Yes—but only for bounded, testable changes with the original preserved, format-aware editing, independent recalculation, structural and numerical comparisons, and qualified human review. An agent can produce a workbook that opens and still contain silent formula, link, formatting, or macro failures. Microsoft reported 57.2% accuracy on 912 SpreadsheetBench instructions in 2025 and found that spreadsheet errors can remain silent and cascade into analysis.
Microsoft’s Responsible AI FAQ states: “Users should review all content generated by the Agents.” Treat an AI rebuild as an auditable change to a business-critical program, not as a file-conversion task.

What “safe” means for an AI workbook rebuild
A safe rebuild has a defined scope, a preserved source file, a deterministic process, and evidence that both the workbook’s structure and its calculated results still match the intended design. “It opens in Excel” is only a syntax check. It does not prove that formulas calculate, hidden sheets remain hidden, charts use the right ranges, external links still point to the right places, or macros and Power Query connections survived.
Safety is conditional rather than absolute. An agent is most suitable for a small, observable change such as adding a column with a specified formula, correcting a repeated style, or generating a new report sheet from a documented schema. A request to “rebuild this entire financial model” without acceptance tests, a known expected result, or a human owner is not a safe autonomous task.

- Bounded scope: identify the sheets, cells, tables, formulas, and workbook features that may change.
- Preservation: retain the original and leave untouched workbook parts untouched whenever possible.
- Independent calculation: evaluate formulas in Excel or another trusted calculation engine rather than trusting an agent’s displayed values.
- Diff-based verification: compare structure, formulas, data types, and representative outputs with the source and a human-defined expected result.
- Human accountability: require a qualified reviewer for financial, legal, medical, regulatory, payroll, tax, or other sensitive decisions.
Microsoft’s 57.2% result is an accuracy measurement for 912 benchmark instructions, not a guarantee for your workbook. It is a warning that plausible-looking agent output still needs testing.
Choose a rebuild path that matches the workbook
First identify the file type and where it is stored. The editing method must support the artifact’s format and features; otherwise, a technically successful save can silently remove behavior.

A macro-enabled workbook is not merely an XLSX file with a different extension. It may contain VBA, connections, named items, and calculation settings that a library-only rewrite can drop. Likewise, a workbook that depends on Power Query, external links, or add-ins needs a path that preserves and tests those dependencies.
Classify the source before editing
.xlsx: standard Office Open XML workbook; it can still contain formulas, tables, charts, names, validations, and links..xlsm: macro-enabled workbook; preserve VBA and test macro-related behavior separately..xls: legacy binary format; Microsoft Graph’s Excel API does not support it. Convert it through a controlled, reviewed process before using an OOXML-oriented tool.- Cloud-hosted file: record the OneDrive or SharePoint location, permissions, version, and any coauthoring or check-out rules before automation.
A controlled rebuild workflow
- Make a read-only source copy. Work from a duplicate in isolated temporary storage. Record the original filename, extension, file size, hash if your organization uses hashes, and the date. Never overwrite the only source.
- Inventory the workbook. Capture every sheet name, visible/hidden/very-hidden state, used dimensions, tables, charts, pivot-related objects, named ranges, external links, formulas, data-validation rules, merged cells, conditional formatting, workbook and worksheet protection, macros, Power Query connections, and calculation settings. Save this inventory as a machine-readable manifest.
- Write an acceptance specification. State exactly what may change and what must not. Include expected formulas, row counts, key totals, date ranges, error-cell policy, chart sources, and whether names, links, macros, and hidden sheets must remain identical.
- Choose the format-aware tool. Use openpyxl for controlled local edits to supported XLSX/XLSM files when its feature coverage is sufficient. Use Microsoft Graph when the workbook is an XLSX in OneDrive or SharePoint and cloud workbook, range, table, or chart operations fit the task. Do not feed a legacy XLS file to a path that only supports OOXML.
- Generate a small, deterministic change set. Have the agent change only named sheets or ranges. Avoid whole-workbook rewrites, opportunistic cleanup, automatic style normalization, or converting formulas to values. Log each intended edit with sheet, address, old value or formula, new value or formula, and reason.
- Save to a new output file. Keep the source immutable and use a distinct filename for each run. Record the script or prompt version, tool version, runtime, and input manifest so the result can be reproduced.
- Recalculate outside the writer. A library that writes
=SUM(...)may leave the cached result stale or empty. Open a copy in Excel and force a full calculation withCtrl+Alt+F9. To rebuild dependencies and force a complete recalculation, useCtrl+Shift+Alt+F9. Save only after calculation completes and any calculation errors are addressed. - Run structural, numerical, and visual checks. Compare the output with the source manifest and acceptance specification. Inspect the resulting workbook in Excel, review the diff, and obtain human sign-off before distribution.
Why formulas require a separate verification step
Formula text and formula results are different artifacts. openpyxl can preserve or write a formula string, but it does not calculate that formula or refresh the cached value stored for display. If a downstream consumer reads cached values without opening Excel, it may see an old number, a blank, or an error even though the formula text looks correct.

