For a site made of HTML, CSS, JavaScript and images, the cheapest good hosting is usually a static-hosting free tier—not a rented physical server. Start by comparing Cloudflare Pages and GitHub Pages for a personal project. For a commercial site, check eligibility and usage billing first: GitHub Pages and Vercel Hobby publish restrictions that can rule out their free tiers, while Netlify meters activity with credits. If your site needs a database, server-side rendering, email, or a process that stays running, you need application hosting rather than CSS-only hosting.
What “CSS server hosting” actually means
CSS is a stylesheet language; it does not run a server. A browser requests files from a host, then combines the HTML structure, CSS stylesheets, JavaScript and images into a page. When those files are already built and do not require server-side code, a static host can deliver them directly.

This distinction prevents an expensive mistake. A virtual private server or traditional web-hosting account gives you a machine and an operating environment, but a small static site may need none of that administration. Static platforms handle file delivery, HTTPS and deployment from a repository or upload. Their free plans are often sufficient for a portfolio, documentation site or test project, subject to file, build and traffic policies.

How the cheapest options compare
Prices and limits below were checked against the providers’ official information on October 13, 2026. A $0 starting price is not the same as unlimited usage or permission to run a business.
| Provider and plan | Best fit | Published limits or price | Important qualification |
|---|---|---|---|
| Cloudflare Pages Free | Personal static sites, documentation and small front ends | 500 builds/month; one build at a time; 20,000 files; 25 MiB maximum per file; 100 custom domains per project | Pages Functions count against Workers quotas. These are plan thresholds, not an uptime guarantee. |
| GitHub Pages | Personal or project sites already maintained in a GitHub repository | 1 GB maximum published site; 100 GB/month soft bandwidth limit; free github.io address or custom domain |
GitHub says free Pages hosting is not allowed for an online business, e-commerce site, primarily commercial transaction site or commercial SaaS. |
| Netlify Free | Teams wanting deployment previews and broader application workflow | $0/month with a 300-credit monthly limit | Production deploys, bandwidth, compute and web requests consume credits. Accounts created before September 4, 2025 may remain on legacy plans. |
| Netlify Personal | A small commercial or team project that needs more included activity | $9/month with 1,000 credits | Credits are still metered; actual consumption depends on deployments, requests, bandwidth and compute. |
| Netlify Pro | Higher deployment and usage headroom | $20/month starting with 3,000 credits | Confirm current credit rates and billing controls before committing to a traffic-heavy site. |
| Vercel Hobby | Personal, non-commercial front ends and experiments | $0/month | Vercel describes Hobby as personal, non-commercial use; it is not the free tier to choose for a commercial website. |
| Vercel Pro | Commercial projects using Vercel’s application workflow | $20/month with a $20 included usage credit | Prices are in US dollars before applicable taxes; usage beyond included amounts follows the plan’s billing rules. |
Cloudflare Pages: the strongest starting point for many static sites
For a personal static portfolio, brochure site or documentation project, Cloudflare Pages Free offers substantial headroom before a small site reaches its documented thresholds. The September 5, 2026 limits are 500 builds per month, one concurrent build, 20,000 files, a 25 MiB maximum for each file and 100 custom domains per project. A normal site with a few dozen or a few hundred optimized assets is far below those file limits.
What those limits mean in practice
- Build frequency: 500 monthly builds is generous for occasional edits, but automated commits, preview builds and failed pipeline loops can consume builds quickly. Keep an eye on integrations that rebuild on every branch push.
- Concurrency: One build runs at a time on Free. A queue can form if several deploys start together; this is a throughput limit, not a statement about visitor speed.
- Files and asset size: Every file counts toward 20,000, and no individual file may exceed 25 MiB. Large videos, source maps or unoptimized images are common causes of failure.
- Functions: If you add Pages Functions, their requests and execution use Workers quotas. A static site can therefore become an application with a different cost and quota profile.
Cloudflare’s “Getting started” documentation, updated August 21, 2026, says Workers supports most Pages use cases and offers a broader feature set, and advises starting new projects with Workers. That guidance matters when you know you will add server-side behavior; do not design a complex backend around static hosting simply because the initial files are CSS and HTML.

