A VPN can help protect data in transit from someone monitoring the network you are using, but it cannot stop every kind of hacking. It is most useful against local traffic snooping on an untrusted connection. It does not by itself secure a compromised device, block phishing, protect every stored file, or make you anonymous. The right answer depends on what a potential attacker is trying to reach.
What a VPN protects
A virtual private network creates a protected logical connection over another network, commonly using tunneling and encryption. The protection applies to traffic moving through that connection; it does not extend automatically to everything on your device or every account you use. NIST’s VPN guidance describes VPNs as protected links built over physical networks.

On public Wi-Fi: protection against local snooping
If the VPN app encrypts traffic and is configured correctly, someone monitoring the local Wi-Fi link should see encrypted traffic rather than readable contents. The Federal Trade Commission (FTC) says this can help protect information even when the destination website does not itself encrypt the connection. This addresses a specific risk: a person on the same network trying to read traffic. It does not make other threats disappear.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFor organizations: protected remote access
A business VPN can be configured to provide confidentiality, integrity, data-origin authentication, replay protection and access control. Which protections apply depends on the design and deployment. VPN gateways may also restrict which devices or applications can connect. These are capabilities of a managed security setup, not a guarantee that every VPN provides every safeguard. NIST’s National Cybersecurity Center of Excellence outlines these uses.

What a VPN does not stop
A VPN protects a route for network traffic; it is not a general-purpose shield against attacks on devices, accounts or data.
- Phishing and stolen credentials: A VPN does not establish that a message or login page is genuine, or prevent someone from entering a password into a fake site.
- Malicious downloads and malware: A VPN connection does not by itself detect or remove malicious software.
- A compromised device: If an attacker can access your device, a VPN does not prevent them from reading or changing data available on it. CISA advises using device and file encryption and maintaining secure backups.
- Files at rest: Traffic encryption does not automatically encrypt documents stored on a phone or computer.
- Every form of identification: Websites can still recognize you when you sign in or provide identifying information.
Use separate protections for these risks: keep devices and software updated, use strong account security and multifactor authentication, encrypt devices and sensitive files, and keep secure backups. FTC small-business guidance also discusses VPN use alongside patching, email authentication and intrusion prevention—not as a replacement for them.

What changes when you use a VPN
A VPN routes traffic through another network. It can make traffic less visible to the Wi-Fi operator or internet service provider, while the VPN app and provider become parties you must trust to handle that traffic. A VPN therefore changes where trust sits; it does not remove the need for trust.

The FTC cautions that “Not all VPN apps actually encrypt your information.” Its consumer guidance, published in February 2018, recommends checking an app’s permissions, developer, terms and privacy policy. Treat claims such as “no logs,” complete anonymity or universal protection cautiously unless current documentation and independent evidence support them. Even with a VPN, the services you use may identify you through your account or information you submit. Read the FTC’s consumer VPN guidance.

How to choose the right protection
Start with the threat you want to address rather than assuming a VPN is a complete security solution.
- Concerned about traffic snooping on shared Wi-Fi? Choose a VPN app that encrypts the relevant traffic, verify the app’s developer and permissions, and confirm the connection is active when you need it.
- Concerned about phishing, malware or account theft? A VPN is not the control that addresses those attacks. Prioritize software updates, careful link and attachment handling, account security and multifactor authentication.
- Managing employee or vendor access? Use a managed VPN with access controls, secure configuration and strong authentication, then pair it with patching and other defenses.
- Want privacy from your network operator? A VPN may limit what that intermediary can see, but assess the VPN provider’s privacy practices and remember that sites can still identify signed-in users.
Secure an organizational VPN properly
For remote-access administrators, CISA recommends limiting unnecessary external exposure of VPN gateways, using strong cryptography for key exchange, authentication and encryption, and disabling unused features and weak algorithms. It also recommends phishing-resistant secondary verification, including hardware-based PKI or FIDO methods. Apply this guidance in the context of the organization’s systems and risk; it is not a universal consumer setup checklist. These controls reduce different risks: cryptography protects the connection, gateway restrictions limit who or what can connect, and phishing-resistant MFA strengthens the sign-in process. A VPN should remain one layer in a broader security program.

Frequently Asked Questions
Does a VPN protect me on public Wi-Fi?
It can protect traffic from local monitoring when the VPN app encrypts that traffic and the connection is active. It does not protect against every attack on your device or accounts.

Does a VPN stop malware or phishing?
No. A VPN does not by itself detect malware, validate a phishing message or prevent you from giving credentials to a fake site. Those threats need other security measures.
