Yes, technically—but not automatically. A chatbot can show different prices, discounts or promotions when it is connected to a seller’s pricing engine, customer account and behavioral-data systems. The available evidence documents AI-enabled personalized pricing by merchants and pricing intermediaries, but it does not show that every consumer chatbot independently sets a different subscription price for each user.
Whether a price difference is truly personalized depends on which data the seller uses, how the offer is generated, what the chatbot can access and the consumer-protection rules in the relevant country.

What “different prices” can mean
People often use “AI chatbot pricing” to describe several different systems. Separating them prevents a normal promotion from being mistaken for hidden individual pricing.

A retailer may keep one list price but give selected users a coupon, loyalty reward or retention offer. The chatbot can deliver that offer after checking an account, purchase history or campaign segment. The underlying product price is the same, while the final amount paid differs.

An individualized surcharge or quote
A connected pricing system can estimate what a particular visitor may be willing to pay and return a higher or lower quote. The chatbot is the conversational interface; the calculation may happen in a separate pricing service.
Ordinary variation that is not personalization
Prices can differ because of currency, tax, shipping, inventory, time-limited sales, a different sales channel or an error. A logged-in loyalty price and a public price are also not necessarily secret individualized pricing. A difference is evidence to investigate, not proof that a chatbot made the decision.
How an AI chatbot could personalize an offer
A chatbot does not need to “decide” a price in its language model. In a typical implementation, it gathers context, calls a merchant system and displays the result.
- Identify the session. The service may receive an account ID, cookie, device identifier, approximate or precise location, referral source or sales channel.
- Retrieve permitted data. An account database or customer-data platform can supply demographics, credit information, browsing and search activity, prior purchases, abandoned carts and responses to earlier promotions.
- Score likely willingness to pay. A rules engine or machine-learning model can classify the shopper, predict conversion probability or estimate a price range.
- Apply business constraints. Inventory, minimum margins, regional taxes, contract terms, coupon eligibility and legal restrictions may limit the output.
- Return the offer. The chatbot presents a price, discount, bundle or promotion and may record whether the user accepts it.
In this arrangement, the chatbot can be the visible reason a user sees a particular number without being the component that selected it. A provider that only answers general questions and has no connection to billing, account or merchant systems cannot silently alter a merchant’s checkout price.
What regulators and researchers have documented
FTC findings on surveillance-based pricing
In 2024, the U.S. Federal Trade Commission described orders involving eight companies that offered surveillance-pricing products or services. The systems used personal information—including location, demographics, credit history, browsing history and shopping history—to categorize consumers and set targeted prices.

FTC staff findings released in 2025 added that precise location, browser history, mouse movements, abandoned carts, search activity and purchase activity can be used to tailor prices or promotions. The intermediaries examined by staff had at least 250 clients. That figure refers to clients of the intermediaries studied; it is not a count of chatbot providers or proof that 250 chatbots charge individualized subscription prices.
OECD analysis
An OECD discussion paper published in 2025 explains that behavioral and transactional data processed with AI can estimate willingness to pay and enable highly granular price discrimination. It also identifies competition and consumer-protection questions that require further analysis. The paper describes a capability and a market risk, not a finding that every chatbot uses the practice.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDoes ChatGPT or another chatbot charge each user a different subscription price?
There is no authoritative chatbot-specific statistic establishing how often consumer chatbots set a different subscription price for each individual. Subscription prices can legitimately vary by country, currency, tax, billing cycle, student or business eligibility, introductory promotion and the date a plan was purchased. Those differences do not by themselves demonstrate per-user willingness-to-pay pricing.
To establish individualized subscription pricing, you would need evidence that the provider uses personal signals to select a price for a particular person, rather than applying a published regional or account-based plan. Publicly documented evidence about surveillance-pricing intermediaries shows that the technology is feasible, but it does not establish that every named chatbot provider operates such a system.
Which signals can influence a personalized price?
| Signal category | Examples documented in regulatory or policy material | What it might change |
|---|---|---|
| Identity and account | Login status, account tier, loyalty history | Member price, retention offer or eligibility for a discount |
| Location | Precise location, region or inferred market | Currency, local promotion, delivery cost or targeted price |
| Device and session | Browser history, device identifiers, mouse movements | Audience classification, fraud checks or promotion selection |
| Intent and behavior | Search activity, viewed products, abandoned carts | Urgency messaging, coupon timing or a different quote |
| Financial and demographic data | Credit history or demographic attributes | Risk assessment, eligibility or willingness-to-pay estimate |
| Transaction history | Purchases, order frequency and prior responses | Loyalty reward, upsell or targeted surcharge/discount |
The presence of one of these signals does not prove it was used for pricing. A seller may collect data for security, analytics or service delivery instead. The key questions are whether the data enters the pricing decision and whether the seller discloses that use.

