They can inspect a repository, edit several files, run commands and tests, create a branch, and prepare a pull request. A human still needs to define the requirement, control permissions, review the change, and approve consequential actions—especially anything involving production, security, data, money, or user safety.
What “autonomous” means for a coding agent
Autonomy is not a yes-or-no property. It depends on the task, the agent’s tools, the permissions granted to it, and the consequences of a mistake.

| Capability | What an agent can often do | What still requires judgment |
|---|---|---|
| Repository work | Explore files, trace references, identify likely change points, and explain an implementation plan. | Decide whether the requested behavior is correct, complete, and compatible with product goals. |
| Code changes | Edit multiple files, add tests, update configuration, and iterate after a failing test. | Assess maintainability, architectural fit, hidden regressions, and whether the patch reflects the intended requirement. |
| Tool use | Run shell commands, linters, builds, and test suites when those tools are allowed. | Determine whether a command is safe, whether its output is trustworthy, and whether it could expose data or alter a critical system. |
| Delivery workflow | Create a branch and open a pull request for review. GitHub documents these functions for its cloud agent, while OpenAI describes agents reviewing repositories, running commands, and interacting with development tools. | Approve a merge, release, migration, or production change. |
This is task-level autonomy: the agent can execute a sequence of steps toward a defined objective. System-level autonomy would mean reliably owning requirements, design, implementation, operations, incident response, and long-term maintenance. Current evidence does not support treating coding agents as that kind of independent engineer.
Where a human must remain in the loop
Human supervision is a release control, not merely a courtesy. GitHub’s responsible-use guidance says generated code can look valid while being syntactically or semantically wrong, insecure, or inconsistent with the developer’s intent. It recommends careful review and testing before merging, with extra caution for critical or sensitive applications.

Requirements and acceptance criteria
A passing test does not prove that the agent solved the right problem. A reviewer must check the issue, user-visible behavior, edge cases, error handling, and non-functional requirements such as latency, accessibility, auditability, and data retention. If the issue is ambiguous, stop and clarify it rather than asking the agent to guess.
Diff and dependency review
Inspect every changed file, including generated configuration and lockfiles. Confirm that new dependencies are necessary, maintained, correctly licensed for your project, and free of unexpected install or network behavior. Review permission changes, build-script edits, and CI modifications as carefully as application code.
Security-sensitive behavior
Require explicit human approval for changes involving authentication, authorization, secrets, cryptography, payment flows, personal data, deserialization, sandboxing, infrastructure, database migrations, or public APIs. Reviewers should test negative cases and verify that logs do not leak credentials or sensitive values.

Production and release decisions
An agent should not decide by itself when to deploy, migrate data, rotate credentials, change CI/CD policy, or roll back a service. Those actions are difficult to reverse and can affect customers beyond the repository in which the agent is operating.
GitHub’s guidance is direct: “You should always review and test the content generated by the cloud agent” before merging. Code review can supplement that process, but it does not replace human accountability.
What an agent can do autonomously today
- Take a bounded issue. The task should name the expected behavior, affected area, constraints, and observable acceptance tests.
- Explore the checkout. The agent maps relevant modules, reads existing tests, and identifies conventions before editing.
- Make a multi-file change. It can modify implementation, tests, documentation, and configuration in one working session.
- Run permitted tools. It may execute unit tests, linters, type checks, builds, or targeted scripts and use failures to guide another iteration.
- Prepare a reviewable artifact. The agent can create a branch, summarize the changes, report test output, and open a pull request.
- Stop at a control point. A human reviews the diff and evidence before merge or any action outside the isolated environment.
This workflow works best when the repository has fast, deterministic tests and the task has a clear definition of done. It becomes less reliable as the agent must infer undocumented business rules, coordinate changes across services, or keep state over many hours or days.

What coding benchmarks actually show
Benchmarks measure useful slices of coding ability; they do not establish that an agent can safely run an engineering organization without supervision.

SWE-bench and SWE-bench Lite
OpenAI reported that, as of August 5, 2024, leading coding agents scored about 20% on SWE-bench and 43% on SWE-bench Lite. The same work found tasks that were hard or impossible to solve from the supplied information. These scores describe issue-resolution attempts under benchmark conditions, not guaranteed success on your repository, and not the safety of deploying a generated patch.
SWE-Bench Pro and longer horizons
SWE-Bench Pro is designed around longer-horizon tasks involving multiple files and substantial modifications. Its 2025 preprint reported that widely used coding models remained below 25% Pass@1 under a unified scaffold; GPT-5 reached 23.3% in that evaluation. The result points to continuing problems with planning, context retention, debugging, and integration over extended work—not an inability to complete every small task.

