Trust a citation only after you locate the original item, verify its metadata, read the relevant passage, and decide whether the source is authoritative and current enough for the claim.
What an AI citation can—and cannot—tell you
A citation generated by an AI system is a claim about a source, not evidence that the source exists or says what the answer suggests. A title that sounds scholarly, a working-looking URL, or a DOI-shaped string can all be wrong. The model may have produced the reference from a pattern in its training data rather than from a document it actually retrieved.

Verification has separate parts. First, establish existence: does the paper, report, book, law, dataset, or web page actually exist? Second, establish metadata accuracy: are the authors, title, venue, date, edition, pages, DOI, and URL correct? Third, test entailment: does the source passage support the specific sentence for which it was cited? Finally, judge authority, currency, completeness, and sufficiency. A real source can still be unsuitable if it is outdated, poorly designed, outside the relevant field, or too weak to carry the claim.
Boston University Libraries summarizes the right posture as: “Generative AI is a starting point, not a source.” Treat every reference as an unverified lead until it passes the checks below.

Why AI references fail
Fabricated works and blended metadata
Peer-reviewed research on ChatGPT-generated bibliographies has documented fabricated references and errors in author names, titles, publication dates, journals, volume and issue numbers, page ranges, and publisher names. The most deceptive failures combine true pieces. A genuine author may be paired with a made-up title, or a real title with the wrong journal. Because each field looks familiar, a quick glance can miss the error.
Real sources attached to unsupported claims
An AI can retrieve or recall a real publication and still misuse it. The paper may discuss a related population, measure a different outcome, report an association rather than causation, or describe a result only under conditions that the answer omits. A link resolving successfully proves existence, not support.
Confident language is not verification
Hallucination studies distinguish what a model knows from how certain it sounds. Fluency, detail, and an authoritative tone do not increase the probability that a citation is correct. Even systems that browse can misread a page, cite a search-result snippet, or transfer a statement from one document to another.

What published evaluations actually show
Hallucination rates depend on the system and test
Google reported that up to 21% of references produced by baseline autonomous research systems were hallucinated in the evaluation described in its 2026 Science One Framework article. That number applies only to those baseline systems, prompts, domains, and test procedures. It is not a universal error rate for every model, product, or browsing mode. Published figures can change with the model version, retrieval setup, prompt, subject area, and date.
Detectors are not a final authority
A 2024 NIST generative-AI pilot study, published in 2025, found substantial variation among both generator and discriminator systems. Some generators deceived most discriminators. A detector can be a useful screening signal, but it cannot replace opening the source and checking the claim.

Three tests from NIST
NIST’s citation-probe work gives a practical framework:
- Faithfulness: “Does the source actually support the claim?”
- Completeness: Does the answer preserve the source’s important context, limitations, and qualifiers?
- Sufficiency: Is this source strong enough to carry the evidentiary burden of the claim?
A citation can pass one test and fail another. For example, a respected 2015 review may faithfully support a historical statement but be insufficient for a current safety recommendation.

1. Stop and classify it as unverified
Do not copy an AI-generated reference into a report, article, presentation, or decision merely because it includes a DOI or hyperlink. Mark it as unverified, especially when the answer provides no direct publisher page, quotation, page number, or document identifier. Preserve the exact citation as received so you can compare each field later.
2. Investigate the original item
Search the exact title in more than one authoritative place. Use a library catalog, a scholarly database, the publisher’s site, a government repository, an official standards archive, or a DOI registry such as Crossref. Search the author’s name and a distinctive phrase from the title separately. If no authoritative record appears, treat the citation as likely fabricated until proven otherwise.
For a web source, navigate to the organization’s own domain rather than relying on a copied snippet. For a law, regulation, court decision, or statistic, use the issuing agency or court record. Search results and aggregator pages are discovery tools, not the final record.

