Cloud-gaming hours apply only while a game is streamed from Microsoft’s servers. A game installed on an Xbox console or compatible Windows PC runs from that device instead, so the session does not draw down your cloud-streaming allowance. You still need the correct game entitlement, and some titles require an internet connection for sign-in, license checks, updates, multiplayer or always-online services.
What the cloud-hour limit actually measures
A cloud hour is time spent in an Xbox Cloud Gaming session. Your console or PC receives video and audio from a remote Xbox, while your controller inputs travel back over the internet. The allowance does not measure how long your Xbox is powered on, how much time a locally installed game runs, or how much storage a download uses.
As an Amazon Associate I earn from qualifying purchases.
That distinction matters because the same title may be available through two different paths: streaming from the cloud or downloading and running locally. Selecting Install (when the game and your device support it) changes the path; it does not turn a local installation into a cloud session.
Microsoft’s announced 2026 timing and allowances
As of October 19, 2026, Microsoft says eligible Game Pass subscribers can stream without monthly cloud-hour limits. In a September 3, 2026 Xbox Wire announcement, Xbox said the policy would change “beginning in November” and that the new allowances would be:

| Game Pass Premium | 10 hours | Announced monthly allowance beginning in November 2026. |
| Game Pass Essential | 5 hours | Announced monthly allowance beginning in November 2026. |
Microsoft expects the change to affect about 4% of Game Pass subscribers. It also says subscribers will be able to purchase additional cloud playtime after using the included hours, but pricing and market availability are to be provided before the rollout. Treat plan names, allowances, catalogs and regional eligibility as changeable until the policy appears in your account.
Four ways to play without spending cloud hours
1. Install the game on an Xbox console
Xbox One and Xbox Series consoles can install compatible digital games under Microsoft’s device- and user-license rules. Open the Microsoft Store or your Game Pass library, select a title that supports console installation and choose Install. The console then downloads the game files and runs them from its internal or expanded storage.
A Game Pass catalog download is not the same as owning the game permanently. You need an active subscription and the title must remain included in the catalog. If the game leaves the catalog or your entitlement ends, the installed files can remain on the drive but the game will not launch until you buy it or restore an eligible subscription.
2. Install on a Windows PC
On Windows, use the Xbox PC app (download or open it from Microsoft’s current Xbox app listing), sign in with the account that holds the entitlement, select a PC-compatible game and choose Install. Availability depends on the publisher’s Windows build, your hardware and your region; a console-only title cannot be made playable on PC simply by downloading it.

Xbox Play Anywhere titles provide a particularly useful ownership path. After a qualifying purchase, a supported title can be installed on both Xbox consoles and compatible Windows devices at no additional purchase cost, with progress carried between devices. Play Anywhere coverage is title-specific, so check the game’s store listing rather than assuming every Xbox release qualifies.
3. Use a purchased digital or physical copy
A purchased digital license is governed by Microsoft’s device and user-license rules. You can download the game to an authorized console or PC when a compatible version exists. For disc-based games, insert the supported disc into a compatible console and install or launch the game as prompted. The disc normally remains the proof of entitlement; disc-to-digital rights remain conditioned on possessing the qualifying disc.
Physical compatibility is not universal across generations. Check the game’s current backward-compatibility or store information for your exact Xbox model before buying or relying on an older disc.
4. Play a free-to-play game locally
Many free-to-play games can be downloaded and run on a supported console or PC without a Game Pass catalog entitlement. Free-to-play status, platform support and online-multiplayer rules vary by title, so use the current store page for the specific game. Cloud access to selected free-to-play games is a separate streaming route and still requires a supported account, device and connection.

How to install instead of stream
Xbox console procedure
- Connect the console to the internet and sign in to the Microsoft account that owns the game or has the qualifying subscription.
- Open My games & apps, then Full library, Game Pass or the Microsoft Store.
- Select the game and verify that the listing shows an Xbox installation option for your console.
- Choose Install and select the internal drive or an approved expansion location when prompted.
- Wait for the download, updates and any required content packs to finish. Launch the game once while online so licensing and first-run setup can complete.
If the listing offers only Play or a cloud icon, the title may be stream-only for that device, may require a different edition, or may be unavailable in your region. Do not assume that every Game Pass cloud title has a downloadable console version.
Windows PC procedure
- Install or open the Xbox app for Windows and sign in with the account holding the purchase or subscription.
- Use the search box to open the game’s page and check the platform and system-requirement sections.
- Select Install, choose a drive with enough free space and allow the Xbox app and Microsoft Store components to complete.
- Start the game once while connected so entitlement checks, updates and cloud-save synchronization can finish.
- For a Play Anywhere purchase, use the same Microsoft account on Xbox and Windows to access the shared entitlement and progress.
Can a downloaded game work without internet?
Sometimes. Microsoft’s Xbox development guidance says an offline launch is possible only when the game contains at least one mode that does not require connectivity. A title marked “Xbox network required” or “Xbox Live Gold required” will not launch offline, and an online-service game can suspend or end a session if the connection disappears.
Prepare the console or PC before going offline
- Install the game and all available updates while signed in.
- Launch it once online to complete license validation and first-run configuration.
- Confirm that the store page or in-game menu identifies an offline, single-player or local mode.
- Set the console as your home Xbox when appropriate for your account and household; license behavior can differ for other users and devices.
- Keep expectations realistic: multiplayer matchmaking, cloud saves, live events, leaderboards, downloadable content checks and always-online games need connectivity.
On a PC, Windows account credentials, the Xbox app and the game’s own launcher can each impose a sign-in or periodic verification requirement. An installed game is therefore not a guarantee of indefinite offline access.

