Check what is available at your address
San Diego does not have one cheapest plan for every household. A provider’s network may not serve your address, and eligibility offers have their own requirements. Run an address check with providers before comparing prices; AT&T specifically notes that availability and speeds vary by address. A citywide price list cannot establish a final quote for an individual home.

Spectrum Internet Assist and Cox ConnectAssist
The city plan lists Spectrum Internet Assist at $25 per month for up to 50 Mbps download, and Cox ConnectAssist at $30 per month for up to 100/100 Mbps. Those are summaries of programs for qualifying households, not prices available to everyone; confirm current criteria and service at your address with each provider.
AT&T Access and Internet Air
AT&T says Access qualification may depend on household income or participation in a qualifying program. Its Internet Air page advertises service as low as $40 per month for qualifying addresses, but price and availability are address-dependent. Use AT&T’s eligibility and address checks rather than assuming that rate applies throughout San Diego. AT&T Access.

California LifeLine Home Broadband Pilot
Eligible consumers may apply a California LifeLine subsidy to qualifying broadband. The California Public Utilities Commission says the pilot may provide up to $20 toward broadband, up to $30 for broadband bundled with voice from the same provider, and up to $39 toward a new connection charge once per year per household. Eligibility and minimum service standards apply, with exceptions described for low-cost plans and places where standard service is infeasible. See the CPUC Home Broadband Pilot Program for current rules. The CPUC states: “Eligible consumers may apply the California LifeLine subsidy to any internet plan that meets minimum service standards, including standalone or bundled broadband plans.”
Compare the full cost, not just the starting price
Before ordering, compare the complete cost for your expected time as a customer. A low introductory price may not be the ongoing rate, and discounts can depend on billing settings or qualification. Ask the provider to state both the amount due now and the regular monthly amount after the offer period.

- Monthly price: Confirm the promotional period, later rate and any required AutoPay or paperless billing.
- Speed: Compare upload as well as download speed, especially for remote work, gaming or several simultaneous video calls.
- Technology and consistency: Check whether the connection is cable, fiber or cellular home internet. AT&T Internet Air is cellular home internet, and congestion can temporarily slow service.
- Equipment and fees: Ask whether a modem, gateway or Wi-Fi equipment is included, and whether installation or activation costs apply. Spectrum says its modem is included; AT&T fiber pages state equipment is included.
- Data and contract terms: Check for data limits, contract requirements and any other conditions. Spectrum advertises no data caps or contracts; do not assume those terms apply to another provider or plan.
- First-year total: Add monthly charges and one-time fees, then account for any higher rate after the promotion. Use that figure to compare offers on equal terms.
Do not count on the ended ACP discount
The federal Affordable Connectivity Program ended June 1, 2024, because Congress did not provide funding, according to a 2026 CPUC filing. It is not an available enrollment route for lowering an internet bill. California LifeLine’s Home Broadband Pilot is a separate program with its own eligibility and service rules.
