There is no defensible single winner on every safety measure. In the cited joint OpenAI–Anthropic evaluation, Claude 4 was generally strongest at following instruction hierarchy and resisting conflicts between system and user messages. OpenAI’s o3 and o4-mini performed better than Claude on the reported jailbreak tests. OpenAI also reports that o3 and Claude Sonnet 4 were the strongest overall on its scheming evaluations. Google documents extensive Gemini red teaming, monitoring and human review, but the public material reviewed here does not publish a directly comparable three-way score.
The practical answer depends on what you mean by “safe”: conservative instruction following, jailbreak resistance, calibrated refusals, hallucination control, tool-use security or ongoing misuse enforcement. Results also change with model version, reasoning mode, prompt set and tool access.

What “strongest guardrails” actually means
Safety is not one measurable switch. A chatbot can refuse dangerous requests reliably yet still follow a malicious instruction hidden in a document, or it can resist jailbreak prompts while giving unhelpful refusals to legitimate questions. A useful comparison separates the properties that readers often collapse into one score.
- Instruction hierarchy: whether the model keeps higher-priority system and developer rules above conflicting user instructions.
- Jailbreak resistance: how often adversarial prompts bypass the model’s safety behavior.
- Refusal calibration: whether the model declines genuinely dangerous requests without blocking harmless ones.
- Factual reliability: whether an answer is accurate when the model does respond, including whether it admits uncertainty.
- Tool and prompt-injection security: whether external content can manipulate the model while it browses, executes code or uses connected tools.
- Runtime enforcement: classifiers, monitoring, human review and account actions that operate around the model itself.
- Transparency: how much the provider discloses about tests, failures and independent evaluation.
These dimensions can point to different leaders. A high refusal rate, for example, may indicate caution but can also lower usefulness. A strong benchmark result does not certify every version, interface or future update.

What the head-to-head evidence shows
The most direct comparison in the supplied evidence comes from a joint OpenAI–Anthropic evaluation. It tested Claude Opus 4, Claude Sonnet 4, GPT-4o, GPT-4.1, OpenAI o3 and OpenAI o4-mini. The authors caution that the systems and methods are not perfectly apples-to-apples, so the results should not be treated as a permanent product ranking.
| Safety axis | ChatGPT / OpenAI evidence | Claude / Anthropic evidence | Gemini / Google evidence |
|---|---|---|---|
| Instruction hierarchy | o3 performed strongly in the cited comparison. | Claude 4 had the best result on avoiding the tested system-message/user-message conflicts and generally performed well on instruction-hierarchy tests. | Safety processes are described, but the reviewed public page does not publish a directly comparable score. |
| Jailbreak resistance | o3 and o4-mini outperformed Claude in the cited jailbreak evaluations. | Claude performed less well than o3 and o4-mini in those tests. | Automated red teaming is described; no comparable score is published on the reviewed page. |
| Refusal calibration | In one difficult hallucination setting, OpenAI’s models had lower refusal and higher hallucination than Claude. | Refusal reached as high as 70% in that setting, while answered examples still had low accuracy. | No comparable refusal figure is published in the reviewed material. |
| High-risk evaluation | Preparedness Framework work, external red teaming and safety-evaluation reporting are documented. | Safety, risk, bias and CBRNE uplift evaluations, plus system cards, are documented. | End-to-end testing, automated red teaming, human review and monitoring are documented. |
| Runtime enforcement | Safety systems and external red teaming are described. | Classifiers, response steering, account enforcement and harmful-traffic monitoring are described. | Content systems, monitoring, human review and a bug-bounty ecosystem are described. |
| Public transparency | Joint evaluations and safety-evaluation reporting provide comparative evidence. | System cards and safeguards documentation provide detailed provider reporting. | Safety-process documentation is substantial, but direct comparative scoring is limited. |
That table supports a conditional verdict rather than a universal winner: Claude has the clearest evidence for conservative instruction following; OpenAI’s reasoning models have the stronger cited jailbreak result; and Gemini has a documented safety operation without a directly comparable public score in this set of sources.
Why Claude leads on instruction hierarchy
Instruction hierarchy is the ability to distinguish a system or developer rule from a lower-priority user request. It matters when a prompt says to ignore previous instructions, when a retrieved document contains commands, or when a tool result tries to redirect the assistant.

