An AI agent can help investigate cloud incidents without broad administrator access if it has its own attributable identity, narrowly scoped permissions, a limited set of approved tools, and actions that are authorized by the cloud services themselves. Keep investigation separate from remediation where possible, require approval or time-limited elevation for high-impact changes, and make every action auditable and revocable. These controls limit the consequences of mistakes; they do not guarantee that an agent will reason correctly.
What does it mean for an agent to “handle” an incident?
The necessary access depends on the work. Summarizing alerts and collecting evidence are not equivalent to isolating production resources, deleting data, exporting sensitive information, rotating credentials, or changing identity and access management (IAM). Define the incident tasks and permitted actions before assigning permissions; there is no provider-neutral role that safely covers every cloud or response workflow.

A useful starting boundary is read-oriented investigation. Add remediation only for specific actions with defined targets, conditions, and approval rules. If an agent receives an access-denied response, treat it as a reason to review whether the workflow is in scope—not as automatic permission to expand the agent’s role.
How should you design the agent’s access?
Give the agent a distinct, accountable identity
Use a dedicated identity for the agent rather than shared human credentials. Assign it a named owner, a clear purpose, and a lifecycle for provisioning, review, and removal. Keep a distinction between work a person explicitly delegates and work triggered autonomously by schedules, events, alarms, or other agents. When acting for a person, preserve that delegation context in authorization and logs instead of treating the agent as if it were the person. AWS’s Agentic AI Lens distinguishes delegated and autonomous agent patterns.

Scope permissions to the task
Build permissions around specific incident tasks, not team membership. Scope them across the resources, data, operations, and duration involved:
- Resources: Identify the tenant, account, subscription, project, workspace, or named resources the agent may access.
- Data: Specify which collections, labels, or sensitivity classes it may read.
- Operations: Distinguish read, write, export, delete, isolate, and administer permissions rather than grouping them together.
- Duration: Decide which access is standing and which requires a short-lived token, temporary entitlement, or approval for a defined workflow.
Review effective access across the whole chain: orchestrator, agent identity, tool, and downstream cloud service. A narrowly named agent role does not by itself establish that downstream calls are constrained. Microsoft’s least-privilege guidance highlights both repeated scoping across resource, data, and operation and the risk of gaps in downstream authorization.

Allow only approved tools and enforce policy outside the model
Expose an explicit allowlist of tools and actions, and have the relevant API or service enforce authorization. A prompt telling an agent not to delete resources is not an access control. Where feasible, separate evidence gathering from remediation so that the identity or workflow used to investigate cannot automatically perform every change it can recommend.

Google Cloud’s AI security and safety guidance for Cloud MCP servers warns that connected agents can make non-reversible resource changes and identifies prompt injection and insecure tool chaining as risks when an agent operates without human approval. Tool restrictions and service-side authorization should therefore remain in force even when an agent is following an approved workflow.

Put high-impact actions behind a meaningful gate
Require human approval or narrowly time-limited elevation for actions such as deletion, export, and privilege changes. Define what the reviewer must see—such as the exact proposed action and target—so approval is based on the change being authorized, not a vague request to proceed. Approval is not a substitute for good controls: a reviewer can still approve a dangerous action without checking it.
How can you tell whether a design is adequately constrained?
Use the same questions to evaluate a design before enabling it and when reviewing changes to it.

| Control area | Questions to answer |
|---|---|
| Identity and accountability | Does the agent have a unique identity, named owner, and defined lifecycle, separate from human credentials? |
| Resource and data scope | Are the permitted accounts, projects, resources, and data boundaries explicit and narrow? |
| Action scope | Are read, write, export, delete, isolation, and privilege-changing actions distinguished? |
| Delegation and duration | Is the agent acting for a person or autonomously? Are elevated permissions temporary and tied to a defined task? |
| Tool enforcement | Are tools allowlisted, with authorization checked at each downstream service rather than relying on model instructions? |
| Approval | Which actions require a person or just-in-time elevation, and can the reviewer verify the exact change? |
| Audit | Can responders reconstruct the identity, authority, tool call, target resource, and outcome end to end? |
| Containment | Has the organization tested disabling the identity, invalidating tokens, rotating credentials, and removing stale permissions? |
What should incident logs and shutdown tests cover?
Record the agent identity, its role and effective scope, the tool used, the action, the target resource, a correlation identifier, and delegated-user context where applicable. Connect records across the orchestrator, tools, and downstream services so responders can reconstruct what happened and under which authority.

How does this fit into incident response planning?
NIST finalized SP 800-61 Revision 3 on April 3, 2025. It supersedes Revision 2 and places incident-response recommendations in the context of CSF 2.0 risk management. It is a general guide for organizational preparation, response, and recovery—not an AI-agent-specific least-privilege design. Use it as incident-program context while defining agent permissions and controls for the actual cloud provider and response tasks.
