Can Copilot Change or Delete Files Without Permission? What Windows Users Should Know

Windows Copilot does not have one permission model. Here is what Microsoft documents about reading files, changing them, and approval prompts.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It depends on which Copilot feature you mean. Microsoft documents PC Insights in Copilot on Windows as an opt-in, read-only feature: it asks before accessing relevant PC or file information and cannot make system changes or fixes. Other features can find or read files, or use open-screen context. Separate action-taking experiences, such as Copilot Tasks and Cowork, have their own approval controls. So neither “Copilot can silently delete any file” nor “Copilot can never change a file” is a safe blanket rule.

Accessing a file is not the same as changing it

“Copilot” refers to several features, not one uniform permission system. A feature that can locate or read a file does not thereby have the ability to edit or delete it. The answer depends on the named feature, whether the file is local or in cloud storage, and whether you are using a personal or work or school account.

Feature What Microsoft documents Permission or action boundary
PC Insights in Copilot on Windows Answers questions about PC state and files; experimental and gradually rolling out. Asks before accessing relevant PC or file data, retrieves only what is needed, and cannot make changes or fixes. Microsoft Support
Windows Copilot file search Helps find, open, and ask about local files, including synced OneDrive files on the device; supports common file formats listed by Microsoft. Access can be adjusted under Account > Settings > File Search and File Read. Microsoft Support
Copilot Vision Can use open browser windows or apps as context to provide help. Microsoft says tab context is used with permission and only in that conversation. Microsoft Support
Copilot Tasks Uses automation to take actions on a user’s behalf. Microsoft lists deleting files and modifying cloud storage among account-altering actions that require approval or user completion. Microsoft Support
Copilot Cowork (Preview) Can create or modify files during a conversation. Microsoft says it requests permission before certain actions, including writing files, and describes approvals for listed account-altering actions. Microsoft Support

These descriptions do not establish whether every Copilot app build or workflow can delete arbitrary local files without a prompt. Check the documentation and settings for the exact feature and action you are using.

What PC Insights can access and change

Microsoft describes PC Insights as experimental and says availability is gradually rolling out. Its documentation says, “Copilot only accesses information after you give permission.” When PC Insights asks, its prompt offers permission for the session, permission for similar requests, or “Not now.” Session permission lasts until the PC restarts or the app stops. You can change or revoke permissions in Copilot privacy settings. PC Insights retrieves only relevant data and, according to Microsoft, cannot make system changes or fixes. Read Microsoft’s PC Insights guidance.

#1 Best Overall

Finding files, using screen context, and recent items

File search

Windows Copilot file search can help find, open, and answer questions about local files, including OneDrive files synced to the device. To adjust this access, Microsoft directs users to Account > Settings > File Search and File Read. Finding or reading a file is distinct from changing or deleting it. See Microsoft’s file search instructions.

Vision

Copilot Vision can use open browser windows or apps to provide help based on what is on screen. Microsoft describes tab context as permission-based and limited to that conversation. This is a separate capability from file search and from an action-taking feature. Microsoft’s Vision guidance.

Why a recent file may appear

A file appearing in Copilot’s recent-file list does not by itself mean it was uploaded or that Copilot scanned the PC. Microsoft says Copilot does not scan a PC or upload files automatically; the app may show recently opened files by referencing Windows Recent Items stored on the device. When Copilot can take actions

Copilot Tasks

Tasks is an action-taking experience. Microsoft identifies deleting files and modifying cloud storage as account-altering actions that require approval or user completion. This is a feature-specific control; it should not be generalized into a promise about every Copilot workflow or every local file.

Copilot Cowork

Cowork (Preview) can create or modify files in a conversation. Microsoft says it asks permission before certain actions, including writing files, and its guidance describes approvals for listed account-altering actions. Because these approval rules are tied to the Cowork experience, read the specific prompt rather than assuming another Copilot feature follows the same process.

For an uncertain action, do not skip the approval prompt. Microsoft warns that Copilot can make mistakes or misinterpret instructions. Review what the prompt says it will do and approve only if the action and target are clear. Microsoft’s Cowork guidance describes its permission and approval behavior.

How to check or limit access on your Windows PC

  1. Identify the feature. Confirm whether you are using PC Insights, file search, Vision, Tasks, Cowork, or another Microsoft 365 Copilot experience. Their documented capabilities and controls differ.
  2. For PC Insights, review its permission prompt. Choose session permission, permission for similar requests, or “Not now.” To change or revoke an existing choice, use Copilot privacy settings. Session permission ends when the PC restarts or the app stops. Microsoft’s PC Insights guidance.
  3. For Windows file search, check its access setting. In Copilot, go to Account > Settings > File Search and File Read. Microsoft lists this path.
  4. For a proposed change, inspect the action prompt. Check which file or storage location is affected and what Copilot says it will do before approving. If the requested action is unclear, do not approve it.
  5. Do not rely on one Windows privacy page as a complete control panel. Microsoft notes that the Windows Privacy page may not list desktop apps that have access to all system resources; it does not promise that a single Windows privacy toggle controls every desktop-app capability. Microsoft’s Windows privacy guidance.

Personal and work or school accounts are not interchangeable

Microsoft’s privacy guidance for personal-account Copilot is distinct from its guidance for Microsoft 365 Copilot used with a work or school account. Do not assume that an explanation for one account type covers the other. Check the privacy documentation and controls for the account and Copilot experience you actually use.