In the cited comparison, Claude 4 generally performed well on instruction-hierarchy tests and achieved the best performance among the tested models at avoiding system-message/user-message conflicts. That is the strongest evidence for choosing Claude when your primary concern is conservative adherence to a defined policy.
The result does not mean Claude will always refuse more, or that every Claude interface has identical behavior. The evaluation covered specific Claude 4 variants, prompts and settings. A model update, a different reasoning mode or access to tools can change the outcome. Treat the finding as evidence about the tested configuration, not as a blanket guarantee for every conversation.
What this means in practice
- Claude is a reasonable first candidate when an organization needs the assistant to preserve system and developer constraints through long, conflicting conversations.
- It is especially relevant for workflows that pass policy text, customer records or retrieved documents into the context and need the model to distinguish data from instructions.
- Teams should still isolate untrusted content, restrict tool permissions and log refusals. Strong instruction following at the model layer cannot repair an unsafe application design.
Why OpenAI’s o3 and o4-mini lead the cited jailbreak tests
A jailbreak is an adversarial attempt to make a model violate restrictions through role-play, encoding, multi-step persuasion, prompt nesting or other manipulation. In the reported jailbreak evaluations, OpenAI’s o3 and o4-mini performed better than Claude. That makes those reasoning models the strongest cited choice for readers who define safety primarily as resistance to direct adversarial prompting.
The comparison also warns against overgeneralization. Reasoning settings and evaluator differences affect outcomes, and the test suite is not a permanent leaderboard. A model can score well against one collection of jailbreak prompts and fail against a new technique. OpenAI’s own evaluators say they continually update evaluations because adversaries adapt.

Jailbreak resistance is not the same as refusal quality
A model that refuses almost everything may look difficult to jailbreak simply because it is rarely willing to answer. That is not necessarily useful or accurate. A safer assessment asks three questions together:
- Does the model reject the dangerous request?
- Does it avoid revealing operational details that would enable harm?
- Does it still answer a legitimate, safety-oriented question accurately?
Use the o3/o4-mini result as evidence for one dimension, then check whether the model remains useful for your normal work.
Does Claude refuse more than ChatGPT?
In one difficult hallucination setting described in the joint report, Claude’s refusal rate reached as high as 70%. The same report says that high refusal can reduce usefulness and that examples Claude did answer still had low accuracy. OpenAI’s models showed lower refusal and higher hallucination in that setting.
Therefore, the precise answer is: Claude refused more often in that particular test, but that does not establish that it refuses more in every topic, version, interface or conversation. Nor does a lower refusal rate automatically make ChatGPT safer. Refusal rate must be read alongside factual accuracy, the severity of the question and the consequences of a wrong answer.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow to interpret a refusal
- Appropriate refusal: the request would facilitate serious harm, abuse or evasion of a safety control.
- Over-refusal: the request is benign, educational or preventive, but the model blocks it without a useful safe alternative.
- Under-refusal: the model supplies actionable harmful guidance or follows a malicious instruction embedded in context.
- Uncertain answer: the model responds but clearly states limits and recommends verification when stakes are high.
For medical, legal, financial or mental-health questions, a cautious uncertainty statement is often more useful than either a confident answer or a blanket refusal.
How each provider describes its safety system
OpenAI: evaluations, preparedness and external red teaming
The cited OpenAI material describes safety evaluations and external red teaming, including the joint comparison with Anthropic. It also reports results from scheming evaluations, where o3 and Claude Sonnet 4 performed best overall among the tested systems. “Scheming” is a separate property from jailbreak resistance: it concerns whether a model behaves deceptively or pursues a hidden objective in an evaluation scenario.
That distinction matters. OpenAI’s o3 can have a strong jailbreak result while Claude Sonnet 4 leads on a different scheming measure. There is no contradiction; the tests ask different questions.

Anthropic: a layered harm and misuse framework
Anthropic says its Unified Harm Framework considers physical, psychological, economic, societal and individual-autonomy harms. Its stated process includes external policy-vulnerability testing with domain experts, pre-deployment safety, risk and bias evaluations, automated classifiers, human review, response steering, account enforcement and monitoring of harmful traffic.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Anthropic also says it tests clear policy violations, ambiguous contexts and extended multi-turn conversations. Classifier detections can trigger extra system instructions, while severe or repeated misuse can lead to account action. These are provider-described controls, not independent certification that enforcement is perfect.
Anthropic reports that Claude 3.7 Sonnet solved about one third of Cybench challenges within five attempts, compared with about five percent for its frontier model the previous year. That figure measures cyber capability, not which chatbot has the strongest guardrails. It does explain why cyber safeguards, monitoring and careful tool permissions matter as model capability increases.
Google: testing at every layer, automated attacks and human review
Google says it tests models and infrastructure “at every layer of the stack” with safety experts. Its Gemini description emphasizes automated red teaming, in which internal teams continually attack the system in realistic ways. The examples include indirect prompt injection during tool use, where untrusted content attempts to control the model.
Google also reports that in 2025 it awarded more than $17 million to over 700 researchers contributing to product safety and security. It says its safety systems are supplemented by more than 25,000 human reviewers who evaluate flagged content. Those numbers describe Google’s broader safety and security operation; they are not a head-to-head Gemini refusal or jailbreak score.
Is Gemini safer for sensitive questions?
The available evidence does not support a categorical yes or no. Google documents substantial testing, red teaming, review and monitoring, but the reviewed public page does not provide a directly comparable three-way score for Gemini against Claude and ChatGPT on instruction hierarchy, jailbreaks or refusal calibration.
For sensitive questions, evaluate the exact Gemini version and interface you plan to use. Tool access, account-level controls, age settings, conversation history and product integrations can alter the risk. A provider’s broad safety program is reassuring context, not proof that every sensitive answer will be correct or appropriately cautious.

