An AI agent can find a paper, resolve its DOI, read bibliographic and license metadata, and look for a legal open copy. Reading the publisher’s complete, paywalled text requires authorization: an institutional or personal subscription, a publisher text-and-data-mining (TDM) license, or another permission from the rights holder. A DOI, abstract page, or exposed PDF URL does not by itself grant access.
What “access” means for an AI agent
People often use “read” to mean several different things. An agent may be able to identify a paper and quote its abstract while being unable to retrieve the figures, methods, tables, supplementary files, or complete discussion. Those are different permissions and should be recorded separately.

- Metadata access: title, authors, journal, publication date, DOI, subject terms, and links supplied by an index.
- Abstract access: the publisher or indexing service exposes the summary, but not necessarily the article body.
- Open full text: a legally available publisher article, accepted manuscript, or repository copy.
- Authorized closed full text: the agent reaches the version of record through a valid library, personal subscription, or publisher agreement.
- Unauthorized acquisition: defeating a technical barrier, using shared credentials, or collecting text in breach of a contract. That is not a compliant research workflow.
The same paper can have more than one legitimate location and more than one version. A publisher’s version of record (VoR), an author’s accepted manuscript, and a preprint can differ in pagination, figures, corrections, and license terms. An agent that simply follows the first URL it finds can silently mix those versions.

How an agent identifies a paper and its permissions
Crossref for bibliographic and license metadata
Crossref’s public REST API is available without signup or registration. In polite use, a client identifies itself with an email address or a descriptive User-Agent. Production users can also use Crossref’s Metadata Plus tier, which provides higher rate limits and priority support.

A DOI lookup can establish which work the agent is dealing with, but it does not establish that the article is free to download. Crossref license metadata can indicate whether a license covers the VoR, an accepted manuscript, or text-and-data-mining activity, and may include the date on which the license became effective. The agent should save those fields rather than infer permission from a link.
Crossref specifically warns that a full-text URL can still lead to a subscription prompt, login screen, or a TDM-controlled endpoint at the publisher’s discretion. In other words, a machine-readable URL is a pointer, not a waiver of access controls.
Open-access discovery with Unpaywall and OpenAlex
Unpaywall’s DOI-based REST API checks for legal open-access locations. Requests require an email parameter, and the documented daily allowance is 100,000 calls. Its extension distinguishes “Gold” open access at the publisher from “Green” copies in repositories or other lawful locations. Unpaywall’s product page says, “Unpaywall users read 52% of research papers for free.” That is a statement about the service’s users and available papers, not a success rate for every paper or for AI agents.
Unpaywall’s search endpoint was retired on 18 September 2026. For title or subject searching, OpenAlex is the recommended alternative; once the agent has a DOI, it can use Unpaywall for DOI-level locations. A returned location still needs checking: the agent should record whether it is a publisher copy, accepted manuscript, or another version, along with the stated license and retrieval date.

Copyright owners can report infringing material to Unpaywall for removal. “Free to download” therefore should never be treated as synonymous with “unrestricted to reuse.” The license controls what the agent may store, transform, quote, or redistribute.
Legitimate ways to obtain the complete text
Publisher open access
If the article is openly licensed at the publisher, the agent may retrieve the permitted full-text formats, subject to that license’s conditions. It should preserve the license notice and identify the VoR when it is using that edition.
Repository or author manuscript
An accepted manuscript may be legally deposited in a university or subject repository even when the VoR remains paywalled. Embargoes, permitted file versions, and reuse conditions vary by paper. The agent should not replace an unavailable VoR with a manuscript without telling the writer which version it used.
Institutional authentication
A university or research organization can provide an authenticated link resolver, proxy, or single-sign-on route. The institution’s license determines whether automated downloading is allowed and for what purpose. A user’s ability to view an article in a browser does not automatically authorize bulk extraction by an agent.

