Yes—but only in selected locations and with coordinated grid investment. California’s system has near-term reserve capacity, yet a new AI campus can be blocked by a constrained substation, transmission deliverability, interconnection queue, or construction schedule long before the statewide resource balance is exhausted.
Data centers already represent about 1,000 MW, or 2% of CAISO peak demand, according to the California Energy Commission (CEC) in early 2026. The CEC projects roughly 4,500 MW, or 9% of peak demand, by 2040. That growth is feasible if projects are connected where infrastructure exists, new generation and storage arrive on time, and computing loads can respond during stressed hours.

What California’s grid can handle today
The most useful starting point is the difference between statewide adequacy and the ability to energize one particular site. California can have enough resources in aggregate while a proposed data center waits years for a transformer, substation expansion, transmission upgrade, or interconnection study.

CAISO’s 2025 summer assessment reported a 1,451 MW surplus against its 1-in-10 loss-of-load-expectation (LOLE) planning target. The same assessment identified about 3,379 MW of emergency supply available through state reserves and interties. Those figures indicate a planning margin for ordinary near-term conditions; they are not a promise that every project can receive firm service immediately.

How large is the existing data-center load?
CEC data for early 2026 puts California data-center demand at approximately 1,000 MW, equal to about 2% of CAISO peak demand. This is a systemwide estimate covering data centers, not a separate meter category for AI-only facilities. AI training clusters can have unusually high and steady power requirements, so their operational profile may be more consequential than the nameplate total alone.
How much electricity demand is expected to grow?
The CEC’s 2026 outlook projects data-center demand to reach approximately 4,500 MW, or 9% of CAISO peak demand, by 2040. That is a substantial increase, but it does not establish a single statewide limit on the number of AI campuses. Each project’s timing, location, load shape, connection voltage and flexibility changes the answer.
| Measure | Current or base year | Forecast | Publisher and qualification |
|---|---|---|---|
| California data-center demand | About 1,000 MW; 2% of CAISO peak demand in early 2026 | About 4,500 MW; 9% by 2040 | California Energy Commission, 2026; statewide estimate |
| CAISO peak demand | 46,094 MW in 2025 | 52,940 MW in 2030 | CAISO citing the CEC forecast, 2025; approximately 15% growth |
| CAISO annual energy | 217,686 GWh in 2025 | 271,992 GWh in 2030 | CAISO citing the CEC forecast, 2025 |
The broader forecast includes transportation and building electrification as well as data centers. CAISO expects peak demand to rise about 15% between 2025 and 2030, while annual energy increases by roughly 25%. AI projects will compete with those other new loads for generation, transmission and construction capacity.
Why a statewide surplus does not guarantee a powered site
Electricity must reach the customer through a specific path. A project can encounter limits at several layers:
- Distribution and substation capacity: The local feeder, transformer or switchyard may not support the requested load without replacement or expansion.
- Transmission deliverability: Power may exist elsewhere in the CAISO footprint but lack a deliverable path into the project’s zone during peak conditions.
- Interconnection queue timing: Study position, network-upgrade scope and permitting can determine whether energization occurs in three years or considerably later.
- Resource adequacy at the right hours: A project needs dependable capacity during evening peaks and extreme weather, not only annual energy credits.
- Construction sequencing: Substations, high-voltage lines, transformers, generation and batteries must be completed in a workable order.
For that reason, “California has enough electricity” and “this parcel can receive 500 MW by 2029” are different questions. A credible schedule requires written utility and CAISO study results, not only a map showing nearby transmission lines.

The transmission and generation build-out is the central constraint
CAISO’s 2025 transmission planning documents say annual new-resource requirements have increased from about 1,000 MW per year to 5,000–7,000 MW per year. The plan specifically identifies electrification and data-center growth as new challenges that require additional grid strengthening to serve load centers reliably.
That requirement includes more than solar panels. California must add a portfolio of resources that can serve different hours: solar and wind for energy, batteries and other flexible resources for shifting, and dependable capacity for periods when renewable output is low. Transmission projects can take years to permit and build, so a data-center schedule that assumes immediate access to future lines carries development risk.
The U.S. Energy Information Administration’s 2024 California profile, released in 2025, reported 96,773 MW of net summer capacity, 214,191,383 MWh of net generation and 245,717,145 MWh of retail sales. Those statewide totals describe the existing system; they do not indicate spare capacity at a particular substation or guarantee that every megawatt is available when an AI cluster needs it.
How California is changing planning and interconnection
The CEC’s 2025 demand-side modeling includes explicit data-center allocations, known-load scenarios, hourly profiles and local-reliability cases. Modeling the hourly shape matters because a facility that runs flat out around the clock creates a different planning need from one that can reduce or shift computing during a few critical hours.
CPUC and CAISO are also reforming interconnection processes to prioritize viable projects in zones with transmission availability. The CPUC’s 2025 Grid Modernization Report quoted a CAISO filing stating that the interconnection queue contains more than three times the capacity expected to meet California’s public-policy objectives for the next two decades and exceeds the ability of available and planned transmission to deliver all of those projects to customers.

