Companies can redeploy many employees when AI changes their tasks rather than eliminating the entire job. Success depends on mapping adjacent skills, paying for learning time, redesigning workflows and guaranteeing genuine internal opportunities. Training cannot create a viable pathway where most duties are automated and no comparable role exists, so reskilling and workforce reductions can occur at the same time.
What the evidence says about reskilling and AI
Employer plans and worker surveys point to reskilling as the main way organizations expect to adopt AI. The World Economic Forum’s 2025 employer survey found that 77% of surveyed employers plan to implement reskilling or upskilling between 2025 and 2030. It was the most anticipated workforce strategy in 45 of the 55 economies covered. That is a statement about planned employer action, not a promise that 77% of jobs will be saved.

The same survey shows why training needs financial backing: 55% of employers identify funding for reskilling and upskilling as a top policy intervention, while 52% identify providing reskilling or upskilling itself. Announcing courses without paid time, tuition or a route into a job leaves workers responsible for a transition they cannot realistically complete on top of their existing workload.
OECD’s 2025 synthesis of employer and worker surveys reports that more than half of workers who use AI receive employer-funded training. Workers who receive training are more likely to report improved performance and better working conditions. In manufacturing and finance, 40% of employers identify skills as the main barrier to AI adoption, making the shortage of trained people a business constraint rather than only a human-resources concern.

Earlier World Economic Forum analysis estimated that 16 of every 100 employees were expected to be reskilled and redeployed into growing roles by 2027. The estimate describes anticipated redeployment, not a guaranteed result for every employee or industry.
Small and medium-sized businesses also report benefits from training around generative AI. In an OECD 2025 survey of more than 5,000 SMEs in Austria, Canada, Germany, Ireland, Japan, Korea and the United Kingdom, 65% of SMEs using generative AI said employee performance improved. The survey does not establish that training alone caused the improvement, but it shows why employers are investing in capability rather than treating AI solely as a head-count reduction tool.
Why AI changes tasks more often than it removes whole jobs
A job is a bundle of tasks. An AI system may draft text, classify documents or summarize calls while a person remains responsible for context, exceptions, decisions and consequences. The practical question is therefore not “Is this occupation exposed?” but “Which tasks can the system perform, which tasks can it assist, and which tasks still require a person?”

Most workers need stronger digital skills and the ability to use, analyze and interpret data. It also finds that AI tends to complement employees in highly exposed jobs, increasing demand for high-level skills instead of automatically removing the role.

OECD’s 2024 workplace paper reported that four in five workers said AI improved their performance and three in five said it increased their enjoyment of work. The paper also estimated that occupations at the highest risk of automation account for about 27% of employment in OECD countries. That is an exposure measure, not a forecast that 27% of people will lose their jobs.
Reskilling is most feasible when the new work is adjacent to the old work. A claims examiner who learns data validation and exception handling may move into AI-assisted quality control. A customer-service representative may learn escalation analysis, knowledge-base maintenance and conversational-AI supervision. A warehouse worker may move toward robotics maintenance, inventory analytics or safety coordination. These moves use existing process knowledge while adding digital or analytical capability.
Which roles are realistic candidates for redeployment?
Employers should classify work before selecting courses. A useful assessment separates three kinds of activity:
- Automatable tasks: repetitive, rules-based work with stable inputs and measurable outputs.
- Augmentable tasks: activities where AI can generate a draft, prediction or recommendation but a person checks accuracy, context and risk.
- Human-accountability tasks: work requiring physical presence, relationship management, ethical judgment, legal responsibility, negotiation or safety decisions.
A role with a large augmentable or human-accountability component usually offers a stronger reskilling case than a role composed almost entirely of automatable tasks. The employer must still identify a destination role, its vacancies and the time required to reach proficiency. “Learn AI” is not an occupational pathway; “complete data-quality training, shadow the analytics team and apply for a defined analyst opening” is.

Skills should be mapped at the task level. Managers can inventory tools, decisions, data sources, customer interactions and error consequences, then compare that inventory with the requirements of growing internal roles. The gap may involve spreadsheet and database fluency, statistical interpretation, process design, project management, communication or domain knowledge rather than software engineering.
How to build a reskilling program that leads to jobs
1. Map tasks and adjacent skills
For every affected role, document what AI is expected to do, what it cannot reliably do and who remains accountable. Build a skills profile for both the current position and target roles. Include proficiency levels, required credentials, shift or location constraints and the number of openings expected.
2. Choose workflow-specific learning
Training should mirror the work employees will perform. A curriculum might combine digital literacy, data interpretation, managerial judgment, problem-solving, creativity and communication. Advanced coding is appropriate for some destinations, but OECD evidence indicates it is not necessary for most workers. Practice should use the company’s approved tools and realistic cases, with feedback from experienced practitioners.
3. Fund time and access
Paid learning hours, tuition assistance, apprenticeships, mentoring and accessible instruction determine whether people can finish. Offer multiple formats for shift workers and people with disabilities. Set a protected schedule rather than telling employees to study after an already full workday. Track participation by demographic group and job level so access is not limited to employees whose managers can spare them.

