Yes. You can reuse the same tester email list for multiple apps in Google Play Console, but adding a person to that list does not automatically enroll them in every app’s test. They must opt in to each app’s test separately. For personal developer accounts created after 13 November 2023, the production-access test requirement applies to the particular app: at least 12 testers must stay opted in to its closed test continuously for at least 14 days.
What reusing a tester list does—and doesn’t do
Google Play Console lets you use the same email list for future tests on any of your apps. It saves you from rebuilding the roster, but it is an administrative shortcut, not a shared enrollment: testers still need access to and must opt in to each app’s test. Google’s test setup instructions describe reusable lists and app test tracks.

In practice, select the existing list when setting up the other app’s test, then share that app’s opt-in route with the testers. Confirm that the required people have actually opted in to that app rather than assuming their participation in an earlier test carries over.

How the 12-testers, 14-day requirement applies
Google’s requirement is limited to personal developer accounts created after 13 November 2023. Before applying for production access, developers with those accounts must run a closed test for the app with at least 12 testers opted in continuously for at least 14 days. See Google Play’s requirements for new personal developer accounts.

- No returns and no refunds on gift cards. Good for use on the US Google Play Store only. Terms apply - see below.
- Google Play gift codes can be used on the Google Play Store, the official app store for Android, to purchase apps, games, and more.
- To redeem, enter code in the Play Store app or play.google.com.
- Endless games to explore: Find and play old and new favorites – from mind-bending puzzles to epic quests and more.
- Just the app you’re looking for: Millions of apps means millions of ways to get things done, learn something new, and maybe even meet someone special.
The wording is app-specific: the closed test must be for the app for which production access is requested. Reusing the roster does not combine test participation across apps. Each app’s testers need to opt in to its own closed test and meet the count and duration for that test. This particular requirement should not be assumed to apply to every developer account; Google identifies the covered accounts by account type and creation date.
Choose how to manage access
| Method | How it works | Useful when |
|---|---|---|
| Email list | A saved list can be selected for future tests on your apps. People on it still need to opt in to each app’s test. | You maintain a known roster and want to reuse it. |
| Google Group | Group membership can be used to manage who is eligible for a closed test; testers still need to join or opt in to the relevant app’s test. | You already manage tester eligibility through group membership. |
Both methods manage access; neither makes one app’s opt-in count as enrollment in another app’s test. Google’s Play Console testing guide covers email lists and Google Groups.

Check the roster before relying on it
- Verify app-specific opt-in. Confirm that enough testers have opted in to the new app’s closed test.
- Check audience fit. Google recommends testers who reflect the intended audience. A roster that worked for one app may not provide useful feedback for a different kind of app.
- Give clear testing instructions. Explain what to try and how to report problems. Google suggests feedback routes such as email, a website, a messaging forum, or private feedback through Google Play.
- Use the right track. Internal testing is separate from the qualifying closed test. Google lists a maximum of 100 testers per app for an internal testing track; that figure is not the closed-test production-access requirement.
One track caveat: someone opted into an app’s internal test is not eligible for that same app’s open or closed test until they opt out of the internal test and then opt in to the open or closed test. This concerns tracks for the same app; it is not a general restriction on reusing a person for another app.
If two apps serve different audiences, keep the reusable list as a starting point and add testers who better represent the users of each app. That is a practical way to follow Google’s audience-relevance guidance, not a separate Play Console rule.