Personal subscription or document delivery
A researcher may supply access through an individual subscription or request the paper through interlibrary loan or a document-delivery service. These routes are useful when no open copy exists, but the resulting terms still govern storage, sharing, and automated processing.
Publisher TDM endpoint
Some publishers offer a separate text-and-data-mining API or feed. A TDM license can define permitted users, download rates, file formats, retention periods, and whether the output may be shared. It is a contractual authorization, not merely a technical endpoint.
A compliant agent workflow
- Resolve the identity. Search by title and author, then confirm the DOI, journal, publication date, and article type through Crossref or another licensed index. Check for corrections, retractions, or duplicate records before downloading anything.
- Inspect machine-readable rights data. Read the license URL, effective date, and fields identifying the covered version. Treat missing license metadata as “unknown,” not as permission.
- Find legal open locations. Query Unpaywall with the DOI and required email parameter, and use OpenAlex when a broader search is needed. For every location, capture the URL, version label, license, and retrieval date.
- Test the access boundary. Follow the location without attempting to defeat a login, paywall, CAPTCHA, token check, or other technical measure. If the page requests credentials or a TDM agreement, stop the unauthenticated path.
- Use an authorized route. Where the user has rights, use the institution’s approved resolver, a personal subscription, interlibrary loan, or the publisher’s TDM service. Do not ask for or accept someone else’s shared password.
- Apply the license to processing. Limit downloads to the stated rate, retain required notices, and follow restrictions on caching, redistribution, and derived datasets. A permission to read does not necessarily permit permanent corpus storage.
- Preserve provenance. Store the DOI, source URL, version (VoR, accepted manuscript, abstract, or metadata), license, authentication route, and retrieval date alongside notes or extracted text.
- Report gaps precisely. If only an abstract or metadata was available, tell the reader exactly that. Do not present an abstract-based answer as if the agent had examined the full article.

What U.S. copyright law does—and does not—permit
In the United States, fair use is a fact-specific analysis. Section 107 lists criticism, comment, news reporting, teaching, scholarship, and research among the purposes considered, along with the nature of the work, the amount used, and the effect on the market. It does not create a universal exemption for an AI agent to copy every paywalled paper into a training or search corpus.
Section 1201 generally prohibits circumventing a technological measure that effectively controls access to a copyrighted work, subject to statutory exemptions and rulemaking. Research intent alone is not a general paywall-bypass permission. The U.S. Copyright Office’s AI study remains in development: Part 2 was published on 29 January 2025, and a pre-publication Part 3 appeared on 9 May 2025. Those publications do not turn an unauthorized download into an automatically lawful one.

Jurisdiction, contract language, license scope, the quantity copied, and the purpose of the use all matter. A publisher’s terms can impose obligations that are separate from copyright’s baseline rules. When the legal position is uncertain, obtain permission or professional advice instead of treating a technical opening as consent.

“The PDF URL works in my browser, so the agent can use it.”
A browser may carry a session cookie, institutional proxy token, or subscription entitlement that an unauthenticated agent does not have. Pass only credentials through an approved integration, and verify that automated access is allowed. Never embed a password in a prompt, script, or shared log.
“The index returned a PDF, but it is still blocked.”
Crossref cautions that a full-text link may lead to a login, subscription, or TDM requirement. Record the blocked state and try the DOI’s legal repository locations. Do not cycle through alternate URL patterns to evade the control.
“The repository copy is missing figures or supplements.”
Identify it as an accepted manuscript or partial deposit. Check whether the repository lists supplementary files and whether the license covers them. If critical material is absent, answer from the available text and state what could not be examined.

“The API starts returning errors.”
Respect documented rate limits, identify the client in polite requests, cache metadata responsibly, and implement backoff rather than repeated retries. Unpaywall requires an email parameter and documents a 100,000-call daily limit; exceeding a quota is not a reason to switch to scraping.
“The agent summarized the wrong edition.”
Compare the title, authors, DOI, date, and version label before analysis. Keep separate records for a preprint, accepted manuscript, and VoR, and cite the edition actually read. Corrections and retractions should be checked before a result is treated as current.
What to tell a reader when full text is unavailable
An agent can still provide a useful, bounded response from metadata or a licensed abstract: identify the research question, publication date, authors, journal, and any conclusions explicitly present in the abstract. It should say that the methods, results, tables, figures, or supplementary material were not available, rather than filling those gaps from guesses or secondary summaries.

That record lets another researcher distinguish a claim based on a VoR from one based on an accepted manuscript or abstract.
Practical decision rule
If a paper is openly licensed or lawfully deposited, an agent can usually retrieve it while preserving the stated license and version. If it is closed, the agent needs an authenticated subscription, an authorized TDM arrangement, document delivery, or another permission. If none is available, it should stop at metadata or abstract level and explain the boundary. The reliable test is not whether software can technically fetch bytes; it is whether the user and the agent have permission to obtain and process that particular text.