| Factor | Cloud streaming | Local installation |
|---|---|---|
| Hardware | A supported phone, tablet, PC, console or other listed device, plus a compatible controller. | A compatible Xbox console or Windows PC with enough storage and hardware for the game. |
| Internet | Required throughout play. Xbox lists 10 Mbps down as a minimum for mobile devices and recommends 20 Mbps for consoles, PCs and tablets for best performance. | Needed for downloading, updates and entitlement checks; some games then support offline modes. |
| Storage | Little local game storage; streamed video uses data. | Consumes drive space for the game, updates and optional content. |
| Latency and image quality | Depends on distance to the service, congestion, Wi-Fi quality and bandwidth; input delay and image compression are possible. | Uses the console or PC’s normal rendering performance and generally avoids network-induced input delay. |
| Offline capability | Not available because the session is delivered over the network. | Title-specific; an offline-capable mode can work after setup, while network-required games cannot. |
| Entitlement | Requires an eligible account, supported region and access to the streamed title. | Requires a purchase, a valid disc or an active subscription entitlement for catalog games. |
| Multiplayer | Requires the streamed service plus the game’s online services and any applicable account policy. | Still requires internet and any multiplayer entitlement; installation does not bypass those requirements. |
| Catalog and platform | Availability follows the cloud catalog, supported devices and regional rollout. | Availability follows the game’s console or PC version, hardware requirements and regional licensing. |
What happens when your cloud hours run out?
Under the announced November 2026 policy, reaching the included allowance affects new or continuing cloud-streaming access, not games already installed on your devices. You can keep playing a locally installed title, a qualifying disc game or an owned digital game, subject to that game’s own entitlement and online requirements.

For a game that you were streaming, the practical choices are:
- Install a console or Windows version if the title supports your hardware and your account has access.
- Buy the game digitally or use a supported physical copy.
- Wait for the allowance to reset under the plan’s billing or monthly cycle.
- Purchase additional cloud playtime if the option is offered in your market and the price suits you.
- Choose another title with a downloadable version or an offline mode.
Microsoft had not published the additional-hour price or every regional rule at the time of the announcement, so the purchase option should be checked in the Xbox app or account page when the change reaches your market.

The game shows only a cloud-play button
Check the platform label, edition and region. Some games are cloud-only on a particular device, while others have separate console and PC builds. A Play Anywhere badge applies only to qualifying titles, not to the entire Game Pass catalog.
Recommended Free Tools
The download finishes but the game will not start
Reconnect to the internet, sign in to the account that owns the game or subscription, install pending updates and restart the console or Xbox app. If the title left the catalog, restore the required subscription or purchase it. For a disc game, insert the qualifying disc before launching.
Best Value
Offline mode stopped working
Reconnect and launch the game to refresh licensing, then verify that the title still contains an offline mode. A publisher can change service requirements, and cloud saves or live-service content cannot be recovered while disconnected.
The PC version is unavailable
Review the Windows system requirements, supported storefront and edition. Console ownership does not automatically grant a PC license unless the title is Play Anywhere or your subscription includes the PC version.
Streaming is still available after the stated limit
The November 2026 change is announced, not a universal condition as of October 19, 2026. Rollout timing, plan eligibility and regional enforcement can differ. Check the current plan page and the cloud-play counter shown in your account.

Local console play uses a compatible Xbox controller or another supported input device. On Windows, Xbox lists the Xbox Wireless Controller among its Xbox-on-PC accessories, and Xbox Cloud Gaming requires a compatible controller for supported games. A controller does not create a cloud-hour charge by itself; the charge depends on whether the game session is streamed.
For cloud play, confirm that your device and region are supported, use a stable connection and meet Xbox’s bandwidth guidance. For local play, prioritize free storage, current system software and the game’s hardware requirements instead.
Bottom line for choosing a play method
Use cloud gaming when you want immediate access without a large download and your connection is reliable. Install locally when you want predictable performance, lower dependence on network quality or the possibility of an offline session. Starting in November 2026, the announced 15-hour, 10-hour and 5-hour monthly allowances make that choice more important for frequent streamers, but they do not prevent you from downloading and playing an eligible Xbox or Windows game.