4. Connect completion to internal mobility
Publish the roles for which each learning path qualifies employees. Use internal hiring targets, short-term assignments, job shadowing and manager sponsorship to create a bridge from a certificate to paid work. A redeployment commitment should specify how applications are assessed, whether prior tenure counts and what support is available if an employee needs more practice.
5. Govern AI before expanding access
Employees need instruction on privacy, confidential data, bias, security, intellectual-property restrictions, verification and escalation. AT&T requires responsible-AI training before employees can access internal generative-AI tools, illustrating that safe adoption includes policy and accountability skills, not just prompt writing. Access controls, approved tools and audit processes should be part of the learning path.
6. Provide supervised practice
Use sandboxes, paired work and staged permissions. Employees can first evaluate AI outputs, then use the system on low-risk tasks, and finally handle production work with review. Define what counts as an error, who signs off on decisions and how incidents are reported. This protects customers while giving learners meaningful experience.
7. Measure employment and business outcomes
Course enrollment is an activity metric, not proof of reskilling. Track completion, demonstrated skills, time to proficiency, internal applications, internal moves, retention, productivity, quality, workload, safety incidents and employee experience. Compare results with the baseline for the original role and with external hiring costs. Stop or redesign paths that produce certificates but no qualified candidates or vacancies.

Reskilling versus replacement: a decision framework
Training is not automatically cheaper or faster than replacing workers. The right choice depends on the work, the labor market and the company’s obligations. Assess both options using the same criteria:
| Decision factor | Questions for a reskilling plan | What replacement may indicate |
|---|---|---|
| Task exposure | Are many duties augmentable or accountability-based? | Most duties are automatable with reliable controls. |
| Skill distance | Can existing process knowledge transfer to a target role? | The target requires a fundamentally different profession or credential. |
| Time to proficiency | Can the employee reach the required level before the work changes again? | Training would take longer than the operational window allows. |
| Internal demand | Are funded openings, projects or apprenticeships available? | No credible internal role exists after training. |
| Risk and regulation | Can supervised practice meet privacy, safety and legal requirements? | Errors would create unacceptable harm or liability during transition. |
| Economics | Do learning costs, paid time and temporary productivity loss compare favorably with hiring and onboarding? | Required capability is readily available externally at lower total cost. |
| Fairness and access | Can all affected groups obtain the same time, tools and selection process? | Only a narrow group can realistically meet prerequisites. |
A credible plan publishes which roles are in scope, what learning is funded, how internal moves will be made and what happens when no pathway exists. Workforce reduction and reskilling can occur together: a company may redeploy some employees, reduce duplicate capacity and close roles whose tasks have disappeared.
How employers are applying this approach
AT&T’s role-based learning model
AT&T reported investing more than $89 million in training in 2025. More than 147,000 employees completed 5.8 million training hours. Its Ask AT&T Academy offered foundational, intermediate and advanced paths, and 20,000 employees received Microsoft Copilot licenses with associated learning tracks. The company says its goal is to enhance rather than replace the workforce. These are company-reported activities, not an independent evaluation of redeployment results.

Amazon reports committing more than $1.2 billion since 2020 to train over 300,000 employees for high-growth jobs, including robotics and engineering. Its technical academy describes a route from nontechnical work into software engineering. The example demonstrates the scale and duration required for a major transition; it does not show that every participant moved into a technical role.
Cross-company role mapping
In April 2024, Cisco, Accenture, Eightfold, Google, IBM, Indeed, Intel, Microsoft and SAP announced the AI-Enabled ICT Workforce Consortium. The initiative focuses on identifying AI-affected roles and corresponding reskilling pathways. Such collaboration can help standardize job descriptions and learning targets when one employer cannot define the whole market alone. As Indeed’s Hannah Calhoon said in the announcement, companies that let employees learn new skills and gain on-the-job experience with evolving AI tools can deepen their expert bench, improve retention and expand their candidate pool.
Common failure modes and how to correct them
- Generic courses: Replace broad AI awareness with a named workflow, target role and practical assessment.
- Training without time: Put paid hours and manager coverage in the operating plan.
- No vacancies: Publish destination roles before enrollment and reserve project placements.
- Tool-first adoption: Teach privacy, verification, security and accountability before granting production access.
- Selection bias: Audit who receives invitations, licenses, mentors and interviews.
- Counting certificates: Report skill demonstrations, internal moves, quality and workload outcomes.
- Ignoring job redesign: Rewrite goals, staffing levels and decision rights so trained employees can actually use their new skills.
What employees should ask before enrolling
- Which tasks in my current job will change, and which will remain?
- What specific internal roles does this pathway lead to?
- How many funded openings or assignments exist?
- Are learning hours paid, and are equipment and accessibility support included?
- What assessment proves readiness, and who makes the hiring decision?
- What happens if I complete the training but no role is available?
- What rules govern confidential data, AI output review and mistakes?
Clear answers distinguish a workforce strategy from a public-relations promise. OECD summarizes the practical case plainly: “Training is the dominant – and effective – employer response.” Its effectiveness depends on connecting learning to redesigned work and a fair route into that work. Companies can reskill many employees instead of replacing them with AI, but they should promise a pathway only where the task analysis, investment and internal demand support it.
