Sometimes, but a server shutdown does not create an automatic worldwide refund right. Your prospects depend on what the game listing and contract promised, whether the shutdown was disclosed, how much functionality disappeared, who sold the game, when you bought it, and the consumer law where you live. A store’s routine return policy is only one possible route; statutory remedies for faulty or non-conforming digital content may still matter after the normal return window closes.
What happens to a game when its servers close?
“The servers shut down” can describe several different losses, and they do not all support the same refund argument. A publisher might disable only competitive multiplayer, or it might shut down account authentication, downloadable content, cloud saves, in-game purchases, and the entire game client. Some titles continue to work offline; others cannot start without contacting a server.

- Multiplayer-only closure: The single-player campaign, local multiplayer or other offline modes may remain usable.
- Authentication closure: The game may be installed but fail at launch because it can no longer verify an account or licence.
- Service and content closure: Cloud saves, downloadable items, events or purchases may disappear while the basic game still runs.
- Complete shutdown: The title may become effectively unusable, even though it remains in your library.
That distinction matters because a refund remedy can be proportionate to the functionality that failed. Losing an advertised core feature is a stronger case than losing an optional event, while a fully offline-capable game presents a different question from an always-online service.

Three different ways a refund might be available
Start by identifying which route you are using. A platform’s short return window, a legal claim for non-conforming digital content and a goodwill exception are separate processes.

Steam illustrates the difference. Its published policy generally covers requests made within 14 days of purchase and with less than two hours of playtime. Valve also says you may submit a request outside those limits for review, and that consumers in some jurisdictions can have additional rights when a game is faulty. Steam cannot refund a purchase made somewhere else, so the seller that took payment is important.
How to judge whether your shutdown claim is strong
1. Compare the purchase promise with what remains
Save the store description, packaging, screenshots and any marketing that described online play as a central or continuing feature. A game sold as “always online,” dependent on publisher servers or built around persistent multiplayer creates a different expectation from a game whose listing clearly presents online play as optional.
Do not assume that a publisher’s right to end a service answers the refund question. A termination clause may permit the shutdown, while consumer law can still ask whether the product supplied matched the bargain and the buyer’s reasonable expectations.
2. Check what was disclosed before purchase
The European Commission’s 16 June 2026 response to the “Stop Destroying Videogames” initiative says providers must disclose the game or service’s duration and termination conditions before the contract is made. Look for a stated service period, an end date, a warning that servers can be discontinued, or terms explaining what happens to purchased content. A clear disclosure does not automatically eliminate every remedy, but it affects what a buyer could reasonably expect.

3. Measure the lost functionality
List the features that stopped working and the features that still work. Include whether you can launch the game, access a campaign, use local play, retrieve saves, use purchased downloadable content and play with other people. A complete loss of access is materially different from the removal of one mode, and a proportionate remedy may reflect that difference.
4. Identify the seller, country and purchase date
Your console or computer manufacturer may not be the seller. Check the receipt, account order history and payment statement to identify the storefront or retailer that accepted payment. The law of the buyer’s country, the seller’s terms and the platform used can all affect the procedure. Keep the original purchase date separate from the later shutdown date: the former controls many ordinary return policies, while the latter helps explain the alleged loss.
5. Consider timing and play history
A request made immediately after the shutdown, with a clear record of the lost feature, is easier to evaluate than a vague request years later. Extensive play does not necessarily erase statutory rights, but it can prevent an ordinary policy return where the store uses a time or play limit.

- Confirm the scope and date of the shutdown. Read the publisher’s notice and test the game. Record whether multiplayer, authentication, downloadable content, cloud services or the entire title is unavailable, and note the effective date.
- Gather transaction details. Save the receipt, order number, platform, country, purchase date and account used. If you bought a code from a retailer, start with that retailer rather than a different platform.
- Preserve the original representation. Capture the store listing, box or code page, system requirements, online-service language and any termination terms as they appeared when you bought the game. Also save the shutdown announcement and support replies.
- Submit the normal support or refund request. State the title, seller, purchase date, shutdown date and exact features that disappeared. Explain why the current product differs from the purchase representation. Ask the seller to assess any statutory digital-content rights, not merely the routine return window.
- Request the remedy that fits the facts. If the entire product is unusable, explain why a full refund is appropriate. If offline or other functions remain, ask the seller to consider a proportionate refund or another remedy rather than claiming that a full refund is guaranteed.
- Keep the decision and escalate carefully. Save the denial, the policy cited and the date. If the seller ignores a potentially applicable consumer law, contact the consumer-protection authority or consumer-advice service in your country with the evidence.
European Union: possible proportionate remedies, not an automatic payout
The European Commission said on 16 June 2026 that EU digital-content rules can provide remedies when a supplied game or service fails to conform to the contract or to reasonable expectations. Its statement says consumers “may be entitled to proportionate refund of their purchases.” It also indicates that qualifying related purchases can potentially be considered when they were terminated with the main contract.

