China remains the benchmark for manufacturing productivity, supplier depth and scale. Vietnam has the lowest commercial electricity price in the cited 2025 comparison and a fast-growing industrial base. India has the lowest wages, but also the lowest output per hour and higher electricity and logistics burdens. Those country averages do not predict a particular factory’s price, delivery date or defect rate.
For a defensible decision, compare factories—not flags—using the same bill of materials, volumes, tooling assumptions, inspection plan, Incoterm, destination and evidence of past performance. The data below show where each country may have an advantage and where a buyer must verify the numbers.

At a glance: which country is cheapest, fastest and most reliable?
- Lowest nominal wages: India, at an annual average of $674 in the 2025 NITI Aayog comparison.
- Lowest commercial electricity cost: Vietnam, at $0.07 per kilowatt-hour, versus $0.08 in China and $0.12 in India.
- Highest measured output per worker: China, at $19.8 of GDP per hour worked, ahead of Vietnam at $12.4 and India at $10.7.
- Strongest logistics ranking: China ranked 19th in the 2023 Logistics Performance Index, compared with India at 38th and Vietnam at 43rd.
- Shortest lead time: No harmonized official China–Vietnam–India factory-to-port dataset establishes a universal winner. Product complexity, tooling, capacity, port pair and shipping terms matter more than the country average.
- Most reliable quality: No cited source publishes comparable national defect, on-time-in-full or audit-pass rates. Reliability has to be demonstrated by the selected supplier.
China is usually the safer starting point for complex products, rapid engineering changes and large volumes. Vietnam is compelling for China-plus-one strategies and products that benefit from lower electricity costs and growing export capacity. India can make sense when domestic-market access, local engineering or a low wage base is decisive, but its business case must account for productivity, yield and logistics.

| Measure | China | Vietnam | India | What it means for a buyer |
|---|---|---|---|---|
| Commercial electricity (2025) | $0.08/kWh | $0.07/kWh | $0.12/kWh | Useful for energy-intensive processes, but the factory’s tariff, demand charges, uptime and process efficiency still determine the bill. |
| Output per worker / GDP per hour worked (2025) | $19.8 | $12.4 | $10.7 | A broad productivity indicator; it is not a line-level labor standard or a promised hourly output. |
| Annual wages (2025) | $2,642 | $1,591 | $674 | Low wages can be outweighed by additional labor hours, supervision, scrap, overtime and slower ramp-up. |
| Logistics Performance Index rank (2023) | 19 | 43 | 38 | A national logistics signal, not a guarantee for a particular inland route, port or customs broker. |
| Statutory corporate tax rate (2024) | 25% | 20% | 30% | Relevant to a supplier’s cost structure, but the price you pay also reflects incentives, local taxes and the contract structure. |
These values cannot be converted directly into a landed unit cost. A valid costing model also needs the product specification, annual and order quantities, tooling, expected yield, packaging, freight mode, duties, taxes, Incoterm, destination and working-capital assumptions. A factory may quote a lower ex-works price while creating higher freight, inspection or inventory costs.
Why the lowest wage does not automatically produce the lowest cost
Labor is only one part of conversion cost. The productivity figures show why India’s wage advantage cannot be read in isolation: the cited output-per-hour measure is lower in India than in Vietnam or China. If a process requires more labor hours per unit, the nominal wage gap narrows. More hours can also increase supervision, training, overtime and scheduling risk.
Yield has the same effect. A plant with a low hourly rate but a higher rejection or rework rate consumes more material and capacity for every saleable unit. Ask each candidate to provide first-pass yield, scrap, rework and warranty data for the relevant process family rather than accepting a country-level wage comparison.
Energy exposure depends on the product. Electricity is a meaningful input for injection molding, metal fabrication, machining, heat treatment, electronics assembly and cold-chain operations. Vietnam’s $0.07/kWh average is favorable, but a buyer should verify the plant’s actual tariff, peak-demand charges, backup generation and outage history. For a labor-heavy assembly product, the electricity difference may be smaller than the cost of extra labor hours or imported components.
Taxes and trade measures can reverse an apparent advantage. The statutory rates cited by NITI Aayog are 20% in Vietnam, 25% in China and 30% in India for 2024; they do not include negotiated incentives or every indirect tax. Product-specific duties, rules of origin, export controls and destination tariffs must be checked against the exact HS classification and shipping route.
Lead times: what the available evidence does and does not show
There is no official, harmonized dataset that measures factory-to-port lead time for the three countries under identical products, quantities and shipping terms. Country rankings therefore cannot answer “which is fastest” on their own.

