What Drives the Cost and Timeline of Building a U.S. Factory?

There is no dependable “average cost” or standard completion date for a U.S. factory. The estimate changes with the product, process equipment, location, site condition, utilities, permits, labor market and the meaning of “complete.” A warehouse conversion with existing services is a fundamentally different project from a greenfield plant that needs new roads, substations, treatment systems and product qualification.

The most useful way to plan is to separate the project into decisions and phases, state assumptions for each, and test candidate sites against the infrastructure and approvals the production process requires.

Why a single factory price or deadline is misleading

“Factory” describes a purpose, not a standardized building. An assembly operation may need a relatively simple shell and material-handling system; a chemical, food, semiconductor, pharmaceutical or other tightly controlled process can require specialized HVAC, clean utilities, waste treatment, fire protection, monitoring and validation. Even two plants making similar products can have different budgets because one site has suitable power, water, roads and a usable building while the other does not.

Location creates another layer of variation. The U.S. Department of Commerce’s SelectUSA site-selection guidance identifies workforce, logistics, real estate, business and tax climate, permits and utilities as core considerations, and notes that construction cost and timing vary widely across the country. Those differences affect both the capital required before production and the date on which the facility can operate.

A credible estimate therefore states at least these assumptions:

  • What the facility will make and which production steps occur on site.
  • Required throughput, shifts, storage and expansion capacity.
  • Whether the project is greenfield, a conversion, an addition or a leased shell fit-out.
  • The candidate state, municipality and parcel, including known soil, flood, seismic and access conditions.
  • Utility loads, reliability requirements, connection scope and on-site treatment or generation.
  • Permits, inspections, environmental reviews and product or process qualification obligations.
  • Whether “complete” means a finished building, installed equipment, first commercial shipment or stable production at planned rate.

Without those definitions, two teams can quote different numbers and both be internally consistent.

The cost drivers that move the estimate

Product and process requirements

The production process determines the factory’s technical complexity. Equipment footprints, line layout, material flow, temperature and humidity control, clean-room classifications, hazardous-material handling, compressed gases, process water, effluent treatment and automation all affect design and installation. A process that requires qualification or customer approval may also add engineering runs, testing and documentation after construction.

Start with a process description and a capacity model rather than a building size. Translate each operation into equipment, environmental conditions, utilities, staffing, maintenance access and safety controls. Include receiving, storage, laboratories, quality areas, offices, welfare space, shipping and room for future lines. Under-sizing these functions can force expensive redesign; over-sizing them ties up capital before demand is proven.

Land, building and site preparation

Land price is only one part of site cost. A parcel may need clearing, grading, retaining walls, drainage, flood mitigation, soil improvement, demolition or environmental remediation. Topography can dictate building orientation and road grades. Poor soil can require deeper foundations or ground treatment. Limited access may require new entrances, turn lanes, bridges or upgrades to public roads.

An existing building can shorten the schedule, but only if its structure, floor loading, clear heights, fire protection, electrical service, docks and zoning fit the process. Older buildings may conceal asbestos, obsolete utilities, contamination or code deficiencies. A greenfield site offers layout freedom but transfers all enabling work—surveying, geotechnical investigation, roads, stormwater, utilities and approvals—to the project.

Utilities and infrastructure

Utility availability is a feasibility question, not merely an operating expense. Confirm the capacity, quality, redundancy, rate structure, connection point and delivery date for electricity, natural gas, water, sewer, telecommunications and any process-specific services. Ask who pays for extensions, transformers, substations, pipelines, treatment capacity and off-site upgrades.

Deloitte’s greenfield-factory case material describes reviewing utility infrastructure and expansion proposals during site diligence. That work should produce written utility commitments and an engineering basis for the load forecast. A nearby line on a map does not prove that sufficient capacity is available when the plant needs it. Long-lead equipment or utility upgrades can become the schedule’s critical path.

Also price what happens on the property: backup generation, storage tanks, cooling towers, boilers, compressed-air systems, wastewater pretreatment, hazardous-waste storage and fire-water systems. Their capital cost, permitting and maintenance requirements can materially change the comparison between sites.

