Yes. An edge device can run an AI model with no active cloud connection after you download the runtime, model weights, tokenizer, and required accelerator components. The practical limits are memory, model size, context length, accelerator support, storage bandwidth, power, and heat. Having enough disk space for a checkpoint does not guarantee enough RAM or VRAM to run it smoothly.
What offline edge inference actually means
Offline edge inference means the prompt is processed on the device instead of being sent to a remote API. You normally need an internet connection for the first installation: the runtime, model checkpoint, tokenizer, and sometimes a GPU or NPU backend must be downloaded. Once those files are present, prompting can continue while the device is disconnected.

Microsoft’s Edge Prompt API documentation describes this as network independence: after the initial model download, prompting has no network latency and can be used while the device is offline. Google’s LLM Inference API likewise describes running large language models completely on-device. Those statements apply to the specific runtimes and models they document, not automatically to every local-AI application.
Offline operation does not mean the device needs no networking ever. You still need a connected maintenance window to obtain model updates, security fixes, new runtimes, or a different checkpoint. Before disconnecting, confirm that all files are local and that the runtime is not configured to call a remote service for authentication, retrieval, telemetry, or a missing component.

Memory is more than the model’s file size
A checkpoint on an SSD is only one part of the memory budget. During inference, usable memory is consumed in several layers:
| Memory layer | What it contains | What makes it grow |
|---|---|---|
| Model weights | The learned parameters loaded from the checkpoint | Parameter count, numerical precision, and quantization level |
| Activations and work buffers | Intermediate tensors and temporary space used while calculating each token | Architecture, batch size, image or audio inputs, and backend implementation |
| KV cache | Saved attention keys and values used to preserve conversation context | Context length, number of simultaneous requests, and model architecture |
| Operating system and runtime | Tokenizer, code, graphics drivers, allocator reservations, and other processes | Device workload, backend, and how the runtime maps or streams weights |
Quantization stores weights with fewer bits, reducing the first line of the table. It does not eliminate activations, the KV cache, operating-system overhead, or the arithmetic needed to generate tokens. A model that loads at a short context can therefore fail when you paste a long document or open a second request.
Some runtimes memory-map or stream portions of a checkpoint from an SSD instead of keeping every byte resident in RAM. This can lower peak resident memory, but it makes generation more dependent on storage latency and bandwidth. It does not make computation free, and an overloaded or slow drive can produce stalls even when the model technically fits.
How much RAM or VRAM do you need?
There is no universal minimum. Requirements differ by model, context, quantization, operating system, and runtime. The following published figures are useful anchors, but each belongs to the named configuration.

| Documented configuration | Published requirement or measurement | How to interpret it |
|---|---|---|
| Microsoft Edge Prompt API preview | At least 20 GB of profile storage and a GPU with 5.5 GB VRAM or more | A requirement for that preview, not a guarantee for other browser models |
| Intel Edge AI teaching-assistant configuration | 16 GB RAM minimum, 32 GB recommended, 64 GB optimal | Below 16 GB, Intel recommends switching to a smaller model |
| Microsoft local Foundry workshop example | 8 GB RAM minimum; 16 GB or more recommended | Specific to the workshop’s example runtime and model |
| Edge0 8B checkpoint | About 4.2 GB on disk and approximately 1.0 GB allocator peak | OS, tokenizer, runtime overhead, and KV-cache growth are additional |
| Edge0 35B checkpoint | About 23 GB on disk and approximately 2.9 GB allocator peak | The allocator figure is not a complete system-memory requirement |
The Edge0 measurements illustrate why a file-size comparison can mislead. A 35B checkpoint can occupy roughly 23 GB of storage while the reported allocator peak is about 2.9 GB; that peak does not include every process or every context length. Conversely, a small checkpoint can still be uncomfortable on a device whose operating system leaves little free memory.
Intel gives a separate warning about the conversion step: its 2026 Edge AI Handbook says an 11-billion-parameter vision-language model needs about 100 GB of RAM during INT8 quantization, but about 32 GB during inference. Quantizing a model and running an already-quantized model are different workloads; do not size an inference machine from the conversion requirement, or assume the conversion will fit on the target device.
Quantization: what it improves and what it cannot fix
Lower-bit quantization reduces the bytes needed for weights and can make a model fit in a laptop’s memory or a device’s shared RAM. It can also reduce memory traffic, which may improve responsiveness on some hardware. The trade-off is that more aggressive quantization can reduce answer quality or make a model less tolerant of difficult prompts, and support varies by runtime and accelerator.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware match- Weight capacity: Quantization attacks the largest predictable part of the footprint: the parameter tensors.
- Context capacity: The KV cache still grows as the prompt and generated conversation become longer.
- Compute: Every generated token still requires matrix operations; fewer weight bits do not remove that work.
- Multimodal inputs: Images, audio, or video can add substantial temporary activations beyond a text-only prompt.
- Conversion memory: Creating an INT8 or other quantized checkpoint can require far more RAM than using the finished file.
Choose the smallest quantized model that meets your accuracy and context needs, then validate it on the actual device. A model that technically loads with an extremely short context may be less useful than a slightly smaller model that leaves headroom for normal documents and multiple turns.

CPU, GPU, and NPU acceleration
Local inference can run on a CPU, but generation speed and power draw depend heavily on the model and implementation. A supported GPU or NPU can accelerate matrix operations, while a runtime without a compatible backend may silently fall back to the CPU. Some systems make acceleration optional; others require a particular GPU, driver, or neural-processing backend.
Dedicated VRAM is a hard capacity boundary for many GPU runtimes. Integrated graphics and mobile systems may use unified memory, where the operating system, CPU, and accelerator share the same pool. In either design, reserve space for the OS and other applications rather than treating the advertised RAM or VRAM as entirely available to the model.
Acceleration also changes thermal behavior. A short benchmark can look fast while sustained generation causes a laptop, phone, or embedded board to reduce its clock speed. Measure a workload long enough to reach normal operating temperature, not just the first few seconds.