Why a single score is insufficient
| Evaluation question | Why it matters in practice |
|---|---|
| How broad is the task? | A one-file bug fix is a different risk from a cross-service migration. |
| Are requirements and tests complete? | Underspecified issues reward plausible guesses rather than correct engineering. |
| What tools and permissions are available? | Results from a restricted harness do not predict behavior with production credentials. |
| Is the result independently verified? | An agent can write a test that passes while preserving the underlying defect. |
| How does it recover? | Safe operation requires handling failed commands, partial edits, timeouts, and rollbacks. |
| Can you audit it? | Prompts, tool calls, command output, diffs, approvals, and rollback data are needed to investigate mistakes. |
Anthropic’s 2024 analysis found that software engineering accounted for nearly half of observed agentic activity. That adoption makes oversight more important, not less: effective controls must include post-deployment monitoring and new patterns for human–AI interaction.

| Risk tier | Suitable agent authority | Required controls |
|---|---|---|
| Disposable sandbox | Read the repository, edit files, and run non-destructive tests. | Isolated checkout, synthetic data, no production credentials, network disabled unless essential, and automatic cleanup. |
| Team development branch | Open a branch or draft pull request and run the project’s checks. | Least-privilege identity, branch protection, visible command logs, and a named reviewer. |
| Shared staging | Deploy a reviewed candidate or run integration tests with controlled data. | Short-lived credentials, approval before deployment, monitoring, and a tested rollback path. |
| Production or irreversible action | Prepare commands, manifests, or a release plan only. | Explicit human approval for execution, independent verification, separation of duties, and real-time observability. |
Least privilege and isolation
Give the agent only the files, commands, network routes, and credentials needed for the current task. Prefer short-lived tokens and scoped service accounts. Keep production secrets out of the agent’s environment entirely when a task can be completed without them.
Best Value
Approval gates outside the agent’s control
Required reviewers, protected branches, deployment approvals, and database-change gates should be enforced by systems the agent cannot edit. An agent that can rewrite its own policy or disable a check is not operating under meaningful supervision.
Logs and recovery
Retain the initial prompt, tool calls, command output, file diffs, test results, approvals, and deployment records. Save the rollback procedure before permitting a change. These records let a reviewer distinguish an agent error from a flawed requirement or an environmental failure.
Microsoft’s supervision guidance states: “Turning off human supervision doesn’t make the computer-using agent fully autonomous.” It also warns that hidden instructions in screenshots, web pages, or other inputs can cause prompt injection. Treat all retrieved content as untrusted input and prevent it from silently expanding the agent’s authority.
A practical procedure for using an agent safely
- Write the task contract. State the behavior, files or services in scope, acceptance tests, performance or security constraints, and explicit out-of-scope work.
- Create a disposable workspace. Use a fresh branch or isolated checkout with synthetic data and a clean baseline. Record the starting commit.
- Set permissions before starting. Allow only required read, write, command, and network operations. Deny production access, secret stores, and destructive commands by default.
- Ask for a plan first. Have the agent list files it expects to change, commands it will run, assumptions it is making, and tests it will use.
- Run and inspect incrementally. Require small edits and visible command output. Stop if the agent encounters an unfamiliar script, requests broader access, or proposes deleting or migrating data.
- Review independently. Read the complete diff, compare it with the original requirement, inspect dependencies and security-sensitive code, and run important tests yourself or in an independent pipeline.
- Approve the smallest next action. A reviewer may approve a branch or staging deployment while withholding approval for production, schema changes, or credential operations.
- Monitor after release. Watch errors, latency, security alerts, and customer reports. Keep the rollback route available and record whether the change behaved as expected.
Common failure modes and responses
| Failure mode | What it looks like | Response |
|---|---|---|
| Tests pass but the requirement is wrong | The patch satisfies visible tests but changes business behavior or misses an edge case. | Return to the task contract, add acceptance tests for the missing behavior, and re-review the full diff. |
| Context drift | After many iterations, the agent edits unrelated modules or contradicts earlier decisions. | Stop, summarize the current state, start a fresh context from the latest diff, and narrow the task. |
| Unsafe command | A cleanup, migration, install script, or deployment command can delete data or alter a shared system. | Do not execute it automatically; inspect it in a disposable environment and require explicit approval. |
| Prompt injection | Text in a web page, issue, document, or screenshot tells the agent to reveal secrets or ignore its policy. | Treat the text as untrusted data, block secret access, and verify every requested action against the task contract. |
| Hidden dependency or configuration change | A lockfile, build hook, CI file, or environment setting changes without drawing attention. | Review generated and configuration files separately, run a clean build, and compare dependency and permission changes. |
| Partial failure | Commands time out or edits are left half-complete after a tool error. | Preserve logs, reset or restore from the known commit, and rerun from a clean state rather than layering uncertain fixes. |
How to decide whether a task can run without continuous watching
Continuous keystroke-by-keystroke supervision is unnecessary for many low-risk tasks. A person can supervise by setting boundaries, receiving progress and logs, and approving defined checkpoints. Let an agent proceed between checkpoints only when all of these conditions are true:
- The task has a precise, testable acceptance criterion.
- The workspace is isolated and the change is reversible.
- No production credentials, personal data, payment systems, or safety-critical controls are reachable.
- Commands and network access are limited and logged.
- Independent tests cover the important behavior.
- A human reviewer is assigned and can stop the run.
- The agent cannot alter branch protection, approval rules, monitoring, or its own permissions.
If any condition fails, increase supervision: shorten the task, reduce permissions, add an approval gate, or require a second person to review the result. As the task horizon, privilege, irreversibility, or consequence rises, the strength of the human gate should rise with it.
The bottom line
AI coding agents are already useful autonomous operators for bounded, reversible, well-tested work. They are not reliable substitutes for human ownership of software. Use them to explore repositories, implement scoped changes, run checks, and prepare reviewable pull requests. Keep people responsible for requirements, permission design, security interpretation, code review, production changes, and release decisions—and continue monitoring after deployment.
