For software development, compare Codex with Claude Code—not just ChatGPT and Claude as chat windows. Codex offers several ways to work, including desktop, CLI, IDE and web, with cloud tasks available to eligible users. Claude Code is an installable coding tool centered on terminal use, with subscription, Console and supported enterprise access routes. Neither vendor’s product descriptions establish an overall winner. The sensible choice depends on your environment, access and permission needs, usage economics, and results on your own repository.
What you are comparing
ChatGPT and Claude are general-purpose assistants; Codex and Claude Code are their vendors’ developer-focused tools. OpenAI describes Codex as an experience for software development and technical work, including writing or debugging code, running commands and tests, reviewing changes, and working with repositories. Anthropic documents Claude Code as a coding tool you install and use from a development machine and project directory.
That distinction matters: a developer workflow is more than generating code. It includes understanding a repository, applying changes, running checks, controlling access to tools and files, and reviewing the result. Compare how each product handles those steps in your setup, rather than judging by a single answer in a chat.
How the workflows differ

OpenAI’s Help Center lists the Codex app, CLI, IDE extension, web and cloud among its access surfaces. Availability and eligibility vary by plan and workspace, so check what is enabled for your account. The Codex plan-usage guide explains that usage may be affected by plan, credits, task complexity, model, context, reasoning and tools.

Codex supports both local workflows, which run on your device, and cloud tasks, which the OpenAI Help Center describes as running in OpenAI-managed environments. Which one fits depends on whether you want work to happen in your existing local setup or in an eligible cloud workflow. OpenAI also describes the Codex app as supporting parallel agent workflows in its Codex app announcement. That is a product capability, not evidence that parallel work will improve your team’s throughput: coordination and review still take time.
Claude Code: terminal-centered, with several authentication routes
Anthropic’s setup guide presents Claude Code as a tool installed and used on a development machine. Its documented authentication routes include Anthropic Console billing, Claude Pro or Max subscription access, and enterprise deployments through supported cloud providers. The CLI reference documents interactive and non-interactive modes, session continuation, additional directories, tool allow/deny controls and model selection.

Compare access and cost, not just the sticker price
Subscription prices do not tell you how much a particular codebase or pattern of work will consume. Compare the complete route your team would use, including what is included, whether usage is shared, and whether extra use means credits or separate billing.

- Permissions: Examine how each tool scopes directories and authorizes commands or other tool use, and how easy it is to inspect and review changes before accepting them.
- Integrations: Confirm compatibility with the team’s source control, issue tracking, build systems and internal tools. Do not assume a product’s general capabilities cover your particular integration.
- Context and task size: Test on your repository and real multi-step work. Descriptions of a feature do not establish how well it handles your codebase.
- Organization needs: Check workspace settings, supported access routes, model availability and administrative controls that apply to your plan or deployment.
- Usage economics: Account for included limits, shared usage pools, credits or API billing, and the team’s likely monthly workload.
- Quality under review: Measure correctness, test outcomes, clarity of the changes and the time a developer spends checking or correcting them.
Run a fair trial on representative work
Use the same repository snapshot and acceptance criteria for both products. Choose tasks that reflect the work developers actually do, rather than relying on a polished demo.
- Explain an unfamiliar repository. See whether the tool identifies relevant files and gives an explanation that a developer can verify.
- Diagnose a reproducible bug. Provide the same failure and reproduction steps, then check whether the proposed cause fits the evidence.
- Implement a bounded feature. Define what is in scope and what counts as done. Review whether the change follows project instructions and avoids unrelated edits.
- Write or update tests. Check that tests cover the intended behavior, run successfully where expected, and do not merely encode an incorrect implementation.
- Review a diff. Compare the quality of findings and whether suggested fixes are actionable and supported by the code.
- Handle a multi-step change. Observe how the tool plans, requests permissions, runs checks and reports progress across the task.
For each task, record correctness, relevant check results, permission behavior, review effort, setup time, failed attempts, latency, usage and human intervention. Those observations help distinguish a genuinely useful workflow from one that only appears fast on its first successful attempt.

What the available evidence can—and cannot—establish
OpenAI and Anthropic’s cited materials describe their own products, access routes and usage terms; they do not provide an independent, neutral ranking of coding performance. Anthropic’s subscription usage examples are vendor estimates, not guarantees or directly comparable performance statistics. No universal winner follows from the vendor descriptions: the result that matters is how the tools perform on your tasks, under your controls and at your actual cost.
