Semiconductors underpin products and industries from electronics and vehicles to healthcare, defence and aerospace. But their strategic importance does not guarantee that a new factory will attract enough orders or run competitively. Tata Sons chairman N Chandrasekaran put the case in September 2024: “Semiconductors are fundamental for the future and we need strong capability.”
Why are chips critical to India’s future?
Semiconductors are components that enable electronic systems to process information, control power, display images and communicate. Their importance stretches well beyond consumer devices: ETInfra’s March 2025 coverage of Chandrasekaran’s remarks described their significance to electronics, healthcare, defence and aerospace. A reliable domestic manufacturing capability could therefore matter across multiple parts of the economy, not just the technology sector.

That strategic case is different from a business case. A chip can be important to an industry and still be difficult for a particular factory to produce profitably. The products must match what customers need, meet technical and quality requirements, and be available at a competitive cost. National ambition is a reason to build capability; it is not evidence that a fab has secured demand or achieved commercial success.

What did N Chandrasekaran say about India’s semiconductor push?
The Economic Times reported in September 2024 that Chandrasekaran, chairman of Tata Sons, said: “Semiconductors are fundamental for the future and we need strong capability.” The remark came in coverage of the Tata Group–PSMC semiconductor partnership.

His wider emphasis on execution is relevant to the challenge. ETInfra’s March 2025 account placed his semiconductor comments alongside discussion of efficiency, cost management and productivity in industry. That supports the importance of disciplined operations, but it does not establish a fab-specific operating plan or quantify the costs and returns of Tata’s project.
What is India doing to build semiconductor manufacturing?
One prominent private-sector effort is Tata’s proposed fab in Dholera, Gujarat. In its 2024 announcement, Tata described a partnership with Taiwan’s PSMC and outlined a planned facility with capacity of up to 50,000 wafers per month. That is announced capacity—not verified current output, and not proof that the facility is operating.

The announcement also described a product mix spanning power-management integrated circuits, display drivers, microcontrollers and high-performance computing logic. Tata said the chips were intended for markets including automotive, computing, data storage, wireless communications and artificial intelligence. These are the project’s stated targets, not evidence of customer orders, qualified demand or eventual factory utilisation.
Is demand enough to make the semiconductor push succeed?
Demand from chip-using sectors can grow while a new fab still struggles to fill its production capacity. The key question is not only whether India needs semiconductors, but whether customers need the particular products this factory can make, in volumes and at prices that support sustained production.

For the Dholera proposal, the announced categories and end markets establish a rationale for the product mix. They do not establish the scale of Indian demand, customers’ willingness to buy locally, competitive pricing or the share of capacity that could be used. A sound assessment of future progress should look for evidence at several distinct stages:
- Product fit: whether the fab’s planned chips match customer specifications and the requirements of its target applications.
- Demand evidence: whether broad interest in sectors such as automotive or AI translates into specific customer commitments and orders.
- Execution: whether the project advances from announcement through construction, equipment installation and customer qualification to commercial production.
- Operating performance: whether output, yields, reliability and quality meet customer requirements consistently.
- Economics and resilience: whether the operation can compete on cost and maintain dependable production at scale, including amid dependencies on imported inputs.
These are useful tests for any future update, not findings that the project has already met them. Planned capacity alone cannot answer them.

What does the jobs projection say—and what does it not say?
At an October 2024 symposium, Chandrasekaran projected that Tata manufacturing would create 500,000 jobs over five years across semiconductors, electric vehicles, batteries and other manufacturing. Business Standard reported the figure as a forward-looking target. It covers several areas of manufacturing and is not a count of semiconductor jobs or jobs already created.
The projection signals the scale of Tata’s broader industrial ambition, but it cannot substitute for project-level evidence. For the semiconductor effort, the relevant measures remain whether the facility reaches production, wins customers and sustains operations that can serve its intended markets.

How to read the next claims about the project
When a new announcement describes a milestone, distinguish what has happened from what is planned. A construction update is not commissioning; installed equipment is not qualified production; and a capacity figure is not actual output. Customer commitments, production quality and sustained utilisation would each answer different questions about whether the project is moving from strategic intent toward a functioning business.
Chandrasekaran’s central point is that India needs semiconductor capability. The Dholera plan gives that ambition a defined set of chips and target markets. Whether it becomes a durable industry will depend on matching that offer to real demand and executing reliably—not on the importance of chips alone.
