Yes. An airline can assign family members to different rows or seats when adjacent seats are unavailable, when you do not reserve seats, or when the carrier has no fee-free family-seating guarantee. A U.S. Department of Transportation (DOT) dashboard records voluntary commitments from some airlines to place a child aged 13 or under next to at least one accompanying adult at no additional cost. That is narrower than a promise to seat every member of a family together.
The federal age-13 adjacency requirement described by DOT was proposed, not finalized, in the cited notice. Your practical protection therefore depends on the airline’s current written policy, the seats still available on your aircraft, and what you do before check-in and boarding.

What the rule actually requires today
There are two separate questions: what federal policy says, and what a particular airline has voluntarily promised. Confusing those layers is why families often expect a legal guarantee that does not yet exist.
The DOT dashboard is a list of commitments, not a universal mandate
DOT’s family-seating dashboard, dated December 10, 2024, uses a specific standard: a carrier is marked committed when it guarantees an adjacent seat for a child 13 or under and an accompanying adult at no additional cost for all fare types, subject to limited conditions. The wording concerns one child and one accompanying adult. It does not guarantee that two adults, siblings, grandparents, or an entire group will occupy one uninterrupted block of seats.

Five of the nine carrier entries displayed on that dashboard were marked committed and four were marked not committed. That is a count of the entries on the table, not a statistic about the whole U.S. airline market. A carrier marked “not committed” is not necessarily saying it will separate every family; it means the dashboard does not record that particular written guarantee.
The proposed federal rule is not an enforceable nationwide rule
In the DOT notice cited for this topic, the department proposed requiring U.S. and foreign carriers to seat children aged 13 and under next to at least one accompanying adult at no additional cost, with limited exceptions. A proposal is a step in the rulemaking process, not the same thing as a final regulation. Do not treat the proposed age-13 standard as an automatic right on every flight.
DOT has also said it is not satisfied with airline statements that they will merely “make efforts” to seat families together at no additional cost. That criticism explains why the department distinguishes a specific adjacency commitment from a general customer-service promise.

“All fare types” in the committed category does not erase the stated conditions. Aircraft configuration, the seats remaining when you book, and other operational limits can still matter. Read the carrier’s terms rather than assuming that the dashboard label means any seat, on any flight, can be selected at any time.
Why a family reservation can still show separated seats
Adjacent seats have already been taken
Seat inventory is finite. If a family waits until check-in, buys tickets on a nearly full flight, or changes flights late, the remaining seats may be scattered. A reservation system can then assign each traveler a seat without creating a neighboring pair.
Seat selection may be a separate paid option
Some tickets do not include advance seat selection, or they offer it only for a fee. Buying several tickets in one reservation does not automatically create a fee-free block of seats unless the airline has made that promise. A family may therefore have one booking reference but different rows.

The guarantee normally covers a child and one adult
The DOT dashboard’s standard is intentionally narrow. If two children travel with two adults, the commitment described there is about placing each covered child next to at least one accompanying adult when the conditions are met; it is not a promise that all four travelers sit together. A child may be beside one parent while the other parent and a sibling sit elsewhere.

