Sometimes—but only if the slowdown is tied to your ISP identifying a particular video service. A VPN encrypts traffic between your device and the VPN server, which can make it harder for the ISP to identify the service and apply a service-specific slowdown. It is not a general speed booster, and using one does not prove your ISP deliberately throttled your video.
When a VPN might help—and when it will not
A VPN may improve playback if your ISP slows traffic based on the video service or application it recognizes. Cloudflare describes this as a possible effect, not a guaranteed way to improve internet speed: How VPNs affect Internet speed.

The VPN adds another server and network route. It cannot raise the speed tier in your ISP plan, remove congestion on the ISP’s network, or guarantee that a video service will work better. If all your internet activity is slow, or the cause is congestion or plan limits, a VPN may make no difference.

Test whether the slowdown is limited to video
First work out whether the problem affects one streaming service, all video, or everything you do online. That distinction helps narrow the cause; it does not establish what your ISP is doing.

- One service buffers, while other sites and services work normally: A service-specific issue is possible. Compare the same stream with the VPN off and on.
- All video buffers, but other internet activity works: Compare more than one video service, then run the VPN test. The issue could involve video traffic generally or another part of the connection.
- Everything is slow: Check your local connection and ask your ISP about your plan, line, data-use limits, and traffic-management terms. A VPN is unlikely to resolve a general slowdown.
Compare playback with the VPN off and on
- Choose the same video service, stream, device, and internet connection for both tests.
- Play the stream with the VPN disconnected and note whether it buffers or loads at a lower quality.
- Connect to a VPN server and retry the same stream. Keep other conditions as similar as possible.
- Repeat the comparison close together in time. If practical, test another video service to see whether the issue is specific to one provider.
- Compare the results. If the stream improves with the VPN, that is consistent with a slowdown related to service identification, but it does not prove your ISP intended to throttle that service.
A result applies only to the connection, ISP, plan, service, VPN server, and test time you used. One comparison is not a universal verdict on VPNs or proof of the cause.
If the VPN does not improve playback
Return to ordinary connection troubleshooting rather than assuming the ISP is throttling video. Restart the modem and router, check Wi-Fi signal strength, and, if available, compare Wi-Fi with a wired connection. Test another device to see whether the issue follows one device or affects the whole connection. Ask your ISP whether your plan has speed, data-use, or traffic-management limits.

The text of 47 CFR § 8.3 says broadband providers “shall not impair or degrade lawful internet traffic” based on content, application, or service, subject to reasonable network management. That provision originated in the FCC’s 2024 Safeguarding Order. The Sixth Circuit later held that the FCC lacked statutory authority for the order and set it aside, writing: “We therefore grant the petitions for review and set aside the FCC’s Safeguarding Order.” See the Sixth Circuit opinion in In re MCP No. 185: FCC. The 2024 order should not be presented as operative nationwide protection without checking current law and later developments.