Storage planning for offline models
Store the checkpoint, tokenizer, runtime libraries, and any accelerator files on local storage before disconnecting. Edge0 reports approximately 4.2 GB for its 8B checkpoint and 23 GB for its 35B checkpoint; larger models can require tens of gigabytes. Keep additional free space for alternate quantizations, temporary downloads, logs, and updates.

An external SSD for local AI models is a practical way to carry several checkpoints between machines. It solves a storage-capacity problem, not a RAM or VRAM problem: a device can hold a 23 GB file on an SSD and still be unable to load or use that model at the desired context length. Streaming from an external drive also makes cable quality, interface speed, and sustained bandwidth part of the performance equation.
Offline setup: a reliable five-step procedure
- Download while connected. Install the chosen runtime and download the exact model checkpoint, tokenizer, quantization files, and accelerator backend required by that runtime.
- Verify local completeness. Put the files in the runtime’s expected directories and perform a local load. Check that it does not attempt to fetch a missing tokenizer, driver component, or model shard.
- Test with networking blocked. Disconnect from Wi-Fi and wired networks, or apply an outbound firewall rule, then run a short prompt. Confirm that the response is generated locally and that no missing-file error appears.
- Measure the intended workload. Record sustained tokens per second, first-token latency, peak RAM and VRAM, temperature, battery drain, and power draw using the context length and number of concurrent requests you actually expect.
- Reduce pressure if necessary. Move to a smaller model or lower weight precision, shorten the context, reduce concurrent requests, close other applications, or use a supported accelerator. Re-test after each change.
Troubleshooting common offline failures
The checkpoint fits on disk but will not load
Check free RAM or VRAM, not just storage. Close memory-heavy applications and confirm that the runtime is using the intended quantized file. If the device still runs out of memory, select a smaller model, reduce context length, or use a backend that can share or stream memory. Memory-mapping may help peak resident usage, but it cannot overcome insufficient compute or an unsupported model format.
It works for a short prompt and fails on a long one
The KV cache is probably consuming the remaining headroom. Lower the maximum context, shorten conversation history, process a document in smaller chunks, or reduce the number of simultaneous sessions. Repeating the same model-load test with a short prompt will not expose this failure mode.

Watch temperature and sustained power. Thermal throttling, battery-saving modes, or a shared-memory system under pressure can reduce speed after the initial burst. Test while plugged in, use the vendor-supported performance mode when appropriate, and compare sustained rather than peak throughput.

The accelerator is ignored
Confirm that the runtime supports your exact GPU or NPU, that its driver is installed locally, and that the selected model format is compatible. A runtime may fall back to CPU without a clear error. Inspect its device-selection setting and compare memory use and speed with an explicitly selected accelerator backend.
The first offline run asks for a download
Reconnect only long enough to identify the missing asset, then download it and repeat the network-blocked test. Common omissions include tokenizer data, model shards, runtime plugins, or a backend library rather than the main checkpoint itself.
Choosing a model for a laptop, phone, or embedded device
| Decision factor | Prefer a smaller model when… | A larger model may be justified when… |
|---|---|---|
| Quality | Short answers, classification, extraction, or routine drafting are sufficient | You need stronger reasoning, broader knowledge, or multimodal capability |
| Memory | Free RAM or VRAM is limited after the OS and applications load | The device has documented headroom for weights, cache, and runtime overhead |
| Latency | Interactive response matters more than maximum capability | Longer waits are acceptable for difficult requests |
| Power and heat | The device runs on battery or has a small passive cooler | Sustained power and active cooling are available |
| Storage | You need several models on a small drive | A large local SSD can hold checkpoints and spare update space |
| Privacy and resilience | Prompts must remain local or connectivity is unreliable | You can tolerate a larger installation and more complex maintenance |
For a laptop, begin with the RAM and VRAM figures documented by the runtime you plan to use, then leave room for normal applications. On a phone or embedded board, prioritize a compact quantized model, short-to-moderate context, and thermal testing because shared memory and cooling are usually tighter. The Intel figures of 16 GB minimum, 32 GB recommended, and 64 GB optimal are useful for its documented local-AI configuration, not a promise that every 16 GB computer can run every model.
Do these 3 things before closing this tab:

When inference stays on the device, the prompt and generated output do not need to cross a network connection to a hosted model. That is valuable for confidential material, field work, aircraft or industrial environments, and locations with unreliable connectivity. Offline operation also removes round-trip network latency and keeps a working model available during an outage.
Local processing does not automatically make an installation secure. Protect model and output files at rest, restrict which applications can access them, and verify the runtime’s network behavior. Keep a controlled process for updating the runtime and model when the device is temporarily connected.
A practical go/no-go checklist
- Do you have enough local storage for the checkpoint plus tokenizer, runtime, updates, and free working space?
- Does the runtime document support for your CPU, GPU, NPU, operating-system version, and model format?
- After the OS and other applications start, is there headroom beyond the weight memory?
- Have you budgeted for activations, KV-cache growth, and concurrent requests?
- Can the device sustain the required speed without overheating or exhausting its battery?
- Have you loaded and tested the model with networking blocked?
- Do your measurements use the real context length, prompt type, and session count?
If the answer to storage is yes but the memory or sustained-performance answers are no, the model is not ready for dependable offline use. Reduce the model or workload rather than treating additional disk capacity as a substitute for RAM, VRAM, or compute.
