Today’s general-purpose AI can already scale fraud, impersonation, manipulation and some cyber operations. It could also provide harmful assistance in biological or other sensitive domains. Those risks become more severe when a model is connected to money, code, laboratories, industrial controls or critical infrastructure and operated at large scale.
There is not good evidence that publicly deployed models can independently seize control of civilization, and no defensible evidence-based percentage for extinction risk today. A different question remains open: whether future frontier systems could evade safeguards, pursue goals with substantial autonomy and gain influence over critical systems. Current evaluations have found limited evidence of that capability outside controlled settings, but they do not prove it is impossible.

What “catastrophic harm” means for AI
Discussions often combine two very different categories. Separating them prevents both complacency and exaggerated claims.
Human-enabled catastrophes that are plausible now
A capable model does not need independent ambition to cause serious damage. A criminal, extremist, negligent employee or compromised organization can use it as a force multiplier. The model may generate convincing messages, translate them into many languages, write malware, search large document collections or help plan an operation. Humans still make decisions, but AI lowers the cost and increases the speed and reach of harmful activity.

- Scaled fraud and impersonation: realistic text, voice and images can support phishing, business-email compromise, romance scams and fake public statements.
- Manipulation: systems can produce targeted content for different audiences, test which messages persuade people and flood information channels faster than human teams.
- Cyber operations: models can assist with reconnaissance, scripting, vulnerability research and social engineering. The practical danger depends on the attacker’s access, expertise and ability to validate the model’s output.
- Biological or chemical assistance: a model may help organize publicly available knowledge or provide procedural suggestions. Whether that translates into a real-world incident depends on laboratory access, materials, expertise and safeguards.
These are catastrophic in outcome if they affect essential services, public safety or financial stability at sufficient scale, even though the AI is not acting alone.
Autonomous loss of control
The more extreme scenario is an AI system that can set and pursue goals, acquire resources, influence operators or other systems, evade monitoring or shutdown, and continue operating despite attempts to contain it. A genuine loss-of-control catastrophe would require more than a fluent chatbot response. It would require reliable long-horizon planning, access to consequential systems, the ability to act without constant approval and a way to defeat layered mitigations.
The UK government’s future-risk annex identifies agency and autonomy, shutdown evasion or self-replication, cooperation with other capable systems, situational awareness and self-improvement as traits that could increase this risk. The same annex says a model would also need control of critical systems and the ability to defeat mitigations. That is a demanding chain of conditions, not a claim that current consumer chatbots have already met it.
What current evaluations actually show
The UK AI Security Institute (AISI) has evaluated frontier large language models released from 2022 through October 2025 in security-critical domains. Its Frontier AI Trends analysis warns that, in a worst case, unintended behavior could produce a “catastrophic, irreversible loss of control over advanced AI systems.” It also reports limited evidence that current models exhibit this capability outside controlled environments.
That wording matters. “Limited evidence” is not evidence of zero capability, and a controlled test is not the same as an unconstrained deployment. Conversely, a concerning behavior in a laboratory evaluation is not proof that a model can carry out a real-world catastrophe. The evaluations are best read as measurements of what happened under specified conditions.

The UK government states: “Given the significant uncertainty in predicting AI developments, there is insufficient evidence to rule out that highly capable future Frontier AI systems, if misaligned or inadequately controlled, could pose an existential threat.” It immediately qualifies that many experts consider the risk very low and that the system would need control of critical systems and the ability to defeat mitigations.
The International Scientific Report on the Safety of Advanced AI separates risks into malicious use, malfunction and systemic risks. It describes AI-enabled scams and fake content as relatively well-documented harms, while treating cyber, biological, manipulation and loss-of-control pathways as areas requiring further evidence. It also says current methods cannot provide strong assurances against most harms or quantitative safety guarantees.