China’s macro delivery signal
China’s official manufacturing purchasing managers’ index for June 2025 was 49.7. Its supplier-delivery-time sub-index was 50.2; a reading above 50 indicates faster deliveries than the previous month. The National Bureau of Statistics described it as “The supplier delivery time index was 50.2 percent, an increase of 0.2 percentage points, indicating that the delivery time of raw material suppliers in the manufacturing industry was shorter than the previous month.” This is a month-to-month macro signal, not an OEM production schedule or a promise that a specific order will ship on time.

Vietnam’s expanding industrial base
Vietnamese official statistics show manufacturing and processing consumption increased 11.3% in 2024. The General Statistics Office has identified logistics infrastructure, workforce training and digital customs as priorities for sustaining import and export activity. Growth supports a broader manufacturing base, but it does not establish a universal lead-time advantage. A newer supplier may also depend heavily on imported components, which adds transit and customs steps.
How to compare lead times fairly
Require every candidate to quote the same clock and the same assumptions. Define the date on which the clock starts and ends; otherwise “30 days” can mean anything from purchase-order acceptance to cargo handover.
| Lead-time element | Requirement for an apples-to-apples comparison |
|---|---|
| Specification | Identical drawings, material grades, tolerances, testing and packaging requirements. |
| Sample and approval | Record the approved-sample date and whether engineering changes restart the clock. |
| Tooling | State whether mold, die, jig and fixture fabrication is included and whether it is complete. |
| Quantity and ramp | Use the same order size, monthly forecast and ramp profile; request capacity evidence. |
| Production window | Identify holidays, planned maintenance, labor constraints and the reserved production slot. |
| Logistics route | Specify plant, inland leg, port pair, sailing frequency, transit time and customs handoff. |
| Incoterm and endpoint | Compare the same Incoterm and define whether the endpoint is factory, port, distribution center or final warehouse. |
| Buffer | Show the statistical or policy buffer separately from the supplier’s touch time. |
Ask for quoted lead time, demonstrated historical lead time and the supplier’s on-time-in-full percentage as three separate fields. A short quote with no evidence is weaker than a slightly longer promise supported by shipment records.
Reliability and quality: why country averages are insufficient
No cited source provides comparable national defect rates, audit-pass rates or on-time-in-full performance for China, Vietnam and India. “More reliable” is therefore a supplier-level conclusion, not a country label.

India-specific cost and quality considerations
NITI Aayog’s hand-tools analysis identifies input duties, quality-control restrictions and logistics costs as disadvantages relative to China. Its broader Trade Watch analysis also explains that low wages do not automatically create cost competitiveness when productivity, electricity, compliance and logistics costs are higher. These findings do not rule out an excellent Indian supplier; they mean the buyer should verify landed cost, yield and delivery evidence rather than relying on wage rates.

Country profiles: where each option fits
China
Best fit: products that need deep component ecosystems, rapid engineering iteration, high productivity, broad tooling capability or large-scale capacity.
China’s $19.8 output-per-hour figure is the highest in the cited comparison, and its 19th-place 2023 logistics ranking is also the strongest of the three. Dense supplier networks can reduce the distance between design changes, tooling, subassemblies and final assembly. This is particularly valuable when a bill of materials contains many locally sourced parts or when launch schedules require frequent engineering changes.
Risks to model: higher average wages than Vietnam and India, destination tariffs, compliance obligations, geopolitical exposure and dependence on a single region or supplier cluster. Validate the exact tariff classification, route and rules of origin; do not assume that assembly location alone determines duty treatment.
Vietnam
Best fit: China-plus-one diversification, export manufacturing, and products where energy cost and a growing industrial base matter.
Vietnam combines the lowest cited commercial electricity price ($0.07/kWh) with a $12.4 output-per-hour measure and $1,591 annual wage average. Manufacturing and processing consumption grew 11.3% in 2024, indicating strong momentum. The country can be attractive for electronics, apparel, furniture and other export-oriented production when the required local supplier network is available.
Risks to model: imported-component dependence, limited depth for specialized parts, port or inland congestion, competition for skilled labor and capacity concentration in particular industrial zones. Ask what percentage of the bill of materials is imported, where those components enter the country and how customs delays are handled.

