Yes, in principle. Proton can provide Windows-to-Linux compatibility, while an x86-to-Arm64 translator such as FEX can handle the processor-architecture mismatch. Valve documents this combination for its Steam Frame platform, but that does not mean every Windows game will work—or perform well—on any ARM Linux computer.
What Proton and FEX each do
Running a Windows game on ARM Linux can involve two separate compatibility problems: the game expects Windows APIs, and its code may be compiled for x86 processors rather than Arm64.

- Proton handles Windows-to-Linux compatibility. Valve describes Proton as based on a modified version of Wine, with graphics components such as DXVK that translate DirectX calls to Vulkan. Valve’s Steam Frame compatibility documentation explains this path.
- FEX handles x86-to-Arm64 translation. It translates 32-bit and 64-bit x86 instructions into Arm64 instructions. Valve says FEX can forward graphics API calls to native host libraries such as Vulkan or OpenGL, and uses code caching to help reduce stutter. These techniques do not guarantee smooth performance.
In a compatible setup, Proton addresses the Windows API side and FEX the processor instructions. Neither layer by itself makes a game compatible with every other requirement, including the device’s graphics stack, the game’s own behavior, or its input and display needs.

Valve describes Windows x86 games running through Proton and FEX on Steam Frame, which it identifies as using a Snapdragon 8 Gen 3 Arm64 chip and Arch-based SteamOS. The documentation says that for most developers the intended route is “running Windows x86 via Proton and FEX.” This is evidence for that particular platform, not proof that any ARM Linux PC or handheld has the same integrated configuration or user experience. Valve’s Proton repository also documents ARM64 builds, but it warns that “It’s not possible to use the resulting builds in x86 Steam running via FEX.” In other words, an ARM64 Proton build and x86 Steam running under FEX are not interchangeable pieces of a generic setup. Valve recommends that most users use the Proton version supplied by the Steam client; its ARM64 build instructions are aimed at people building Proton and require an ARM64 build machine. How to judge whether a game will work on your device
There is no compatibility result in the cited sources that can be safely generalized to a particular game on arbitrary ARM Linux hardware. Check the exact game and device combination rather than treating Proton-plus-FEX support as a blanket promise.

- Game compatibility: Look for evidence that the specific game launches and remains playable on the target setup. General support for Proton or FEX is not a per-game compatibility verdict.
- Performance and stability: Look for measurements from the same device, game, resolution, and settings you intend to use. Results from another ARM device should not be transferred as a frame-rate expectation.
- Graphics support: Confirm that the host’s Vulkan or OpenGL stack supports the game’s requirements and works with the chosen compatibility path.
- Controls and interface: Check that the input method works and that the game’s interface is readable at the target screen size.
Steam Frame verification figures are not universal benchmarks
Valve’s GDC 2026 Steamworks presentation describes standalone verification criteria that consider input, performance, and legible UI. It lists targets of 90 FPS for standalone VR titles and 30 FPS at 1280 × 720 for standalone 2D titles. These are Steam Frame verification criteria—not independently measured results, guarantees for every game, or performance standards for all ARM Linux devices. Local compatibility layers are different from streaming
Proton and FEX describe a local route: compatibility software runs on the ARM Linux device. Streaming is a separate use case in which a game runs elsewhere and video and input are transmitted over a network. The cited Valve documentation covers local compatibility, not a particular streaming service or recommendation.

How Windows on Arm differs
Windows on Arm is not the same setup. Microsoft documents Arm apps running natively and x86/x64 apps running under Windows emulation, but that does not establish whether a Windows game will run on Linux through Proton and FEX. Microsoft Learn: Windows on Arm documentation
Quick Recap
Rank #4
- Valve is entering the gaming console marketplace with the new Steam Deck, a console geared towards PC gamers. The Steam Deck can be docked to a monitor, and used as a PC, or docked to a TV.
- Players can play a huge variety of games at any time with the comfort of a console and the freedom of a PC. Not anti-glare screen.
- Like the name suggests, the Steam Deck will include upgraded 1TB storage, and will include a carrying case. A micro SD slot will also enable expanded storage.
- Valve partnered with AMD to create a specialized APU optimized for handheld gaming, and Valve says the chip will deliver performance to run AAA gaming titles.
- The Steam Deck is outfitted with a 7-inch touchscreen, and two trackpads under the control sticks that allow gamers to operate games never designed outside of mouse and keyboard capabilities.