What the FTC’s 2026 policy proposal means in the United States
In August 2026, the FTC announced that it was seeking comment on a proposed enforcement policy statement for personalized pricing. The proposal defines personalized pricing as using personal data to set a price according to what a company believes an individual consumer is willing to pay.
The proposal says undisclosed collection or use of personal data for personalized pricing may violate the FTC Act. It also acknowledges that the FTC does not have authority to ban personalized pricing in every circumstance. The legal outcome therefore depends on the facts, disclosures, sector-specific rules and the final policy or enforcement action.
FTC Chairman Andrew Ferguson summarized the consumer expectation this way: “When consumers see a listed price, they expect it to be same price that everyone else sees, not the retailer’s estimate of how much they are willing to pay based on their personal data.”
The FTC proposal notes that consumers may try a virtual private network, private browsing or avoiding a retailer that uses personalized pricing. Those steps can reduce some tracking signals, but they cannot guarantee a lower price or reveal every signal used.
What EU consumers should know
EU consumer-law guidance recognizes that prices can be personalized through online tracking and profiling. Article 6(1)(ea) of the Consumer Rights Directive requires traders to inform consumers, in covered distance or off-premises contracts, when the price has been personalized through automated decision-making.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
The EU AI Act also contains transparency obligations in situations where a person is interacting with an AI system. That is a disclosure rule about the chatbot interaction, not a general requirement that all sellers charge one uniform price. A business can comply with chatbot-transparency duties and still need to meet separate consumer-law duties concerning personalized pricing.
National implementation, the type of contract and the consumer’s location matter. If a price difference has legal consequences, check the notice shown at checkout and the rules of the country whose consumer law applies.
How to test whether an online offer may be personalized
A controlled comparison can reveal a difference, but it cannot identify the exact algorithm. Respect the site’s terms, do not create deceptive accounts and avoid purchases made solely to conduct a test.
- Record the offer. Save the product, currency, taxes, shipping, timestamp, displayed price and any coupon or membership condition.
- Check the public state. Open the same page while logged out, with a normal browser session, and note whether the price or terms change.
- Check the account state. Log in to the relevant account and compare the complete checkout total, not only the headline number.
- Compare permitted channels. If the seller offers a website, app or phone channel, compare the same item under equivalent conditions. Channel fees and inventory can create legitimate differences.
- Control location and currency. Keep region, delivery address and currency constant where possible. Otherwise, tax, shipping or market pricing may explain the result.
- Review disclosures. Look for notices about automated decision-making, profiling, cookies, personalized offers and the data categories used.
- Repeat at a different time. A flash sale, inventory change or expired promotion can mimic personalization. Record the time rather than assuming intent.
- Ask the seller. Request the reason for the difference and, where applicable, information about automated decision-making or your rights to object or obtain an explanation.
A price that changes only after login may be a normal member benefit. A change that follows a particular browsing pattern could be targeted marketing, but only the seller’s records can establish whether it affected the price.
How to interpret a suspected difference
| Observation | Likely explanations to check | What it does not prove |
|---|---|---|
| Logged-in price is lower | Loyalty tier, coupon or account promotion | That the chatbot estimated your willingness to pay |
| Price differs by country | Currency, tax, regulation, market strategy or shipping | Use of your personal browsing history |
| Price changes after an abandoned cart | Retention coupon, campaign rule or inventory update | That a human or AI imposed a surcharge |
| Different result in a private session | Cookie state, cached promotion or experiment assignment | That private browsing reveals the lowest possible price |
| Chatbot quotes a different amount | Account context, backend pricing API, sales-agent rules or an error | That the language model itself set the amount |
What information to request from a seller
- Whether the displayed price or promotion was personalized through automated decision-making.
- Which categories of personal data were used, such as location, browsing behavior, account history or purchase activity.
- Whether the difference was a discount, a surcharge, a risk adjustment or a standard segment price.
- Whether the chatbot generated the offer or merely displayed a result from another pricing system.
- How long the decision or profile is retained and how to exercise applicable access, correction, objection or complaint rights.
A seller may not disclose proprietary model details, but a clear explanation of the data categories and decision purpose is more useful than a generic statement that “prices may vary.”

Practical limits of VPNs and private browsing
Changing an IP address or using a private window may remove some cookies or location clues. It does not erase an account profile, loyalty record, payment information, delivery address, device fingerprint, search history held by a logged-in service or data supplied by a broker. A seller can also vary prices for ordinary operational reasons at the same time.
Use privacy controls to reduce unnecessary tracking, not as a guaranteed method for obtaining a lower price. Compare the final total and terms, and do not assume that the lowest result in one test is the price another person would receive.
When a chatbot-based price difference is most plausible
- The chatbot is embedded in a retailer’s authenticated account area.
- It can access customer, cart, loyalty or transaction records.
- The conversation triggers a quote, negotiation, retention offer or coupon.
- The seller operates a pricing API or customer-data platform behind the interface.
- The service’s privacy notice describes profiling, automated decision-making or personalized marketing.
Conversely, individualized pricing is less plausible when a chatbot has no account context, cannot call a merchant’s pricing service and displays a fixed public price that is identical across sessions.

Bottom line for consumers
AI makes individualized pricing easier when it is connected to the systems that hold customer data and control checkout. FTC investigations and OECD analysis show that location, browsing, movement, search, cart and purchase signals can support targeted prices or promotions, and the FTC’s 2025 inquiry involved intermediaries with at least 250 clients. None of that establishes that every consumer chatbot charges a different subscription price to every user.
To judge a suspected difference, separate discounts from surcharges, hold location and product conditions constant, compare account and channel states, read personalization disclosures and apply the law of your jurisdiction. A difference is worth asking about; it is not, by itself, proof that an AI chatbot secretly raised your price.
