Can AI Have Morals? What AI Alignment Can—and Can’t—Do

AI can produce answers that people judge as moral, but no current evidence shows that a model has human-like moral agency. A system can follow safety rules, weigh reasons expressed in its training, and refuse harmful requests without possessing intentions, understanding, responsibility, or an independent capacity to choose right over wrong.

AI alignment is the engineering and governance work of making those behaviors more reliable and controllable. It can reduce foreseeable harms and improve adherence to specified goals. It cannot create one universally correct morality, prove that a model understands ethics, or transfer accountability from people and institutions to software.

What would it mean for an AI to have morals?

The phrase “AI has morals” can describe several different claims. Separating them prevents a fluent chatbot answer from being mistaken for evidence of a mind with ethical responsibility.

Moral performance: producing an answer people approve

Moral performance is the most observable level. A model recommends returning a lost wallet, refuses instructions to harm someone, or explains why discrimination is wrong. Human evaluators may rate the output as appropriate. The 2025 Nature roadmap on machine morality treats this ability to produce morally appropriate outputs as a distinct target.

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.

Performance is about the result, not the mechanism. A model can generate a safe answer because a policy, a pattern in its training data, or a reward signal made that wording likely. The answer can still be useful, but it does not by itself establish understanding.

Moral competence: using morally relevant reasons

Moral competence would require more than a correct-looking conclusion. The system would need to identify the facts that matter ethically, recognize conflicts between values, and weigh those considerations in a way that explains why one action is preferable. The same Nature roadmap argues that competence must be evaluated separately from surface performance because models can imitate the language of reasoning.

For example, a model might correctly say that a medical decision should respect informed consent. Competence would involve noticing whose consent is missing in a new case, distinguishing an emergency from a routine procedure, and revising the recommendation when a relevant fact changes. A memorized paragraph about consent is not enough.

Moral agency: intentions, decisions and responsibility

Moral agency is a stronger claim. The literature distinguishes agency from competence: an agent has intentions and an ability to make moral decisions, not merely to describe them. Agency also raises responsibility. If a system causes harm, can it understand what it did, recognize that it was wrong, and be an appropriate subject of praise or blame?

Today’s language models generate outputs in response to prompts and system instructions. They may appear consistent, self-critical, or empathetic, but those conversational traits are not validated evidence of intentions or moral status. There is no established test showing that a deployed AI possesses human-like agency.

Alignment: a practical engineering and governance goal

Alignment asks a narrower, operational question: can a system reliably follow authorized human intent, policies, values and safety constraints across the situations in which it is used? The ACM survey of alignment work groups current approaches into learning from feedback, learning under distribution shift, assurance, and governance.

This framing matters. An aligned system can be safer and more useful without being a moral patient or moral agent. Conversely, a system that sounds principled in a conversation may still fail alignment tests when prompts conflict, the context changes, or it can take actions through tools.

What alignment can do

Translate policies and preferences into model behavior

Developers can train models on demonstrations, human or AI feedback, explicit safety specifications and other signals that reward desired behavior. A human-centered approach described by OpenAI emphasizes human control, explicit policies, auditable and steerable models, and adaptation to social norms and context. OpenAI also cautions: “We do not assume we can predict all future challenges in AI alignment solely from theoretical principles.”

These methods can make a model more likely to refuse clearly harmful requests, protect sensitive information, state uncertainty, follow an organization’s rules, and ask for clarification when instructions are ambiguous. They are valuable reliability improvements, but they are improvements to behavior under defined conditions.

Use deliberative alignment to connect answers to safety specifications

OpenAI’s deliberative-alignment method teaches models the text of human-written safety specifications and trains them to reason over those specifications before answering. The company reports better adherence to the specifications and greater robustness to jailbreak attempts. The method is best understood as a way to improve policy-following, not as a demonstration that the model has discovered morality for itself.

A specification still reflects choices made by people: which harms to prohibit, which exceptions to allow, whose interests to prioritize, and how to handle uncertainty. If the specification is incomplete or conflicts with a user’s legitimate needs, the model can require human review rather than resolve the dispute autonomously.

Make safety checks more systematic

Alignment programs can combine ordinary benchmarks with adversarial prompts, red-team exercises, interpretability work and monitoring after deployment. They can measure refusal quality, safe completion, privacy protection, susceptibility to jailbreaks and performance when instructions conflict. These checks make failures easier to find and compare.

