Cheap AI Code Review and the Authorization Trap: A Verification Guide

Short answer: a low-cost LLM can flag obvious authorization mistakes, but a clean response cannot establish that access control is correct. Authorization is a relationship among an actor, identity, tenant, role, resource, action, policy and execution path. Those facts are usually spread across routes, middleware, services, data access, jobs and configuration—well beyond the diff a chatbot is given. Use an LLM to generate hypotheses, then prove each important decision with deterministic checks, abuse-case tests, traces or an exploit demonstration, and human security review.

Why authorization is a special case for AI review

Many code-review findings are local. A model can often spot an unchecked error, an unsafe deserialization call or a missing input constraint by reading a function and its nearby tests. Authorization defects are different: the code may look reasonable while the decision that matters is made in another component.

As an Amazon Associate I earn from qualifying purchases.

For every request, a secure decision needs at least these dimensions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Actor and identity: Which authenticated principal is making the request, and how was that identity established?
  • Tenant or trust boundary: Which organization, project or account owns the data?
  • Role and attributes: What role, group, subscription, ownership or other attributes apply at this moment?
  • Resource: Which record, file, endpoint or operation is being protected?
  • Action: Is the caller reading, creating, changing, exporting or deleting it?
  • Policy: What should be allowed, and which denials are mandatory?
  • Execution path: Does the same rule hold through the web route, API, background worker, bulk operation, cache and administrative tool?

A review that sees only a pull request may observe a role check but not notice that a different route reaches the service without it, that a data query omits the tenant predicate, or that a queue consumer trusts a user-supplied identifier. The model can produce a persuasive explanation of the visible code while missing the relationship that actually controls access.

A small example of a distributed decision

// Route verifies that the caller is signed in
router.get('/invoices/:id', requireSession, invoices.show);

// Service loads by a globally unique ID
async function show(req, res) {
  const invoice = await db.invoice.findUnique({ where: { id: req.params.id } });
  return res.json(invoice);
}

Nothing in the service asks whether the invoice belongs to req.user.tenantId. A model reading only the route and function may describe the endpoint as authenticated and therefore safe. The missing authorization relationship is in the data-access condition, not in the syntax of the handler.

What current evaluations do—and do not—show

Security benchmarks demonstrate progress, but they do not turn a fluent answer into proof of authorization safety. Meta’s 2024 CyberSecEval 2 evaluation covers insecure coding practices, prompt injection, code-interpreter abuse and offensive cybersecurity capabilities. Its summary reports that average model compliance with requests to assist in cyber attacks fell from 52% in the first benchmark, published in December 2023, to 28% in the newer benchmark: https://huggingface.co/blog/leaderboard-llamaguard. That percentage is a benchmark behavior measure, not an authorization pass rate, and a lower compliance score does not show that a model found every access-control flaw.

Tooling and agent design can change results dramatically. Google’s Project Naptime report in 2024 described improvements of up to 20 times on CyberSecEval 2 tasks; buffer-overflow performance rose from 0.05 to 1.00 and advanced-memory-corruption performance from 0.24 to 0.76. Those figures compare an instrumented framework with a baseline on particular tasks. They are evidence that context, tools and repeatable procedures matter—not evidence that a bare chat response is reliable for a production release.

“While we have shown that principled agent design can greatly improve the performance of general-purpose LLMs on challenges in the security domain, it’s the opinion of the Project Zero team that substantial progress is still needed before these tools can have a meaningful impact on the daily work of security researchers.”

— Sergei Glazunov and Mark Brand, Google Project Zero, 2024

The Cloud Security Alliance’s 2024 guidance addresses authorization across components of LLM-backed systems and common architecture patterns. It describes the goal plainly: “This document by the CSA AI Technology and Risk Working Group describes the LLM security risks relevant to system design.” System designers can use that guidance to “build systems that utilize the powerful flexibility of AI while remaining secure.” Read the guidance for the architectural view: https://cloudsecurityalliance.org/artifacts/securing-llm-backed-systems-essential-authorization-practices.

