It describes a picture size—not a codec, bitrate, frame rate, or way of transmitting video. For H.263, CIF has 352 × 288 luminance pixels and 176 × 144 chrominance pixels.
What does CIF mean in video?
CIF is a picture format used in standards-based digital video and conferencing. Its name reflects its original purpose: providing a common picture basis for systems associated with different television line standards. ITU-T Recommendation J.161 reproduces H.263’s rationale that the source coder would operate on pictures based on CIF so one recommendation could cover regions using 625-line PAL and 525-line NTSC systems. The quoted text says the input and output signal standards and any conversion methods are outside the recommendation. ITU-T Recommendation J.161 (June 2007).

The term is easy to confuse with other technical expansions. Microsoft’s H.26XPF glossary lists “Common Intermediate Format” and “Common Interface Format” as distinct terms. In the H.263 picture-resolution context, CIF means Common Intermediate Format. Microsoft H.26XPF glossary.

What is CIF resolution?
For H.263, CIF measures 352 × 288 luminance pixels. Its chrominance planes are each 176 × 144 pixels: half the luminance width and half the luminance height. These are image-plane dimensions, not a complete specification of how a video call will look or perform. The dimensions are given in the IETF’s RFC 2190 and in ITU-T J.161.

How CIF compares with QCIF and larger formats
The H.263-related formats listed in RFC 2190 and ITU-T J.161 scale the picture dimensions up or down. The table gives luminance and chrominance dimensions separately, as stated by RFC 2190.
| Format | Luminance dimensions | Chrominance dimensions |
|---|---|---|
| Sub-QCIF | 128 × 96 pixels | 64 × 48 pixels |
| QCIF | 176 × 144 pixels | 88 × 72 pixels |
| CIF | 352 × 288 pixels | 176 × 144 pixels |
| 4CIF | 704 × 576 pixels | 352 × 288 pixels |
| 16CIF | 1408 × 1152 pixels | 704 × 576 pixels |
QCIF is smaller than CIF; 4CIF and 16CIF are larger. ITU-T J.161 describes QCIF in its cable-video context as useful for compatibility with endpoints unable to encode or decode CIF and for multiple-stream calls. It describes 4CIF and 16CIF for applications seeking much higher per-frame resolution. Those are examples in that recommendation, not universal deployment rules. J.161 also identifies CIF and QCIF as H.261 formats, and lists sub-QCIF, QCIF, CIF, 4CIF, and 16CIF for H.263.

What CIF does not tell you
A CIF label does not establish a fixed bitrate or frame rate. Those depend on the codec implementation, capabilities negotiated between endpoints, and application context. RFC 4629 explains that H.263 picture sizes and minimum picture intervals can be advertised during capability signaling; a format name alone does not settle those settings. RFC 4629.

- Picture format: CIF identifies dimensions for the picture.
- Codec recommendation: H.261 or H.263 describes video coding; it is not the transport protocol.
- Transport: RTP carries encoded video. RFC 2190 defines an RTP payload format for H.263, while RFC 4629 documents a later payload format and signaling approach. RFC 4629 notes that RFC 2190’s payload format is for interaction with legacy systems.
ITU-T J.161 gives a specific IPCablecom MTA-2 example in which CIF is efficient for conferencing with a reasonable amount of motion at 128 kbit/s to 768 kbit/s. That range is scoped to the recommendation’s context; it is not a general bitrate requirement for CIF video.

Use CIF as a historical or standards-specific resolution label when interpreting H.261/H.263 documentation, older conferencing systems, or RTP signaling. Do not treat it as a modern display-resolution recommendation or as a guarantee of conferencing quality: resolution is only one part of a video system’s negotiated and encoded output.