Labor, skills and training

Workforce cost includes more than hourly wages. Evaluate the availability of operators, technicians, engineers, quality staff, supervisors, maintenance trades and managers at the required scale. Recruiting difficulty can delay commissioning and reduce early output, while scarce skills may require relocation packages, contractors or a training academy.

SelectUSA identifies labor availability, skills and cost as major manufacturing considerations. Compare the local labor pool, competing employers, wage pressure, turnover, apprenticeship programs, community-college capacity and transportation access. Budget for hiring waves, training time, temporary specialists and overtime during ramp-up. A site with a lower construction bid can be less economical if it cannot staff the line.

Permits, taxes and the operating environment

Land-use approval, building permits, environmental reviews, air permits, water discharge authorization, hazardous-material permits, fire approvals and inspections can all affect sequence and duration. Requirements vary by state and locality, and some approvals depend on finalized equipment selections or emissions calculations.

Deloitte’s site-screening example considers air-permitting rules and broader regulatory conditions. Treat incentives, tax abatements and grants as conditional elements that require eligibility, documentation and performance obligations; do not subtract them from a base estimate until the terms are documented. Likewise, model recurring property, sales, utility and business taxes rather than looking only at a one-time incentive.

Logistics and resilience

Transportation links influence both construction and operations. Check travel time and permitted routes for oversize equipment, access to ports, highways, airports and rail, supplier and customer proximity, winter or weather disruptions, and the ability to stage deliveries. A constrained road may require temporary works or off-hour shipments.

Evaluate natural-disaster exposure, floodplain status, wildfire, hurricanes, tornadoes, earthquakes, extreme heat and water scarcity. Resilience measures—elevated equipment, stronger structures, redundant feeds, backup water or power and additional inventory—add cost but may protect the production schedule and future uptime.

How the greenfield timeline is organized

Deloitte describes a greenfield journey in four broad phases. The ranges below are advisory planning frames from that overview, not measured national averages or guarantees. Activities can overlap, and the actual calendar depends on approvals, procurement, site conditions and the definition of startup.

Phase Approximate range What it generally includes What the range does not prove
Planning 6–24 months Business case, process definition, site screening, due diligence, concept design, permitting strategy and community discussions A fixed approval or site-selection deadline
Execution 12–36 months Sourcing and procurement, detailed design, construction and equipment installation A universal construction duration for every U.S. location
Startup 6–12 months Commissioning, systems testing, operator preparation and, where needed, product qualification Guaranteed first shipment or stable commercial output
Ramp 6–24 months Scaling production, troubleshooting, yield improvement and optimization Building completion; ramp can continue after opening

These ranges should not simply be added to create a promised completion date. Site selection can continue while early engineering proceeds; permitting may overlap with design; long-lead equipment can be ordered before the building is finished; and commissioning starts by system rather than on one universal day. Conversely, a delayed utility connection or permit can hold up several downstream activities at once.

Define the milestone that matters

Use a milestone list instead of one vague “finish” date:

  1. Site control: the company has an option, purchase agreement or lease with the necessary conditions.
  2. Design basis approved: process, capacity, codes, utility loads and layout are sufficiently defined to release major work.
  3. Permit-to-build: required construction approvals are issued.
  4. Building ready: the structure and base building systems pass the agreed inspections.
  5. Equipment mechanically complete: production equipment is installed, connected and safe to test.
  6. Commissioning complete: utilities and systems operate within specified parameters.
  7. Qualified production: the product or process meets required technical, regulatory or customer criteria.
  8. Planned-rate operation: staffing, yield, quality and throughput are stable enough for the business case.

Each milestone needs an owner, acceptance criteria and a date range. Reporting only the building handover can make a project appear finished while qualification and workforce ramp remain ahead.

A disciplined way to compare candidate sites

Use the same assumptions and evidence standard for every location. A staged process avoids spending detailed engineering money on sites that fail basic feasibility.

1. Screen against non-negotiables

Eliminate locations that cannot meet required power, water, discharge, transportation, zoning, environmental or workforce conditions within the business case. Record the reason for exclusion so a later incentive does not obscure a fundamental constraint.

2. Investigate shortlisted parcels in the field

Verify boundaries, title, easements, topography, drainage, soil, flood risk, access, neighboring uses and available building area. Obtain surveys and geotechnical information appropriate to the design stage. Inspect existing structures and utilities rather than relying on marketing descriptions.