That language is deliberately conditional. You still need to assess the listing, disclosures, timing, remaining functions and the national rules implementing EU law. A server closure does not automatically entitle every buyer to a full refund, and the Commission has not required every commercially discontinued game to remain playable. In June 2026 it said it could not, at that stage, propose a general legal obligation to keep games operational after commercial provision ends, while planning further engagement with consumers and publishers by the end of 2026.
For an EU claim, describe the specific non-conformity rather than simply saying “the servers closed.” Explain which promised or reasonably expected functions vanished, whether the game was advertised as dependent on online service, and what usable content remains.
United Kingdom: Consumer Rights Act 2015
Sections 44 and 45 of the Consumer Rights Act 2015 provide a refund remedy for qualifying breaches involving digital content. Whether a particular server shutdown is such a breach depends on the facts and the contract; the law does not make every closure an automatic refund event.

The amount can be limited to the part of the supplied content affected by the breach. If online multiplayer fails but a substantial campaign remains, the result may therefore be less than the original price.

A 2025 UK parliamentary answer said the government had no plans to amend consumer law specifically for digital obsolescence and that UK law does not require software companies to support older versions. That is general policy context, not a decision about whether a particular game shutdown was lawful or whether a particular buyer qualifies for a refund.

Steam
Steam’s published rule generally allows a request within 14 days of purchase and with less than two hours of playtime. Valve says requests outside those conditions can still be sent for review, and it recognizes that consumers in some jurisdictions may have additional rights for faulty games. The policy listed for this guidance was updated 23 April 2024, so check the current wording before relying on it. Purchases made outside Steam must be addressed to the seller that processed them.
PlayStation Store in the UK
The UK PlayStation cancellation policy says digital-content purchases are generally governed by its cancellation rules. It also directs customers to raise faulty content—including content that is not of satisfactory quality, not fit for purpose or not as described—as soon as possible. The policy preserves additional rights provided by applicable local law. Describe the server shutdown as a potential quality, fitness or description issue only if the facts support that description; do not present it as an automatic finding.

Other storefronts
Procedures and terms differ by seller and region. Use the platform’s current support page, but do not assume that the policy of one storefront applies to another. The seller shown on your receipt is the right starting point.
Common situations and how they differ

If the seller refuses
Ask for the refusal in writing and identify the rule used. A response that says only “outside the 14-day window” may address the store’s voluntary policy without addressing a statutory claim. Reply with the purchase representation, shutdown notice, lost features and the legal basis you believe may apply in your country. Keep the request factual and ask what evidence the seller needs.
If the seller maintains its position, use your country’s consumer-advice service or consumer-protection authority. Provide the receipt, terms, listing, shutdown announcement, test results and correspondence. Do not describe a guaranteed entitlement unless an adviser has assessed the specific jurisdiction, contract and facts.
Questions to ask before submitting a claim
- What exactly stopped working, and on what date?
- Can the game still launch and provide meaningful offline or local content?
- Was the online dependency, service duration or termination condition disclosed before purchase?
- Which business accepted the payment?
- Am I asking for an ordinary policy return, a statutory remedy or a discretionary exception?
- What evidence shows the feature was part of the purchase promise?
- Would a proportionate refund better match the functionality that was lost?
Bottom line
A game’s online shutdown can support a refund request, but it does not automatically require one everywhere. Build the claim around the purchase promise, the disclosure of service limits, the functionality that disappeared, the content that remains, the seller and the buyer’s jurisdiction. Submit promptly, distinguish store policy from statutory rights, and treat a proportionate refund as a possible outcome rather than assuming a full repayment.