Use independent checks for every important calculation:
- Recalculate the workbook in Excel after the rebuild. A normal full calculation uses
Ctrl+Alt+F9; a dependency rebuild and complete recalculation usesCtrl+Shift+Alt+F9. - Recompute critical totals independently from source data, using a separate script, a controlled SQL query, or a reviewer’s hand calculation. Do not validate a formula with the same generated logic that produced it.
- Compare representative cells from detail rows, subtotals, grand totals, date boundaries, blank-input cases, and error cases.
- Check that formulas remain formulas where required. A pasted value can look right today while destroying future updates.
- Scan for Excel error values such as
#REF!,#VALUE!,#DIV/0!,#NAME?, and#N/A, then investigate unexpected blanks and text-formatted numbers.
What to compare before accepting the output
A useful diff has three layers. Structural comparison catches missing workbook parts; formula comparison catches changed logic; value comparison catches calculation or data problems.

Inspect hidden and indirect behavior
Review hidden and very-hidden sheets, defined names that point to hidden ranges, and formulas that reference other sheets. A report can appear correct while a hidden staging sheet, lookup table, or named range has been renamed or truncated.

Security boundaries you should not ignore
Workbook protection is not file security. A worksheet password or workbook-structure password does not encrypt the data and does not make malicious modification impossible. Protect sensitive files with proper access controls, encryption, and storage policies in addition to any Excel protection settings.
Parsing is another boundary. openpyxl documentation warns that its default XML parsing does not defend against quadratic-blowup or billion-laughs attacks. For untrusted workbooks, use defusedxml or an equivalent hardened parser, scan uploads for malware, and reject files that exceed sensible size or complexity limits.
- Run agent code with least privilege and in an isolated temporary directory.
- Disable unnecessary network access, credentials, and secret injection.
- Keep macros and external links disabled until a reviewer has inspected them.
- Do not allow an agent to overwrite shared files or publish results directly to a reporting system.
- Log input, output, tool versions, permissions, and review decisions.
Microsoft describes Python in Excel as an example of a constrained design: code runs in hypervisor-isolated containers, has no network or user-token access, receives workbook data through xl(), and does not persist data between sessions. Isolation reduces exposure, but it does not replace checking the workbook’s logic and outputs.

The workbook opens, but totals are wrong
Force a complete recalculation, then compare critical totals with an independent computation. Inspect changed references, inserted rows, text-formatted numbers, and formulas that now point to the wrong sheet. Restore the original if the discrepancy cannot be explained and reproduced.

Displayed values are old or blank
The writer probably changed formula text without refreshing cached results. Recalculate in Excel, save, reopen, and verify the cached outputs used by your downstream process. If your pipeline cannot run Excel, use a trusted calculation engine and document its compatibility limits.
Macros, links, or queries disappeared
Compare the macro presence, external-link list, Power Query connections, and workbook relationships with the source manifest. Stop distribution and rebuild with a feature-preserving path. Do not assume that changing an extension from .xlsm to .xlsx is harmless; it can remove VBA.
Formatting changed even though values match
Compare number formats, merged cells, conditional formatting, row heights, column widths, hidden states, and chart styling. If formatting is part of the report’s meaning, treat a visual regression as a failed test, not a cosmetic issue.

An untrusted file causes excessive resource use
Quarantine the file, stop parsing it in the current process, and scan it with hardened XML handling and malware controls. Run future parsing in a constrained environment with CPU, memory, time, and file-size limits.
When human approval is mandatory
Keep qualified human review in the decision loop for financial statements, forecasts, tax work, payroll, legal filings, medical analysis, compliance reports, credit decisions, and any workbook where an unnoticed error can harm people or organizations. The reviewer should understand both the domain and the workbook’s formulas, not merely confirm that the file opens.
For approval, provide the original and rebuilt files, the change log, structural and formula diff, recalculation record, independent numerical checks, security scan result, and a list of unresolved warnings. Require the reviewer to inspect representative detail, totals, hidden sheets, charts, links, and macros before release.
A practical go/no-go checklist
- The original file is preserved and the output has a distinct, traceable version.
- The file type and storage location are supported by the chosen tool.
- All sheets, hidden states, dimensions, tables, charts, names, validations, links, macros, connections, and calculation settings were inventoried.
- The agent made only documented, deterministic edits.
- Formula text was checked separately from calculated values.
- The workbook was recalculated in Excel or another trusted engine.
- Independent expected values agree with representative outputs.
- No unintended Excel errors, missing objects, broken references, or visual regressions remain.
- Untrusted input was parsed with hardened XML handling and malware controls.
- A qualified human approved the result for its intended use.
If any item fails, keep the rebuilt file in quarantine and return to the preserved source. The safest AI workflow is reversible, testable, and reviewable—not merely fast.