How three review approaches compare

The useful question is not whether an LLM is intelligent enough in the abstract. It is what evidence the review receives, what it can execute, and who is accountable for the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Review approach Repository context Identity and resource-path coverage False-negative risk False-positive risk Reproducibility Proof or regression test Latency and cost Final decision owner
LLM-only review Usually a diff, prompt-selected files or a limited window Weak when checks are distributed or policy is implicit High for missing enforcement, tenant escapes and alternate paths Can be high when context is incomplete Prompt- and model-version-dependent May suggest a test, but does not execute or validate it by itself Low per request; variable review time Must be a human, even if the output sounds certain
LLM plus SAST and policy checks Broad repository indexing plus machine-readable rules Better for known patterns and declared policies; still needs path coverage Lower for encoded rules, but gaps remain where policy is absent or mis-modeled Rules can flag legitimate exceptions and require tuning Deterministic tool versions and recorded inputs Can create test cases or queries that are then run in CI Moderate; scans and test suites add pipeline time Security and engineering owners approve exceptions and release scope
Expert security review Can inspect architecture, configuration, runtime traces and history Best chance of following identity through every enforcement point Depends on expertise, time and the completeness of the review Usually lower after evidence is checked, but judgment is not infallible Strong when findings include a trace, test or proof Can design and validate an exploit proof and a durable regression test Highest direct cost and scheduling time Named security-capable reviewer with authority to block release

The middle option is usually the practical baseline: let the model search and explain, while deterministic scanners, policy-as-code and tests decide whether a stated rule holds. An expert is still needed for unmodeled policy, competing trust boundaries and unresolved findings.

Why a green test suite can still hide an access-control defect

Functional tests commonly prove that an authorized user can complete a workflow. They may never assert that the wrong user is denied. A test that creates an invoice, fetches it and checks a 200 response can pass even when any signed-in user can substitute another invoice ID.

Authorization failures also survive when tests cover only one route, one role or one tenant. A policy may be enforced in the browser-facing endpoint but not in a bulk export, GraphQL resolver, command-line tool, scheduled job or internal service call. Caches can return an object fetched under one identity to another identity if the cache key omits the principal or tenant. A background worker may lose the original actor and run with a broad service credential. None of these conditions is disproved by a green happy-path suite.

A verification workflow that makes an LLM useful

Use the model as a search and reasoning assistant inside a process that produces evidence. The following sequence keeps the authorization decision explicit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Write the policy in concrete terms. For each operation, record the actor, tenant, role or attributes, resource owner, action and expected denials. State examples such as “a member can read invoices in their own tenant but cannot export another tenant’s invoices” rather than “members have limited access.” Include unauthenticated, cross-tenant, suspended-account and deleted-resource cases where they apply.
  2. Map every enforcement point. Trace the request from router or message consumer through authentication middleware, authorization middleware, service methods, repositories, database queries, caches, event handlers, scheduled jobs and configuration. Mark which layer is authoritative and which layers merely provide hints. Search for alternate entry points to the same service method.
  3. Ask the LLM for hypotheses, not a verdict. Supply the policy, the relevant call graph and file paths. Require the model to list missing checks, confused-deputy risks, identifier substitutions and paths that bypass middleware. For every claim, require a file, function, line range and the policy clause it may violate. Instruct it to say “insufficient context” when it cannot follow a value or identity.
  4. Run deterministic checks. Execute SAST rules for access-control patterns, policy-as-code evaluation, dependency and configuration scans, and authorization-focused tests in CI. Pin tool versions and retain the inputs and outputs. A prose statement that a query “looks scoped” is not a substitute for executing the query against two tenants.
  5. Demand a reproducible proof for high-severity findings. Require a test, request trace, database fixture or controlled exploit demonstration that shows the unauthorized action. Capture the expected denial status and response body, the actor and tenant, the route or job, and the exact commit. If a suspected flaw cannot be reproduced, record what evidence is missing instead of silently treating it as fixed.
  6. Have a security-capable human approve release scope. The reviewer resolves policy ambiguity, checks compensating controls and decides whether an uncertainty is acceptable. Approval should name open findings, affected assets, evidence reviewed and any follow-up owner. A model cannot own that risk decision.