India
Best fit: products serving the Indian market, projects that benefit from local engineering or localization, and labor-intensive work where a verified process can convert the wage base into competitive landed cost.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
India’s cited annual wage average is $674, but its output-per-hour figure is $10.7, the lowest of the three, and electricity averages $0.12/kWh. Its 38th-place logistics ranking is below China’s and above Vietnam’s in the 2023 index. The correct question is whether a specific Indian plant can meet yield, throughput, compliance and delivery requirements at a competitive landed cost.
Risks to model: longer or less predictable inland and customs legs, input duties, quality-control restrictions, higher energy costs and a need for more intensive supplier development. A pilot order, process audit and shipment-history review are especially important when the supplier is new to export production.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical scorecard for selecting a country and factory
Use one scorecard for all candidates and require identical evidence. Weight the categories according to the consequences of failure rather than choosing the country with the lowest headline wage.
| Decision axis | Questions to answer | Suggested evidence |
|---|---|---|
| Landed unit cost | What is the cost after tooling, yield loss, packaging, freight, duties, taxes and working capital? | Open-book cost breakdown, tariff classification, freight quote and yield assumptions. |
| Engineering and supplier depth | Can the region supply every critical component and support design changes? | Bill-of-materials mapping, approved sub-suppliers and engineering-change response examples. |
| Quoted versus demonstrated lead time | Can the plant meet the required launch and replenishment cadence? | Production plan, capacity loading, historical shipment dates and pilot-order results. |
| Quality capability | Are critical characteristics controlled and corrective actions closed? | Capability studies, inspection data, audit findings and nonconformance history. |
| Compliance and continuity | Can the supplier operate legally and recover from disruption? | Labor and environmental records, permits, sanctions screening, business-continuity plan and dual-source options. |
| Logistics | How predictable are inland transport, customs, sailing frequency and delivery to the destination? | Port-pair schedule, broker process, clearance history and buffer-stock calculation. |
Set a minimum pass mark for quality, compliance and continuity before allowing price to decide among finalists. A supplier that fails a non-negotiable requirement should not win by compensating with a lower unit quote.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsLanded-cost model: the numbers that belong in the quote
Build the comparison from the same endpoint. A useful per-unit model is:
Best Value
Landed cost = ex-works price + tooling amortization + packaging + inland freight + export charges + ocean or air freight + insurance + duties and tariffs + customs fees + destination transport + inspection + expected scrap/rework + financing and inventory carrying cost.
Show one-time tooling separately from recurring unit cost. State whether the quote includes engineering samples, first-article inspection, compliance testing, molds, dies, fixtures and spare parts. Model at least three volume levels because labor, freight and tooling amortization behave differently at prototype, pilot and mass-production quantities.
Use sensitivity cases for yield, freight rates, duty treatment, exchange rates, lead-time buffers and expedited shipments. The purpose is not to predict a single precise number; it is to identify which assumptions could erase a country’s apparent advantage.
Supplier-validation process before committing production
- Freeze the specification. Issue the same drawings, bill of materials, tolerances, test plan, packaging standard and forecast to every candidate.
- Screen legal and operational capacity. Verify the legal entity, plant address, ownership, export experience, permits, workforce, equipment list and subcontracting policy.
- Audit the process. Review incoming controls, work instructions, calibration, maintenance, traceability, change control, nonconformance handling and capacity planning. Record findings with owners and due dates.
- Approve samples and tooling. Keep an approval record that identifies the revision, measurement results and any deviations. Do not treat a visual sample as proof of production capability.
- Run a controlled pilot order. Use production-intent materials, tooling and operators. Measure cycle time, first-pass yield, defects, rework, pack-out and actual ship date.
- Inspect independently. Define incoming, in-process and final inspection levels, sampling rules, critical-defect limits, test methods and release authority before the first shipment.
- Track the first production lots. Compare promised and actual dates, quantities, defects, corrective-action closure and logistics milestones. Escalate trends, not just individual failures.
- Qualify continuity options. Identify alternate sources for critical components, tooling and logistics lanes. Maintain a documented transition plan and appropriate safety stock.
Common failure modes and how to prevent them
| Failure mode | Why it happens | Prevention |
|---|---|---|
| Wage-based sourcing decision | Labor cost is compared without productivity, yield or supervision. | Use labor hours per good unit, first-pass yield and total conversion cost. |
| Lead-time misunderstanding | Supplier starts the clock after tooling or approval, while the buyer expects it from purchase order. | Define start and end events and report tooling, production and logistics separately. |
| Country-level quality assumption | A national reputation substitutes for plant evidence. | Require capability data, inspection records, audits and a pilot lot. |
| Hidden imported content | A local assembly plant depends on components with long or volatile inbound routes. | Map the bill of materials to origin, lead time, customs process and backup source. |
| Single-route logistics exposure | One port, carrier, inland corridor or broker becomes a bottleneck. | Model alternate ports and carriers, keep a buffer and document contingency actions. |
| Quote that excludes compliance | Testing, labeling, environmental controls or documentation appear after award. | Put every regulatory and customer requirement in the request for quotation. |
Bottom line
Choose China when supplier depth, productivity, engineering speed and scale dominate the decision. Choose Vietnam when diversification, lower electricity cost and expanding export capacity fit the product and the local ecosystem is deep enough. Choose India when domestic-market access, engineering localization or a low wage base creates a verified advantage after productivity, yield, energy and logistics are included.
None of the three countries guarantees a short lead time or reliable quality. The strongest decision combines the country-level signals above with an audited factory, a controlled pilot, independent inspection, shipment-history data and a landed-cost model that makes every assumption visible.