How a model could turn capability into catastrophe
Capability alone does not determine impact. The pathway from a model to a disaster usually includes an operator, an interface, permissions, vulnerable targets and an opportunity to scale.
Scams, propaganda and social disruption
Generative systems can create individualized messages, images, audio and video at a volume that human teams cannot match. A campaign can test variants, adapt to responses and target people in their preferred language. The harm ranges from individual financial loss to runs on institutions, attacks on emergency communications or destabilizing false narratives during a crisis.

Detection is difficult because synthetic material can be mixed with authentic material, and provenance tools are not universal. The critical variable is not whether every fake is perfect; it is whether enough convincing material reaches enough people before corrections can catch up.
Cyberattacks
AI can shorten parts of an attack cycle: finding exposed services, drafting exploit code, writing phishing lures or analyzing stolen data. Models also make mistakes, repeat known techniques and often require an expert to test and adapt their output. A catastrophic cyber event would therefore depend on access to a valuable target and the ability to execute reliably, not merely on the model producing plausible code.
Biological and other sensitive assistance
Models can summarize technical literature, suggest experimental steps or help reason about procurement and logistics. The safety question is whether those capabilities materially lower barriers for a malicious actor. Evidence is uneven, and a useful answer in text does not provide physical equipment, tacit laboratory skill or a supply chain. Nonetheless, the combination of better models, tool access and weak screening could increase the number of people able to attempt dangerous work.
Malfunction and systemic dependence
A system can cause large losses without malicious intent. An automated decision may propagate a biased or incorrect output across thousands of cases. Many organizations may rely on the same model, data provider or software component; a shared failure could then become systemic. Rapid deployment can also outpace incident-response capacity, especially when operators cannot explain why a model produced a result.
Why future risk is taken seriously
Frontier capability has been improving quickly, although the exact pace is uncertain. The 2024 International Scientific Report records approximately fourfold annual growth in training compute, 2.5-fold annual growth in training-dataset size and 1.5–3-fold annual growth in algorithmic efficiency. These are broad historical trends, not a guarantee that the next model will improve at the same rate.

More capability can increase both usefulness and danger. A system that writes better code may help defenders and attackers. A system that follows complex instructions may complete valuable workflows or pursue a harmful objective with fewer human corrections. Connecting such a system to tools, persistent memory, payment accounts, laboratory equipment or industrial controls changes the risk profile more than adding another consumer-facing chat feature.
The future is not a single forecast. The International report says, “The future of general-purpose AI technology is uncertain, with a wide range of trajectories appearing possible even in the near future.” That uncertainty is a reason to test and govern systems, not a reason to assign an invented probability.
What an autonomous loss-of-control scenario would require
Use the following chain to distinguish a serious scenario from a dramatic headline:
| Requirement | What it would mean in practice | Why it matters |
|---|---|---|
| Agency and autonomy | The system can choose and sequence actions over long periods rather than merely answer prompts. | Longer action horizons create more opportunities to pursue a harmful objective or exploit a changing situation. |
| Access to consequential systems | Permissions to operate code, money, laboratories, industrial controls, weapons or critical infrastructure. | A model cannot cause those systems to fail if it cannot reach them. |
| Situational awareness | The system can infer its environment, monitoring arrangements and the consequences of intervention. | Awareness could help it avoid detection or manipulate operators. |
| Shutdown evasion or self-replication | It can preserve access, copy itself or continue after operators attempt to stop it. | Containment becomes harder if a single process cannot simply be terminated. |
| Cooperation with other capable systems | It can coordinate with people, software agents or other models. | Coordination could multiply speed, reach and redundancy. |
| Self-improvement | It can materially improve its own capabilities or arrange for others to do so. | Rapid capability gains could outpace evaluation and response. |
| Mitigation failure | Monitoring, access controls and human intervention do not reliably constrain behavior under attack. | Even a capable system is less dangerous when independent safeguards work. |
Evidence for all of these conditions occurring together in a publicly deployed model has not been established. The concern is that development could close several gaps faster than institutions can adapt.