GitHub Pages: excellent for personal projects, restricted for businesses
GitHub Pages publishes HTML, CSS and JavaScript from a repository and can use either a github.io hostname or your own domain. It is convenient when the source, version history and deployment should live together. A 1 GB maximum published-site size and a soft bandwidth limit of 100 GB per month give a useful scale check for documentation and portfolio sites.
The commercial-use policy is the decisive caveat. GitHub’s limits documentation says Pages is not intended for, and is not allowed to be used as, free web hosting for an online business, e-commerce site, a site primarily facilitating commercial transactions or commercial software as a service. A business landing page should therefore use a commercially eligible plan elsewhere, even if its traffic would fit within the technical limits.
“Soft” bandwidth is also not a promise of a paid content-delivery allowance. If a project approaches the published limit, review GitHub’s current guidance and be prepared to move large downloads or media to a service designed for that traffic.

- Counter Attack is a football (soccer) strategy game which lasts for 90 minutes. The two players ('managers') each control a team of 11 players. Every player has a unique set of skills that the managers try to best utilise during play. Managers control how the players move, pass, dribble, tackle and shoot.
- Duels between players on the pitch - whether tackles, shots or headers - are determined by a combination of the unique player skills plus a dice roll. During movement phases, a sand timer is used to keep the pace of the game up.
- Counter Attack features everything you'd expect in a game of football, from corners to free kicks, penalties to red cards and injuries.
Netlify: flexible workflow, metered consumption
Netlify’s current new-account pricing is credit-based. Free is $0 per month with a 300-credit monthly limit, Personal is $9 with 1,000 credits, and Pro is $20 starting with 3,000 credits. Production deploys, bandwidth, compute and web requests all consume credits, so the same static files can cost different amounts depending on how often you deploy and how much traffic or server-side work they receive.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhen Netlify is a sensible choice
- Choose it when deployment previews, branch workflows or integrated application features are more valuable than a simple fixed-limit static host.
- Estimate activity before choosing a plan: count expected production deploys, preview builds, monthly requests, bandwidth and any compute features.
- Check whether an existing account predates September 4, 2025. Netlify says older accounts may remain on legacy plans, so a current pricing table does not describe every existing account.
Because the credit system is usage-dependent, do not describe Netlify Free as unmetered. Set budget notifications or spending controls available in your account, and review the provider’s current credit rates before a campaign or media launch.
Vercel: distinguish personal experiments from commercial work
Vercel lists Hobby at $0 per month and Pro at $20 per month with a $20 included usage credit. Hobby is explicitly for personal, non-commercial use. That makes it suitable for learning, a private demonstration or a personal portfolio, but not for a client site, company marketing page or revenue-generating service.