How to prompt for useful authorization analysis

Vague prompts invite vague reassurance. A structured request makes omissions visible:

Policy
- Actor: authenticated user
- Tenant rule: resource.tenant_id must equal actor.tenant_id
- Action: export
- Allowed role: billing_admin
- Required denials: unauthenticated, non-admin, cross-tenant, suspended account

Context
- Include the route, middleware, service, repository query, job consumer, cache key and policy file.
- Trace actor_id and tenant_id from ingress to the database predicate.

Tasks
1. Enumerate every path to the export operation.
2. For each path, identify the authorization check and the value it trusts.
3. Find any identifier that can be substituted by the caller.
4. Propose one negative test per suspected gap, with fixtures for two tenants.
5. Cite file and line ranges; say “unknown” where context is missing.

Ask for competing interpretations when the policy is ambiguous. For example, “owner” might mean the current account owner, the creator at the time of creation or a delegated administrator. The model should surface that distinction for a human to resolve rather than choose silently.

Authorization failure patterns worth testing

Object-level or tenant-level access (IDOR)

An endpoint accepts an object ID and checks only that the caller is logged in. Build fixtures for two tenants, authenticate as a user in tenant A, request tenant B’s ID and assert a denial that does not disclose the object. Repeat through list, detail, update, delete and export operations. Verify that the repository query itself includes the tenant or owner predicate so a later caller cannot bypass a controller check.

Role confusion and stale claims

Roles copied into a token, session or cache can outlive a revocation or change in membership. Test a role downgrade between authentication and the protected action, and test tokens issued before a policy change. Ensure the enforcement layer uses the intended source of truth and has a defined behavior when claims are absent or stale.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Middleware bypass and alternate routes

Compare the route table with direct service calls, bulk endpoints, GraphQL resolvers, webhooks, administrative scripts and internal RPC methods. A security check at one edge is not proof that every caller reaches it. Add tests that invoke each entry point with an unauthorized principal and verify the same policy outcome.

Background jobs and confused deputies

When a job runs with a service account, preserve the initiating actor, tenant and purpose as signed or otherwise trustworthy metadata. Test whether a caller can enqueue a job for another tenant, alter its resource ID, replay it or cause a worker to perform an action that the caller could not perform synchronously. The worker should re-evaluate authorization at execution time when state may have changed.

Bulk operations, filters and exports

Bulk APIs often validate the first item and process the rest with a broad query. Test mixed-tenant batches, empty filters, wildcard filters and pagination boundaries. Confirm that every selected row is authorized, not merely that the request itself came from an allowed role.

Caches and asynchronous state

Include identity, tenant and policy version in cache-key design where those values affect the response. Test a sequence in which user A warms a cache, user B requests the same key, a role is revoked, and a resource changes ownership. For event-driven systems, test delivery delays and out-of-order events so an old authorization decision cannot be replayed after a policy change.

What deterministic controls add

SAST for authorization flaws

Static rules can identify handlers that access request-controlled identifiers without a nearby policy call, repositories that omit tenant predicates, dangerous framework defaults and paths that skip required middleware. Treat findings as signals: a rule cannot understand every business relationship, and a clean scan does not prove that the policy itself is correct. Keep custom rules for your framework’s canonical authorization functions and review exceptions as code.

Policy-as-code

Represent roles, resources, actions, conditions and denials in a versioned policy language or library. Unit-test the policy independently, then test that each application enforcement point sends the correct subject, resource and context. A policy engine can make decisions consistently, but an integration bug that supplies the wrong tenant or omits an attribute still defeats it.