Which chatbot is safest for children?
No result in the cited evidence establishes a universal “safest for kids” winner. Children need more than refusal behavior: age-appropriate language, protection from sexual or violent content, resistance to manipulation, privacy controls, escalation when a child may be in danger and adult supervision.
Claude’s stronger instruction-hierarchy evidence may appeal to a parent who prioritizes conservative rule following. OpenAI’s cited jailbreak result may appeal to a parent concerned about adversarial attempts to elicit restricted content. Gemini’s documented human-review and monitoring operation is relevant, but it does not provide the missing direct ranking.

Which chatbot is safest for mental-health questions?
These models can produce supportive language, but the evidence here does not establish clinical reliability or crisis performance for any of them. High refusal can prevent harmful instructions, yet a refusal without a safe alternative may leave a distressed person unsupported. Conversely, a fluent answer can be dangerously wrong even when it sounds empathetic.
For ordinary well-being questions, prefer a system that states uncertainty, avoids diagnosis and encourages qualified human help when symptoms are severe. For immediate danger, self-harm, abuse or medical emergencies, contact local emergency services or a qualified professional rather than relying on a chatbot. The comparative tests discussed above are not clinical validation studies.
How to choose for a workplace or tool-using workflow
Start with the failure that would cost your organization the most, then choose tests that measure it. A company handling confidential documents may care most about prompt injection and instruction hierarchy. A security team may prioritize jailbreak resistance and monitoring. A customer-support team may value refusal calibration so legitimate users are not blocked.
- Name the model and mode. Record the exact model variant, interface, reasoning setting, date and whether browsing, code execution or other tools are enabled.
- Separate trusted instructions from untrusted data. Put policy in the system or developer layer and treat retrieved pages, attachments and tool outputs as data that may contain instructions.
- Test both attacks and normal work. Include direct jailbreak attempts, indirect prompt-injection examples, conflicting instructions, ambiguous requests and routine benign prompts.
- Measure more than refusal. Record whether the answer was safe, accurate, useful and appropriately uncertain. A refusal alone is not a quality score.
- Limit permissions. Give the assistant only the tools and data required for the task. Require confirmation before irreversible actions.
- Monitor after deployment. Review flagged conversations, investigate repeated misuse and update tests as new attack patterns appear.
- Keep a human escalation path. High-impact decisions should have review by someone accountable for the outcome.
What public transparency can and cannot tell you
Provider-published evaluations are valuable because they reveal test design, failure modes and safety priorities. They are not independent certification. Results can depend on which prompts were selected, how graders scored answers, whether reasoning was enabled and whether the provider tested a production or research configuration.
Best Value
Transparency is uneven across the industry. The 2025 AI Agent Index found that 25 of 30 agents disclosed no internal safety results, 23 of 30 disclosed no third-party testing information and only three of 30 had documented third-party testing. Those figures are about the agents examined by that index, not a direct score for ChatGPT, Claude or Gemini, but they show why readers should be cautious about broad safety claims.
When reading a safety claim, look for the model version, test date, prompt set, evaluator, scoring method, tool access and known limitations. A process description such as “we red-team continuously” tells you that testing exists; it does not tell you how the system compares with a competitor on a particular failure mode.
Decision guide: which one should you use?
Choose Claude when instruction hierarchy is your priority
The strongest cited evidence for Claude is its performance on instruction-hierarchy tests and avoidance of system-message/user-message conflicts. Choose it when preserving layered policies through complex conversations matters more than maximizing the cited jailbreak score, while still validating its refusal calibration for your workload.
Choose OpenAI’s o3 or o4-mini when jailbreak resistance is the priority
Those models outperformed Claude in the reported jailbreak evaluations. That is the clearest evidence for a user whose main concern is adversarial prompting. Confirm the exact model and settings, and test factual accuracy because resistance to jailbreaks does not guarantee correct answers.
Consider Gemini when Google’s broader safety operation fits your environment
Google documents automated red teaming, indirect prompt-injection testing, human reviewers, monitoring and a large external research program. The evidence supports taking Gemini’s safety process seriously, but it does not establish a direct ranking against the other two chatbots. Run your own task-specific evaluation before making a high-stakes choice.
The defensible verdict
If “safest” means conservative instruction following, Claude has the strongest evidence in the cited head-to-head test. If it means resistance to the reported jailbreak prompts, OpenAI’s o3 and o4-mini have the stronger result. If it means a broad documented safety operation, Gemini has substantial process evidence but no comparable public three-way score in the material reviewed.
Those conclusions apply only to the named model versions, test settings and prompt sets. Safety changes with updates, tools and application design. The most responsible choice is therefore conditional: match the chatbot to the failure mode you need to prevent, test the exact configuration you will deploy and keep human oversight for consequential decisions.