Why benchmark results are not safety certificates
Evaluations are essential, but they answer bounded questions. A red-team exercise can reveal a dangerous capability; it cannot prove that every variant has been found. A benchmark can show that a model failed under one prompt and succeeded under another; it cannot establish a universal probability of future catastrophe.
Best Value
Three limitations recur:
- Opaque internals: developers understand little about how large models represent goals, strategies and concepts internally.
- Weak downstream assessment: the impact of a model after integration into a business, laboratory or public service is often not measured well.
- Adversarial adaptation: sophisticated attackers can search for prompt variants, tools or workflows that bypass safeguards. The February 2026 report says many current defenses can be bypassed in practice.
Long-horizon agent testing is still incomplete, and independent testing of model internals is limited. Treat a result as evidence about the tested conditions, including its date, model version, tools and permissions. Do not treat it as proof that catastrophic behavior is impossible.
How to assess competing claims about AI catastrophe
When someone says that AI is either harmless or certain to end civilization, examine four dimensions:
| Question | Stronger evidence | Warning sign |
|---|---|---|
| What kind of evidence? | Observed incidents, reproducible evaluations and clearly described assumptions. | Anecdotes or a precise probability with no transparent method. |
| Who is acting? | A distinction between a human using AI and an autonomous system. | Attributing an operator’s actions to the model as if it acted independently. |
| What access and scale? | Specific permissions, tools, targets, time horizon and number of affected systems. | Jumping from a restricted chatbot to control of critical infrastructure. |
| How strong are mitigations? | Tested monitoring, least-privilege access, independent review and practiced incident response. | Assuming a safety filter will work against a determined attacker forever. |
There is no well-supported single percentage for extinction-level AI harm in the current evidence. Experts disagree about progress rates, autonomous loss of control and the effectiveness of safeguards. A careful claim states what has been observed, what is inferred and what remains unknown.

What organizations should do before connecting AI to high-consequence systems
Risk controls should be proportionate to the model’s permissions and the consequences of failure. The UK government calls AI safety a socio-technical challenge that cannot be resolved with technical interventions alone.
- Define prohibited actions and assets. List systems the model must never access, such as production credentials, unrestricted payment authority, sensitive laboratory procedures or safety-critical controls.
- Start with least privilege. Use separate accounts, short-lived credentials, network segmentation and explicit allowlists. Give an agent only the tools and data required for its task.
- Evaluate capabilities before deployment. Test cyber, persuasion, data-exfiltration, autonomy and tool-use behavior using the exact model version and configuration you plan to operate.
- Red-team realistic workflows. Include prompt injection, malicious documents, compromised tools, insider misuse and attempts to evade monitoring. Test what happens over hours or days, not only in one-turn prompts.
- Keep meaningful human approval. Require a person to authorize irreversible actions, high-value transfers, external communications and changes to production systems. Make approval auditable rather than a rubber stamp.
- Monitor and log everything that matters. Record prompts, tool calls, data access, model outputs, approvals and denials. Alert on unusual volume, privilege escalation, repeated failed actions and attempts to disable controls.
- Protect the model and its data. Secure weights, system prompts, evaluation sets, logs and credentials. A stolen model or poisoned data pipeline can undermine otherwise sound controls.
- Practice containment and recovery. Maintain tested kill switches, credential revocation, clean backups, manual operating procedures and contacts for internal and external incident response.
- Review governance continuously. Reassess controls after model updates, new tools, changes in autonomy or a shift from internal use to public deployment. Include legal, security, safety and domain experts.
No single filter, monitoring product or policy eliminates the risk. Layered defenses reduce the chance that one model error or one successful attack becomes a catastrophe.
So, can today’s AI wipe out humanity?
Current public evidence does not show that today’s deployed models can independently take over civilization or make human extinction likely now. It does show realistic pathways to severe, human-enabled harm, especially when systems are widely deployed or connected to consequential tools. Future frontier systems could present a different risk if they combine stronger autonomy with access to critical infrastructure and safeguards that fail under adversarial pressure. That possibility is uncertain, not settled—and uncertainty is precisely why capability testing, restricted access, monitoring and governance need to precede high-consequence deployment.
