What’s actually slowing this PC down?

Compare the U.S. dollars you will actually receive for the same euro amount—not just the advertised exchange rate or a “zero fee” claim. Use quotes for the same transaction type, route, payment method, amount and approximate time, then account for the rate and every applicable charge.
What is a fair EUR-to-USD exchange rate?
A reference rate is useful for judging a quote, but it is not necessarily a rate a customer can use to make a transaction. The European Central Bank (ECB) says its euro reference rates are published for information and strongly discourages using them for transactions. The ECB generally updates rates around 16:00 Central European Time on working days, excluding TARGET closing days. Check the date and time when using one as a benchmark. ECB euro reference rates

For context, the ECB listed €1 = $1.1269 on 6 October 2026. That dated figure is a benchmark, not a promise of the rate or amount a provider will offer. A provider’s quote may differ, and you need to account for any separate charges as well.

- Set the transaction. Write down the euro amount, destination and transaction type: card purchase, ATM withdrawal, cash exchange or money transfer. These are different services and may have different charges and rules.
- Get a current quote. Record the provider’s rate, the dollar amount due to arrive, any separately stated conversion or transfer fee, and when the rate will be fixed. If it is unclear whether the displayed amount includes all charges, check the terms or ask before confirming.
- Check costs from other parties. For a card transaction, review the card network’s conversion terms and your issuer’s agreement. For a transfer, check the recipient amount and transfer charge. For cash exchange, ask for a firm quote for your amount and whether an additional commission applies.
- Compare the result on equal terms. Put the expected USD received side by side for the same EUR amount, route, payment method and approximate time. A lower stated fee can be outweighed by a less favorable rate; a favorable displayed rate can be reduced by separate charges.
For example, compare each provider’s final amount for the same €1,000 transaction—not one provider’s card quote against another’s cash-exchange quote. This like-for-like approach matters because the ECB benchmark changes over time and providers’ charges can depend on transaction type and payment arrangements.

What extra fees can apply to card conversions?
A card conversion can involve charges from more than one party. In its Regulation Z commentary, the U.S. Consumer Financial Protection Bureau (CFPB) gives an example in which a 1% network charge and a 2% issuer charge combine to 3%. This is a regulatory example, not an estimate of typical card fees. The CFPB also notes that the exchange rate used need not be the rate on the transaction date. Check your card agreement and statement rather than assuming the displayed rate is the final rate. CFPB Regulation Z commentary, § 1026.3
For card-based conversions covered by EU rules, the total conversion charges are disclosed as a percentage markup over the latest available ECB reference rate. This gives covered transactions a common way to express the charge, but it should not be assumed to apply to every transfer, exchange counter or transaction outside the rule’s scope. What to put in a comparison
| Comparison item | What to check |
|---|---|
| All-in outcome | How many U.S. dollars will arrive or be available after the stated charges? |
| Rate | What rate is applied, and when is it fixed? |
| Explicit charges | Are there conversion, transfer, withdrawal or cash-exchange fees? |
| Other parties’ charges | For a card, can the network and issuer each charge a fee? |
| Route and timing | Is the transaction going to the same destination, by the same method and on a comparable schedule? |
| Eligibility and limits | Can you use the service for this transaction, and do limits affect the amount or route? |
There is no universal cheapest provider established by these comparison factors alone. The best value for a particular transaction is the option that delivers the most USD on the terms you need, based on current like-for-like quotes.
