Yes. A channel-permissions Manager or Editor can manage a YouTube livestream, and an authorized delegate can start one through YouTube Live Control Room. The roles are not identical: Managers can manage channel permissions, while Editors cannot. Editors also cannot delete scheduled, live, or completed streams, and only an Owner or Manager can reset a stream key.
What Editors and Managers can do
| Action | Manager | Editor |
|---|---|---|
| Manage livestreams | Yes | Yes |
| Manage channel permissions in YouTube Studio | Yes | No |
| Manage or moderate live chat in Live Control Room | Yes | Yes |
| Delete scheduled, live, or completed streams | Not specified in YouTube’s cited role guidance | No |
| Reset a stream key | Yes | No |
These distinctions come from YouTube’s channel-permissions guidance and its stream setup guidance. A stream key is a credential that connects an encoder to a livestream; an Editor who needs a reset must ask the channel Owner or a Manager.

How an authorized delegate starts the livestream
- Check eligibility. The channel must be verified and must not have had a live-streaming restriction during the previous 90 days. YouTube’s stated minimum age for livestreaming is 16. See its live-streaming eligibility guidance.
- Open YouTube Studio. Sign in using the Google account that has been granted the channel role.
- Go to the Live Control Room. In YouTube Studio, select Create → Go live. YouTube says channel delegates can start a livestream only from Live Control Room.
- Set up and start the stream. Choose the available streaming method—mobile, webcam, encoder, or console—and complete the on-screen setup for that method. The role permission is the same; the production method depends on how the stream is being made.
For the current route and delegate restriction, consult YouTube’s guidance on live-streaming restrictions and its live-stream setup instructions. Interface labels or requirements may change, so follow the current prompts shown in Studio.

If the Editor cannot complete a task
- They need to grant or change someone’s access: a Manager or Owner must manage channel permissions; Editors do not have that capability.
- They need a new or reset stream key: ask an Owner or Manager to reset it. Do not share the key more widely than necessary because it connects an encoder to the stream.
- They need to delete a stream: an Editor cannot delete scheduled, live, or completed streams. Have a role with the required access handle it.
- They cannot find the option to start: use YouTube Studio’s Create → Go live route into Live Control Room, and confirm the account is acting on the intended channel.
- The channel cannot go live: check verification and whether the channel has a live-streaming restriction within the past 90 days; also account for YouTube’s stated minimum age of 16.
Or let it run in the cloud
If the goal is to keep uploaded videos looping as a 24/7 YouTube livestream, StreamNeo is a separate cloud option: upload a recording or playlist, add the YouTube stream key, and go live. You still need an authorized Owner or Manager to provide or reset the key as needed. Nothing has to stay on at home; StreamNeo streams uploaded video at its original quality up to 4K 60fps for one flat price per slot, automatically recovers if YouTube drops the stream, and offers a first day free with no card. The Monthly plan is $9.99 per month. It streams to YouTube only and does not broadcast a camera feed. Learn more at StreamNeo, or start the free first day.