3. Obtain utility and permitting evidence

Request written capacity, connection studies, expansion proposals, rates, lead times and responsibility for upgrades. Meet the relevant planning, building, environmental and fire authorities early. Identify which permits depend on equipment choices and place those decisions on the schedule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Test labor and logistics assumptions

Map the skills needed by shift and hiring wave. Speak with training providers and workforce agencies about recruitment and curriculum capacity. Model inbound materials, outbound products, oversize deliveries, seasonal disruptions and travel time for employees and contractors.

5. Negotiate with communities only after diligence

Deloitte’s U.S. plant-location case illustrates screening, field investigation and then community negotiation. Treat that sequence as an example rather than a mandatory formula. Any incentive or public commitment should be documented with eligibility, timing, clawbacks, infrastructure responsibilities and continuing operating conditions.

6. Score risk, not just headline cost

Create a decision matrix with weighted criteria such as site work, utilities, permits, labor, logistics, resilience, schedule confidence and expansion potential. Show a base case and explicit contingencies. A slightly higher known cost may be preferable to a cheaper site with unresolved power, soil or permitting risk.

  • Process equipment, tooling, material handling, laboratories and quality systems.
  • Utility extensions, on-site generation, storage and treatment.
  • Engineering, architecture, project management, legal, permitting and inspections.
  • Recruiting, training, temporary operations, validation and commissioning.
  • Owner-furnished equipment, freight, installation, spares and startup consumables.
  • Contingency tied to the maturity of design and the uncertainty of site information.

Label each line as known, quoted, budgetary or unresolved. State the date, currency, geography, tax treatment, escalation assumption and whether the amount is one-time or recurring. Do not use a generic cost-per-square-foot figure as a substitute for process and infrastructure definition; the available government and advisory sources do not establish a national factory price.

Update the estimate at defined gates: concept, selected site, 30-percent design, permit design, bid package, equipment award and mechanically complete. At each gate, replace allowances with evidence and move open risks into an owner-controlled risk register.

Common schedule and budget traps

Starting construction before the process is stable

Changing line layout, utility loads or hazardous-material classifications after design release can trigger redesign, permit amendments and rework. Freeze the design basis for each release and document what remains flexible.

Assuming a nearby utility is available

Capacity, reliability and connection dates must be confirmed by the provider. Obtain a study or written commitment; otherwise, carry the upgrade and schedule risk explicitly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the existing building’s hidden condition

For conversions, investigate structure, roof, floor loading, fire systems, environmental conditions, code compliance and utility capacity before committing to the schedule. An apparently faster reuse can become slower than new construction when remediation is extensive.

Treating equipment delivery as the end of installation

Equipment still needs rigging, alignment, interconnections, software, guarding, factory and site acceptance tests, operator training and spare parts. Commissioning should be planned by system with test procedures and acceptance criteria.

Calling the plant complete at ribbon-cutting

Startup and qualification can continue for months after the building opens. Tie the business case to qualified output and planned-rate performance, not publicity or occupancy alone.

Underestimating people and change management

Recruiting, training and standard-work development must begin before equipment is ready. Include experienced commissioning staff and a plan for shift coverage, maintenance response and quality escalation during ramp.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical planning checklist

  • Write a one-page process and capacity basis, including future expansion.
  • Define the target milestone: building-ready, commissioning-complete, qualified production or planned-rate output.
  • Shortlist sites using workforce, land, utilities, permits, logistics, resilience and community capacity.
  • Commission site, geotechnical, environmental, utility and transportation diligence before final selection.
  • Obtain written utility capacity, connection scope, cost responsibility and lead time.
  • Map every permit, dependency, submission date, review period and inspection.
  • Identify long-lead equipment and release dates; connect them to the construction sequence.
  • Build a work-package estimate with assumptions, allowances, contingency and recurring operating costs.
  • Plan recruiting, training, commissioning, qualification and ramp as separate workstreams.
  • Reforecast at design and procurement gates, reporting unresolved risks instead of hiding them in a single contingency percentage.

The result is not one universal number. It is a location- and process-specific range with a schedule whose assumptions can be tested, priced and revised as evidence improves.
