Not completely. The current iPad mini (A17 Pro) can handle FaceTime, internet communication, and some calls and texts linked to an iPhone. But even the Wi-Fi + Cellular model is specified by Apple as data-only: it does not provide standalone carrier voice service. For ordinary calls to your iPhone number, you need an iPhone to relay them, subject to Apple’s setup requirements.
What “replace an iPhone” means in practice
An iPad mini can take over many communication and browsing tasks, especially when you have Wi-Fi or a cellular data plan. It is not a one-device replacement for a conventional phone if you need independent carrier calls and messaging. Apple lists the current iPad mini with an 8.3-inch display; its compact tablet shape is also a different everyday carry than a phone.

The key distinction is that cellular data is not the same as a cellular phone line. Apple’s specifications for the iPad mini (A17 Pro) list the Wi-Fi + Cellular model as supporting 5G/LTE and eSIM, but its cellular service is data-only.

Make FaceTime audio and video calls
FaceTime works on iPad mini for audio and video calls to FaceTime-enabled devices over Wi-Fi or cellular data. These are internet-based calls, not ordinary calls placed through an iPad’s own carrier voice line. Apple lists FaceTime among the iPad mini’s features.

Relay calls from an iPhone
With Continuity set up, an iPad can place and receive cellular calls through a nearby iPhone. Apple’s iPadOS 26 overview describes the Phone app on iPad as relaying cellular calls through the nearby iPhone, with synced Favorites, Recents, and Voicemails. The app does not make the iPad an independent phone: the iPhone remains the source of the carrier call.
Apple Support’s instructions for making and receiving phone calls on Mac, iPad, and Apple Vision Pro cover the setup and conditions. The iPhone generally needs to be on and nearby for this call path. Apple points to Wi-Fi Calling setup for calling on other devices when the iPhone is not nearby; whether that works as you need depends on carrier support and configuration.

See iPhone text messages on the iPad
Text Message Forwarding can show SMS, MMS, and RCS messages sent to or received by an iPhone on an iPad. Messages are forwarded from the iPhone; this does not give the iPad its own carrier number or independent messaging plan. Follow Apple’s Text Message Forwarding setup instructions.
Use mobile data away from Wi-Fi
The Wi-Fi + Cellular iPad mini can use cellular data for browsing and apps, subject to carrier availability and plan requirements. That connection can support internet services such as FaceTime, but it does not change the data-only service into standalone carrier voice calling.

What it cannot do on its own
- Call ordinary phone numbers over its own carrier voice service. Apple specifies cellular service for the iPad mini as data-only; the Phone app’s cellular calls are relayed through an iPhone.
- Provide an independent iPhone-number text service. SMS, MMS, and RCS forwarding depends on the iPhone and is not an iPad phone line.
- Replace a pocket-sized phone in every setting. The 8.3-inch tablet is larger and shaped differently from a handheld phone, even though it is compact for a tablet.
Set up iPhone call relay
Apple’s support instructions specify these requirements for Continuity calling. Labels and availability can vary with software version, carrier, and region.
- Prepare the iPhone. Apple specifies iOS 8.1 or later, an activated carrier plan, Wi-Fi, and FaceTime enabled. In iPhone settings, turn on Allow Calls on Other Devices.
- Prepare the iPad. Apple specifies iPadOS 8 or later, the same Apple Account as the iPhone, Wi-Fi on the same network, and Calls from iPhone enabled in FaceTime settings.
- Use the Phone app on newer iPad software. Making a call using the Phone app on iPad requires iPadOS 26 or later. The iPadOS 26 Phone app still uses Continuity to relay cellular calls through a nearby iPhone.
- Check the away-from-iPhone case. If you need calls when the iPhone is not nearby, review Apple’s Wi-Fi Calling setup and confirm your carrier supports the arrangement you intend to use.
Choose based on your main need

Bottom line for the purchase decision
An iPad mini can stand in for an iPhone for many internet-based tasks and can share calls and messages when an iPhone is part of the setup. Choose it as your only device only if those dependencies and its tablet form factor fit how you communicate. If you need a compact device with its own carrier voice line and number, it is not a full iPhone substitute.