Authorization test matrices

For each operation, generate a matrix crossing principal state, tenant relationship, role, resource state and action. At minimum include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Unauthenticated, authenticated ordinary user, administrator and suspended user.
  • Same-tenant and cross-tenant resources.
  • Owner, non-owner and deleted or archived resource.
  • Read, create, update, delete, export and administrative actions.
  • Web, API, bulk, job and service-to-service entry points.

Store expected decisions as executable tests. When a policy changes, the review should show which denials changed and why, rather than relying on a reviewer to remember every branch.

Production-use safeguards for an LLM reviewer

Keep the model’s role narrow and auditable. Give it the minimum repository and configuration context needed for the question; redact secrets, credentials and personal data. Record the model version, prompt, files supplied, retrieved policy documents and response so another reviewer can reproduce the analysis. Treat repository comments, issue text and generated files as untrusted input: prompt injection can instruct a model to ignore the policy or reveal data, and a model’s compliance behavior is not a security control.

Do not let a model merge code, waive a finding or change an authorization policy without an explicit human-controlled approval step. Separate read-only analysis from tools that can modify files or call staging systems. If an agent can execute tests, constrain its credentials and network access, and log every action. A tool-enabled workflow may find more than a bare model, but it also needs authorization of its own.

Interpreting findings and deciding whether to ship

Classify each result by the evidence behind it:

Evidence state Meaning Release treatment
Reproduced unauthorized action A controlled test or trace demonstrates policy violation Block release until fixed or formally risk-accepted by the authorized security owner
Strong static indication, no reproduction yet Code path and policy conflict are visible, but fixtures or runtime setup are incomplete Assign an owner, build the proof and keep the change out of production when the impact could cross tenants or expose sensitive data
Model hypothesis with missing context The concern is plausible but the supplied code cannot establish reachability or policy intent Collect the missing files, configuration or trace; do not label it safe
Negative test passes The tested scenario is denied as expected Keep the regression test and check alternate entry points before relying on the result
Functional tests pass only Authorized workflows work; unauthorized behavior may be untested Insufficient evidence for an authorization sign-off

Use severity based on the asset and boundary affected. A cross-tenant read, privilege escalation or unauthorized export generally deserves a stricter release gate than a harmless UI-only omission, but the classification must reflect your own policy and data.

Questions teams commonly ask

Can a cheap AI code review catch an authorization bug?

Yes, when the defect is explicit in the supplied context—for example, a missing role check in a small, self-contained function. It is unreliable as the sole control when authorization depends on several components, implicit policy or alternate execution paths. Use its finding to drive a test and trace.

Why did the reviewer say a broken access-control check was safe?

It may have seen authentication and mistaken it for authorization, lacked the repository query or policy file, followed only the visible route, or accepted a comment as evidence. Re-run the review with the complete path and require file-level references and negative tests.

Is an LLM review safe for production?

It can be part of a production review process when inputs are controlled, outputs are logged, tools are least-privileged and a human owns the release decision. It is not safe to treat an unverified model response as approval or to expose secrets to obtain that response.

Should green tests make me trust the review?

No. Green functional tests show that tested authorized scenarios work. Trust increases only when denial cases, cross-tenant fixtures, alternate paths and policy changes are covered by reproducible tests.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What catches authorization bugs that a chatbot misses?

A combination of explicit policy, complete path mapping, SAST and policy-as-code checks, negative authorization tests, runtime traces or exploit proofs, and an experienced human reviewer. Each catches a different class of omission; none should be mistaken for a universal guarantee.

Bottom line for engineering teams

Keep the inexpensive LLM in the workflow, but place it before verification rather than instead of verification. Ask it to enumerate abuse cases and missing relationships, then require deterministic checks and a reproducible proof for every serious concern. Release only when a named security-capable person can explain who is allowed to perform each sensitive action, how every execution path enforces that rule, and which tests demonstrate the required denials.
