, and browser policy. ChromeDriver’s troubleshooting guide recommends this direct-launch comparison and notes that an all-users alternate Chrome installer can help in some background-service cases.
- Check the Linux user and sandbox configuration. Prefer running Chrome as a regular user rather than root. ChromeDriver’s troubleshooting guidance identifies root launches as a common startup-crash cause and says using
--no-sandboxas a workaround is unsupported and highly discouraged. Do not add it as a routine or universal fix. - Check the user-data directory and profile access. ChromeDriver normally prepares a temporary user-data directory, unless one is supplied, and reads the port file from that directory. Make sure a configured profile path is writable and not already attached to another Chrome or Chromium process. Use an isolated user-data directory for each concurrent session; do not point simultaneous jobs at one live desktop profile. The launcher warns when it cannot remove a stale port file because the supplied profile may still be in use (source).
- Compare the failing runtime with a working one. CI, containers, and background services may run under a different identity and have different writable temporary storage, process limits, installed browser libraries, or shared-memory configuration. Change one relevant difference at a time and use the logs to confirm the effect. A 2022 Selenium Docker issue reports this error in a Linux container, but it does not establish Docker, shared memory, or any particular flag as the general cause.
- Check managed policy only when the evidence points there. If Chrome’s log indicates remote debugging is blocked, or the machine is managed, ask the administrator to inspect the applicable Chrome policy. A 2023 Google Chrome Help Community report describes this error alongside a remote-debugging restriction in one managed Windows setup. It is an individual report, not evidence that policy is a common cause.
Use the error clues to choose the next check
| What you observe | What to check next |
|---|---|
| Chrome fails when launched directly with the logged command | Read Chrome’s first stderr errors; check the executable, installation, and arguments. |
| Chrome launches directly but fails through Selenium or a job runner | Compare the account, environment, executable path, profile access, and policies used by the runner. |
| The failure began after a browser or driver update | Verify actual paths and versions, including the Chrome/ChromeDriver major-version match. |
| Only one profile or concurrent run fails | Check writability and whether another process has the profile open; give each session its own user-data directory. |
| A managed machine’s logs show debugging is blocked | Ask the administrator to review the applicable policy instead of attempting to bypass it. |
Headless mode and custom profiles: check exact versions
Do not assume that adding or removing --headless fixes this startup error. ChromeDriver release notes record a historical ChromeDriver 112 fix for a ChromeDriver 110 session issue involving --headless and --user-data-dir. That release-specific history is a reason to verify the precise browser, driver, and argument combination—not a general remedy for current failures. See the ChromeDriver release notes.