Aircraft changes can invalidate an original seat map
Airlines can substitute an aircraft or reconfigure a cabin. When that happens, previously selected seats may disappear and the system may reassign passengers. A family that was together at purchase can therefore receive a split assignment later and must ask the carrier to review the new map.
How to maximize the chance of sitting together
- Check the carrier’s written family policy before buying. Look for an explicit promise about a child beside an adult, the covered age, whether it applies to every fare type, and any conditions. A statement that the airline will “try” is weaker than a defined guarantee.
- Enter every traveler’s correct date of birth. The age threshold matters. The dashboard standard covers a child 13 or under; an airline may use a different operational age, so an incorrect birth date can prevent the system from recognizing the child.
- Reserve seats as soon as the booking allows. DOT advises reserving specific seats or choosing an airline with a fee-free family-seating guarantee. Select at least one adult-child pair first, then place the remaining family members nearby.
- Keep the reservation linked. If relatives are booked separately, ask the airline to associate the records. Linked reservations do not create seats that are unavailable, but they make the family relationship visible to the carrier’s agents.
- Recheck after schedule or aircraft changes. Open the reservation after a notification, at online check-in, and again before leaving for the airport. A changed seat map can require a fresh request.
- Contact the airline before the travel day if the map is split. Use the carrier’s reservations team or documented support channel while more options may still exist. Explain the child’s age and identify the adult who must sit beside the child.
- Arrive early and speak with the gate team. If the online assignment remains separated, show the reservation and ask the gate agent to review the live seat map before boarding begins. The request is easier to handle before passengers are settled in their seats.
Airline-specific procedures in the available guidance
Delta
Delta’s instruction is to contact Reservations when a family cannot obtain seats together on delta.com or in the Fly Delta app. The agent can review available seating options. The dashboard does not mark Delta as committed to the specific fee-free child-and-adult guarantee, so do not assume that an online failure will automatically produce adjacent seats.
Frontier
Frontier says adjacent seats are available at booking and that assignments may not appear immediately but will be confirmed by the day before departure. If your confirmation initially lacks seat numbers, check again by that deadline and contact the carrier if the family still is not together.
Southwest
Southwest’s assigned-seating page says that, when seats are limited, it will work to seat children age 12 and younger next to at least one adult in the party. That page describes assigned seating for departures on or after January 27, 2026. The age in this operational promise is 12 and younger, which is narrower than the DOT dashboard’s 13-or-under wording, and Southwest was marked not committed on the December 10, 2024 dashboard.

Alaska, American, Hawaiian and JetBlue
These four carriers were marked committed on the cited DOT dashboard, as was Frontier. The dashboard wording covers a child 13 or under beside an accompanying adult at no additional cost for all fare types, subject to limited conditions. Confirm the current implementation for your flight, because the dashboard entry is dated and does not promise that every family member will be adjacent.
Allegiant and United
These carriers were marked not committed on the cited dashboard. That label is not evidence that they will deliberately separate families; it only means the table does not list the defined guarantee. Check the carrier’s current terms and ask what assistance is available when a child and adult are assigned apart.

Before check-in
First, inspect the seat map for any neighboring pair, even if it requires moving adults within the same reservation. If no suitable pair exists, contact Reservations and state the concrete need: a child must sit beside at least one accompanying adult. Ask the agent to note the request and explain whether a later assignment is expected.

At online check-in
Save or print the updated boarding passes and compare the seat numbers. If the child and adult are separated, do not assume the system will fix it after you reach the gate. Call or message the airline immediately, then arrive with enough time for an airport agent to work from the current seat map.
At the gate
Ask the gate agent for a solution before general boarding. Bring all boarding passes and identify the child and accompanying adult. The agent may be able to reassign open seats or coordinate a voluntary swap, but the result depends on the seats available on that aircraft and the carrier’s policy. A promise covering one child-adult pair does not require the agent to create a complete family block.
After boarding begins
If a reassignment is still needed, follow the crew’s instructions rather than moving on your own. Cabin crew must account for the final passenger list and safety requirements. Politely asking nearby passengers to trade can help in some cases, but it is not a substitute for the airline’s documented process and should never involve pressuring someone to give up a paid or otherwise necessary seat.
Questions to ask before purchasing
- What child age does the policy cover?
- Must the child be next to one accompanying adult, or does the airline promise a larger family group?
- Does the commitment apply to every fare type, including the lowest fare?
- Are there exceptions for aircraft layout, unavailable seats, or late booking?
- Are seats assigned immediately, or can the airline confirm them closer to departure?
- Which department should a family contact when the website or app cannot show adjacent seats?
- What should passengers do if a schedule or aircraft change breaks an earlier seat assignment?
Record the answer and the date you received it. Airline policies are operational documents that can change, and a dashboard entry from December 2024 should not be treated as a live seat map for a 2026 departure.

“We booked together, so we must sit together.”
A shared reservation identifies the party but does not guarantee a contiguous row. Seat availability and the fare’s seat-selection rules still control unless a written family commitment applies.
“Not committed” means the airline will separate us.
No. It means the DOT table does not record the defined fee-free guarantee. The carrier may still have an internal practice or may help when seats are limited.
“The proposed DOT rule protects us now.”
No. The cited age-13 requirement was proposed in the notice, not presented as a final nationwide regulation. Use the airline’s current terms and the actual seat map for your flight.