How to evaluate a California site for an AI data center
A site comparison should score the following dimensions before land or equipment commitments become irreversible.
1. Time to energization
Request the utility’s preliminary load-service assessment, available substation capacity, required voltage, study status and target in-service date. Confirm whether the date depends on a new transformer, line extension, network upgrade or CAISO-approved transmission project. A site with less theoretical renewable potential can be superior if it has an existing substation and a realistic construction path.
2. Local versus bulk constraints
Separate feeder and substation limits from regional transmission congestion. A local bottleneck may be solved with a dedicated substation or transformer; a bulk-system constraint can require a large network project and affect the entire schedule. Ask which upgrades are customer-funded, which are shared, and what happens if the project’s requested load changes.
3. Firmness and operating flexibility
Define the portion of load that must be firm and the portion that can move. AI training jobs, batch inference and data processing may be scheduled differently from latency-sensitive services. Quantify ramp rates, minimum run times, notice periods and the maximum duration of curtailment the business can tolerate.
4. Cost and risk allocation
Model transmission and distribution upgrade charges, deposits, standby service, demand charges, congestion exposure and the risk of paying for assets that are delayed or underused. Contract terms should identify who pays for overruns and whether a phased load ramp is allowed.
5. Clean-energy compliance
Compare the site’s ability to procure qualifying clean resources while maintaining reliability after sunset and during extreme events. Annual renewable matching alone does not ensure hourly delivery. Storage, firm contracts and controllable load may be needed to cover evening peaks.

6. Community and permitting impacts
Include backup-generator emissions, water use, noise, land use, air permits and local approvals. A project can have adequate electrical capacity yet face a permitting delay that makes the interconnection schedule unusable.

Behind-the-meter solar and batteries
CPUC planning materials identify behind-the-meter storage paired with solar as a way to reduce and shift peak demand. Batteries can charge during lower-cost or higher-renewable hours and discharge when the facility would otherwise create a new peak. Their value depends on duration, cycling limits, interconnection rules and whether the utility credits the capacity in a way that matches the project’s obligations.
Flexible computing
Operators can schedule non-urgent training, checkpointing, model evaluation and other batch workloads for hours when the grid is less stressed. Geographic workload shifting can provide another layer of flexibility, but it requires software orchestration, data-transfer capacity and service-level agreements that permit delay.
Demand response
Demand-response enrollment can allow a utility or aggregator to request a temporary reduction during grid emergencies or high-price periods. Availability, measurement rules, notification time and compensation differ by utility territory. No single statewide tariff should be assumed; obtain the current program terms before using demand response in a reliability or financial model.
Phased energization
A campus can commission an initial block while later buildings wait for transmission or generation upgrades. This reduces the first connection requirement and gives the operator time to validate cooling, backup power and workload controls. The trade-off is that partial deployment may raise construction cost per megawatt.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Could AI data centers cause blackouts or higher rates?
They can increase pressure on reliability and customer costs if load arrives faster than generation, storage and transmission. A large, inflexible campus added to a constrained zone can increase local upgrade requirements, raise procurement needs and intensify competition for capacity. Those effects are risks, not proof that blackouts or a specific rate increase will occur.
Best Value
Blackout risk depends on the complete resource and transmission portfolio, operating conditions and emergency performance. CAISO’s reported 1,451 MW planning surplus is a buffer for the modeled 1-in-10 standard, not unused electricity that can be assigned freely to new customers. The 3,379 MW emergency-supply figure likewise depends on reserves and interties being available under the event conditions studied.
Rate impacts depend on cost allocation. If a project pays the incremental facilities and contracted resources needed to serve it, effects on other customers can be limited. If upgrades are shared or a project is delayed after infrastructure is built, regulators must decide how those costs are recovered. Tariff design and CPUC proceedings therefore matter as much as the headline load forecast.
What “enough power” means through 2040
California is not facing a single statewide yes-or-no threshold. The CEC’s projection of 4,500 MW of data-center demand by 2040 is achievable only alongside sustained additions of generation, storage and transmission, plus better coordination of interconnection queues. A project that arrives in a zone with available deliverability and flexible operations is materially different from an identical project seeking a large, flat load behind an already constrained substation.

For developers, the practical test is a documented path from today’s study results to firm service: a utility capacity assessment, CAISO interconnection milestones, funded upgrades, a resource plan for peak hours, and operating controls that can respond when the system is stressed. For policymakers and communities, the key questions are who pays for those investments, how quickly they can be permitted, and whether reliability and environmental requirements remain enforceable.
Frequently Asked Questions
Is California running out of electricity for AI data centers?
Not statewide in the near term. CAISO’s 2025 assessment found a 1,451 MW surplus against its 1-in-10 LOLE target, but local transmission, substation and interconnection limits can still prevent a specific project from connecting on its preferred schedule.
How much power could California data centers use by 2040?
The California Energy Commission projects about 4,500 MW, or 9% of CAISO peak demand, by 2040, compared with about 1,000 MW and 2% in early 2026.
Where can a new AI data center get power fastest?
No statewide site list establishes a universal answer. The best prospects are locations with documented substation and transmission deliverability, a viable interconnection-queue position, funded upgrades and a realistic energization date.

Can batteries and flexible computing reduce grid impacts?
Yes. Solar paired with behind-the-meter storage can shift peak demand, while schedulable computing and demand response can reduce load during stressed hours. Program eligibility and compensation must be confirmed with the serving utility.