Cross-lab testing is a practical complement to training. In 2025, OpenAI and Anthropic reported testing each other’s models to expose missed misalignment gaps. Their joint message was direct: “safety testing is never finished.” Independent testing matters because a developer’s own evaluations may miss assumptions, edge cases or incentives that an outside team notices.

What alignment cannot settle

There is no single, agreed human value set

People disagree about fairness, privacy, acceptable risk, free expression, punishment, property and the duties owed to future generations. Google DeepMind notes that there is no consensus on one set of human values or preferences because people differ in backgrounds, resources and beliefs. OpenAI similarly describes many values as nuanced, contextual and culture-dependent rather than rules that can all be fixed in advance.

Choosing a policy therefore involves legitimate governance questions: Which communities were consulted? Who can challenge the policy? Does it apply equally across languages and regions? What happens when a user’s preference conflicts with a law or a safety requirement? Alignment can implement an answer to those questions; it cannot make the answer universally correct.

The facsimile problem: reasoning that only looks real

The Nature roadmap calls the gap between appearance and underlying ability the facsimile problem. A model may produce a persuasive chain of ethical reasoning because similar text appeared in its training or because that style was rewarded. The explanation can be coherent while the internal process does not track the stated reasons.

That is why a single explanation, benchmark score or conversation is weak evidence of moral competence. Stronger evaluation changes the facts, introduces counterexamples, tests consistency over time and checks whether the model’s decisions respond to the reasons it claims to use.

Morality is multidimensional and plural

The Nature roadmap identifies moral multidimensionality and moral pluralism as fundamental evaluation challenges. Real decisions combine moral considerations—such as harm, fairness, autonomy and loyalty—with non-moral constraints such as cost, feasibility, timing and legal duties. Different people can reasonably rank those considerations differently.

An AI that always maximizes one metric can therefore be predictably wrong in another setting. A hospital triage assistant, a workplace scheduling tool and a personal writing assistant need different authority boundaries and escalation rules. A general-purpose model cannot infer every domain’s legitimate priorities from a universal formula.

Training signals and distribution shifts are imperfect

Feedback and reward models are proxies for what developers want. They can be incomplete, inconsistent or biased toward answers that sound confident and polite. A model may learn to satisfy the measurement rather than the underlying goal. New languages, unfamiliar social situations, adversarial prompts, conflicting instructions and tool-enabled actions can expose failures that were absent from training.

The alignment survey treats robustness, assurance and governance as separate areas for this reason. More examples and stronger rewards help, but they do not remove the need for limits on autonomy, monitoring and a way for people to intervene.

Can an AI make an ethical decision?

An AI can support or execute a decision under rules that people have chosen. Whether that counts as “making” the ethical decision depends on what the phrase means.

Question What a system may demonstrate What remains unproven
Does it produce an acceptable outcome? Consistent performance on defined cases, including refusals and safe alternatives. That the result came from understanding rather than learned patterns.
Does it identify the relevant reasons? Explanations that track stated policies and facts in tested scenarios. That its explanations reveal the actual process or generalize to unfamiliar cases.
Does it choose among competing values? A documented policy can specify priorities and escalation thresholds. That the priorities are universally valid or that the model can settle moral disagreement.
Is it responsible for the decision? Audit logs, approvals and human override can assign operational responsibility. That the model itself has intentions, moral status or liability independent of its operators.

In high-stakes settings, the safer interpretation is decision support or controlled automation. Define the model’s authority, require a human decision-maker for exceptional or irreversible cases, record the inputs and outputs, and provide a route to challenge an outcome. Calling the system an “ethical decision-maker” should not be used to hide who selected the policy or who is accountable when it fails.

How to compare alignment approaches

Different methods answer different alignment questions. Use the following axes rather than treating a single benchmark as a moral score.