3. Check every metadata field
Compare the AI output with the authoritative record line by line:

- Exact title and subtitle
- Journal, conference, book, agency, or repository name
- Publication date, edition, and version
- Volume, issue, article number, and page range where applicable
- DOI, stable URL, report number, or accession identifier
Northwestern guidance warns that an AI can pair a real title with the wrong journal or author. A DOI that resolves to a different paper is a failed citation, even if the identifier itself is genuine. Record corrections rather than silently changing details; the mismatch may reveal that other citations in the answer are unreliable.
4. Read the cited passage in context
Open the full text and locate the sentence, table, figure, or legal provision that supposedly supports the claim. Read enough before and after it to identify the population, timeframe, methods, comparison group, and limitations. Check quotations word for word. VCU recommends locating the source directly for this purpose because snippets and paraphrases can remove the qualification that changes the meaning.
Ask five questions while reading:
- Is the cited statement actually present?
- Is the AI describing the same subject, intervention, outcome, or jurisdiction?
- Does the source report causation, or only correlation or an author’s hypothesis?
- Are the date, sample size, and confidence limits represented accurately?
- Does the source itself identify important uncertainty or contrary findings?
5. Read laterally and corroborate important claims
Do not stay on the first page you find. Search the author, institution, method, and key result independently. Penn State and Boston University recommend lateral reading: leave the source, consult independent reputable coverage, and compare what multiple authorities say. For consequential claims, seek at least one independent primary or official record rather than several pages that all repeat the same press release.
6. Judge authority and currency
Prefer primary studies, official statistics, standards bodies, regulators, court records, and original datasets when they directly address the question. Then ask whether the source is suitable:

- Authority: Are the authors or issuing body qualified for this subject?
- Method: Is the design appropriate, transparent, and adequately reported?
- Currency: Is the information current for the decision and jurisdiction?
- Independence: Are funding, conflicts, or advocacy interests disclosed?
- Fit: Does the source answer the exact proposition, not merely a neighboring one?
Oxford guidance notes that a reference may exist yet still be unscholarly, outdated, or unsuitable. “Peer reviewed” is a useful signal, not a guarantee that every conclusion is strong or current.
7. Record the decision and the supporting passage
Keep a verification log with the citation, authoritative record, corrected metadata, exact supporting quotation or page, and your decision. Use four labels:

| Unverified | The item cannot be located or the record remains inconsistent. | Do not rely on it; find an independent source. |
How to compare two AI answers
Do not count links or references. Score each answer against the same five axes:

| Metadata accuracy | Do author, title, venue, date, pages, and identifier match? | Real fields are combined into a false record. |
| Entailment | Does the passage support the exact proposition? | A related finding is presented as direct evidence. |
| Completeness | Are relevant limitations and context included? | A qualified result becomes an absolute claim. |
| Authority and currentness | Is the source appropriate and up to date? | An old, weak, or advocacy source is used for a high-stakes decision. |
An answer with fewer citations can be better if each one is verifiable and well matched. An impressive bibliography is not a quality measure when links fail the entailment or authority tests.
Common citation problems and fixes
“The DOI does not match the paper”
Copy the DOI into an official DOI resolver or the publisher’s search, then compare the returned title, authors, journal, and year with the cited record. If any major field differs, mark the reference unverified. Search the exact title separately; the correct DOI may be nearby, or the title may not exist.
“The URL works, but the claim is not there”
Check whether the AI cited a landing page, abstract, press release, or secondary summary instead of the underlying report. Read the primary document and identify the exact passage. Rewrite the claim to match the source, or replace the source with one that actually answers the question.
“The citation is real but outdated”
Retain it for historical context if appropriate, but search for the latest systematic review, official statistic, standard, regulation, or edition. State the publication date and explain why an older source remains relevant when it does.
“Several sources repeat the same claim”
Trace the chain back to the original study, dataset, announcement, or legal text. Multiple articles copying one unsupported statement do not create independent corroboration.
When extra caution is mandatory
For medical, legal, financial, safety, public-policy, employment, or academic-integrity decisions, independently verify primary evidence and obtain qualified professional review where appropriate. An AI answer can help you form search terms and questions, but it should not be the sole basis for diagnosis, treatment, legal strategy, investment, compliance, or an irreversible action.
In a published article or assignment, disclose uncertainty when a source cannot be fully checked. Do not fill a missing page number, date, or DOI by guessing. It is better to omit a weak citation and state that evidence is limited than to give readers a precise-looking reference that does not exist.
A printable verification checklist
- Have I treated the citation as a lead rather than proof?
- Can I find the original item in an authoritative catalog, repository, publisher site, or official record?
- Do all bibliographic fields match the authoritative record?
- Does the source passage support the exact claim, including its qualifiers?
- Have I checked whether the result is correlation, causation, opinion, or legal text?
- Have I looked for independent, reputable corroboration?
- Is the source authoritative, current, and suitable for this audience and jurisdiction?
- Have I recorded the URL or DOI and the exact supporting passage?
- If the decision is high stakes, has a qualified person reviewed the evidence?
Bottom line
AI citations can save discovery time, but they do not transfer responsibility for verification. Confirm that the source exists, match its metadata, read the relevant passage, test faithfulness, completeness, and sufficiency, then assess authority and currency. Until those checks are complete, the citation is only a lead.