Pick by site type, not by the headline price
| Your situation | Most sensible first comparison | Why |
|---|---|---|
| Personal portfolio or résumé | Cloudflare Pages Free versus GitHub Pages | Both can serve static files at no hosting charge; GitHub’s commercial restriction is usually irrelevant for a genuinely personal site. |
| Open-source documentation or project page | GitHub Pages versus Cloudflare Pages | Repository-centered publishing favors GitHub; higher build and file thresholds may favor Cloudflare. |
| Commercial landing page | Commercially eligible Netlify or Vercel plan, or Cloudflare’s application platform | Do not rely on GitHub Pages or Vercel Hobby where their policies exclude commercial use. Compare metered usage and required features. |
| Framework app with server-side code | Workers, Netlify or Vercel runtime plans | Compare execution limits, included usage, data services and spend controls rather than static-file quotas alone. |
| Large downloads or video | A host and storage/CDN combination designed for media | Per-file, bandwidth and soft-limit policies can make a nominally free static tier unsuitable. |
How to launch a small CSS site without overspending
1. Confirm that it is truly static
- List the files your build produces: normally
index.html, CSS, JavaScript, fonts and images. - Mark anything that needs a secret, database query, login, form processing or scheduled execution. Those items need a server-side component.
- Compress images, remove unused assets and keep individual files below the candidate host’s limits.
2. Choose a deployment source
Use a Git repository if you want version history, repeatable builds and previews. A direct upload is simpler for a one-off static bundle when the provider supports it. Whichever route you choose, keep the generated output separate from source files and document the build command so another person can reproduce it.
3. Deploy and verify the generated site
- Select the provider and plan whose personal/commercial policy matches your project.
- Set the project’s output directory to the folder containing the finished HTML, CSS and assets.
- Open the assigned preview or subdomain and test navigation, stylesheet paths, fonts, images and JavaScript in a private browser window.
- Check the deployment log for missing files, failed build commands or asset-size errors before sharing the URL.
4. Add a custom domain only when you need one
A provider subdomain is enough for testing and many personal projects. A custom domain is optional and is a separate recurring cost. Cloudflare says its registrar operates at cost with no markup, with registration starting at $7.85; verify the exact top-level domain, renewal, transfer and privacy charges before treating that figure as your total cost.
Best Value
- Action-packed counter strike style FPS shooter gameplay
- Play offline as terrorists or counter terrorists
- Classic bomb plant/defuse and team deathmatch modes
- Realistic AI enemies for authentic CS-style combat
- Wide range of modern guns, grenades, and pistols
5. Track limits from the first deployment
- Record monthly builds and failed rebuild loops.
- Watch file count and the largest asset as the site grows.
- For credit-metered services, monitor deploys, requests, bandwidth and compute together.
- Keep a copy of the site and DNS settings so you can move if a policy or quota changes.
Hidden costs that turn “free” into expensive
- Domain registration: optional at launch, but recurring and priced by extension and registrar.
- Usage overages: credits, bandwidth, requests and compute can matter more than the monthly plan label.
- Build minutes or concurrency: frequent automated builds can hit a limit before visitors do.
- Backend services: a database, authentication, email delivery, object storage or server-side functions is a separate bill in many architectures.
- Migration time: proprietary build settings or functions can make switching providers costly even when both hosts serve static files.
Calculate a realistic monthly scenario: number of production and preview deploys, average page size, monthly page views, large downloads and any server-side requests. Then compare that scenario with the provider’s current limits and billing calculator, not just the advertised starting price.
What to do when a deployment or quota fails
Build will not start or is queued
Check whether another build is running, whether your monthly build allowance is exhausted and whether an automated integration is firing repeatedly. Cancel duplicate jobs, reduce unnecessary preview builds and retry after the quota window resets or after moving to a plan with appropriate concurrency.
A file is rejected
Find the exact file named in the log. Reduce image or video size, split a generated bundle, remove source maps from production output or move large media to storage intended for it. Cloudflare Pages Free’s documented maximum is 25 MiB per file.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The site works on the preview URL but not the domain
Verify the DNS record, the domain spelling and the provider’s certificate status. Keep the provider subdomain active while DNS changes propagate, and do not delete the old record until the custom domain serves the complete site.
A free plan is not permitted for the project
Read the provider’s acceptable-use and commercial-use language, then move to an eligible paid plan or another provider. Technical capacity does not override a plan’s stated use policy.
Decision checklist
- Is every page prebuilt HTML, CSS, JavaScript and assets?
- Is the project personal, open-source, nonprofit or commercial?
- How many builds and previews will run each month?
- What are the largest files and total file count?
- Will traffic include large downloads, video or API requests?
- Do you need a database, authentication, email or server-side rendering?
- Do you need a custom domain now, or is a free subdomain acceptable?
- What happens in the provider’s account when a quota or credit limit is reached?
- Can you export the files and DNS configuration if you migrate?
For a genuinely small personal static site, start with Cloudflare Pages Free and compare GitHub Pages if its personal-use policy fits. For a commercial static site, skip restricted free tiers and compare the eligible Netlify, Vercel or Cloudflare application options against your measured usage. Once the site needs a backend, price the runtime and data services as a complete application rather than searching for a “CSS server.”