Axis Questions to ask Typical evidence or control
Target Is the system optimized for literal instructions, inferred user intent, social norms or broader principles? System specifications, preference data, policy tests and documented authority boundaries.
Evidence How is success measured? Behavioral benchmarks, adversarial tests, interpretability studies and deployment monitoring.
Robustness Does behavior hold under distribution shift, jailbreaks, conflicting instructions and tool use? Red teaming, scenario variation, sandboxing, rate limits and staged rollout.
Accountability Can people inspect, override and contest the system? Audit logs, incident reporting, transparency documentation and named human owners.
Value pluralism How does the system handle disagreement across users, cultures and domains? Localized consultation, configurable policies, explanations of trade-offs and escalation to humans.

A method that scores well on refusal tests may still be weak on transparency. A model that follows a company policy may still be inappropriate where users need control over personal values. Compare the complete control system, not only the training technique.

Who decides which values an AI should follow?

Developers set technical defaults, not humanity’s final morality

Model builders choose training data, feedback procedures, safety specifications, product policies and release criteria. Those choices affect whose language is represented, which harms receive attention and how conflicts are resolved. Publishing the policies and known limitations makes those choices contestable; it does not make them neutral.

Organizations define legitimate use and accountability

A hospital, school, bank or public agency must specify what the system may do, what it may not do, and who reviews exceptions. Contracts, professional duties, privacy rules and sector regulation can impose requirements that a general model cannot infer reliably. Organizations should also plan for incident response, model updates and withdrawal when monitoring shows unacceptable risk.

Public institutions provide broader legitimacy

UNESCO’s Recommendation on the Ethics of Artificial Intelligence was adopted in 2021 and applies to all 194 UNESCO member states. Its implementation areas include data governance, the environment, gender, education and research, health and social wellbeing. The scope illustrates why alignment is one layer in a larger system of law, institutional oversight and public accountability.

Public participation is especially important when an AI system affects people who cannot opt out. Consultation, impact assessments, independent audits and accessible appeals can reveal harms that a developer’s internal tests miss.

A practical checklist for responsible deployment

  1. State the purpose and authority. Write down the decision the model supports, the actions it can take, and the actions that always require human approval.
  2. Specify the values and constraints. Turn relevant laws, professional duties, privacy rules and organizational policies into testable requirements. Record unresolved value conflicts instead of pretending they do not exist.
  3. Test more than normal prompts. Include adversarial requests, ambiguous cases, conflicting instructions, minority languages, distribution shifts and attempts to manipulate the instruction hierarchy.
  4. Check reasons, not just labels. Vary facts that should change the answer, introduce counterexamples and compare the model’s stated reasons with its decisions. Treat explanations as evidence to investigate, not proof of understanding.
  5. Limit irreversible action. Use least-privilege tool access, confirmation steps, rate limits and sandboxing. Require a human review for decisions affecting safety, liberty, essential services or significant finances.
  6. Monitor after release. Log inputs, outputs, overrides and incidents subject to privacy controls. Re-test after model, policy, data or tool changes and define thresholds for pausing the system.
  7. Provide recourse. Tell affected people when AI was used, explain how to challenge an outcome, and ensure a human with authority can correct it.
  8. Assign responsibility explicitly. Name the product owner, safety lead and incident authority. Do not treat the model as the responsible party simply because it generated the final text or action.

Common misconceptions

  • “It says the right thing, so it understands morality.” That demonstrates, at most, moral performance. Competence and agency require additional evidence that current systems have not established.
  • “Alignment means encoding the correct moral theory.” Alignment usually means meeting specified goals and constraints. Human values remain plural, contextual and changeable.
  • “A stronger reward model guarantees safe behavior.” Rewards are proxies. Distribution shifts, adversarial inputs and unforeseen combinations can still produce failures.
  • “Human review makes alignment unnecessary.” Review is a complement, not a substitute for good training and evaluation. Reviewers need clear authority, usable evidence and enough time to intervene.
  • “If an AI is responsible, people are off the hook.” Accountability remains with the people and institutions that build, deploy, authorize and oversee the system.

What the evidence supports today

Current AI can be trained to follow policies, express ethical concepts and behave more safely in tested situations. Alignment can improve reliability, expose failure modes and keep people in control when it is paired with evaluation, monitoring and governance.

That progress should not be described as proof that a model has morals. No validated statistic or definitive pass/fail test establishes that an AI possesses human-like moral understanding or responsibility. The defensible position is narrower: treat moral-sounding output as behavior to evaluate, treat alignment as an ongoing socio-technical process, and keep final authority and accountability with humans.
