Can a Software Vendor Assign CVEs to Its Own Products?

By Freedom251 Team · · 9 min read

Yes. A software vendor can assign CVE IDs to vulnerabilities in its own products when it is an authorized CVE Numbering Authority (CNA), the vulnerability falls within the vendor’s approved scope, and the vendor intends to disclose the issue publicly. The vendor normally gets the first opportunity to assign the ID, but another CNA or the CNA of Last Resort can take over if the vendor declines or does not respond.

What gives a vendor the authority to assign a CVE?

A CVE ID is not reserved for an outside researcher, a government agency, or one central organization. The authority comes from CNA status in the CVE Program. A CNA is an organization authorized to assign CVE IDs and publish CVE Records.

As an Amazon Associate I earn from qualifying purchases.

Software suppliers are common examples of CNAs because they own, develop, or maintain the products in which vulnerabilities are found. Authorization is not automatic, however. The organization must be accepted as a CNA and must operate within a documented scope approved under the program’s rules.

CNA status is the gateway

Being the developer or owner of a product does not, by itself, let a company create a valid CVE. The company must have CNA authority for the relevant product or service. If it is not a CNA, it can still investigate the vulnerability, issue a security advisory, and coordinate with the CNA that covers the product, but it cannot simply create an official CVE ID on its own.

The approved scope controls which products are covered

CNA rules require every CNA to “develop, document, and operate within a Scope Definition.” A supplier’s scope may cover all of its products, named product families, cloud services, or only products that are currently supported. Some scopes also expressly include end-of-life (EOL) products.

Scope matters when more than one organization could plausibly handle the same vulnerability. The CNA whose approved scope most appropriately covers the affected product normally receives the first opportunity to assign the ID. A vendor cannot claim authority over an unrelated product merely because its software interacts with it or because the vendor discovered the issue first.

How vendor CVE assignment works

The process is designed to give the responsible supplier a practical chance to investigate and disclose a vulnerability while preventing private, duplicate, or conflicting records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. A vulnerability is reported or discovered. The report may come from an external researcher, a customer, an internal security team, or another CNA. The initial evidence should identify the affected product, versions, attack conditions, impact, and any proof of the issue.
  2. The responsible CNA is identified. The parties check which CNA’s scope covers the product. If the supplier is an authorized CNA for that product, it is normally the first organization approached for assignment.
  3. The vendor validates and reserves an ID. The vendor investigates whether the issue is real, determines affected versions, and checks whether an existing CVE already describes it. If the case qualifies, the vendor assigns a CVE ID and prepares a CVE Record.
  4. The record is made public. CNA rules require an intention to make assigned vulnerabilities public. A CVE should not be assigned solely to track a private issue that will never be disclosed. Publication may be coordinated with a patch, mitigation, or advisory, but the assignment is tied to an eventual public record.
  5. A fallback CNA acts when necessary. If the vendor refuses the assignment, declines responsibility, or fails to respond through the applicable process, a Root, another CNA with appropriate scope, or the CNA of Last Resort (CNA-LR) can assign the ID and publish the record.

Vendor assignment compared with other assignment paths

The same vulnerability can reach a CVE record through different routes. The important differences are who has authority, who gets the first refusal, and how the process handles evidence, disclosure, and conflicts.

Assignment path Authority source Who has first refusal Disclosure expectation Evidence and validation Duplicate risk controls Escalation path
Vendor CNA Approved scope covering its own product or service The vendor The vendor must intend to publish the vulnerability and CVE Record Vendor investigates affected versions, impact, and remediation details Vendor must check for an existing CVE and coordinate with other CNAs Root, another appropriate CNA, or CNA-LR can act if the vendor declines or does not respond
Researcher or coordinator working through a CNA The CNA’s approved scope, not the researcher’s identity The supplier CNA normally gets the initial opportunity Assignment is made for a vulnerability intended for public disclosure Reporter supplies reproducible evidence; CNA validates and records it The receiving CNA checks existing records and coordinates overlapping cases Escalation to Root or CNA-LR when the responsible supplier cannot or will not proceed
CNA of Last Resort Special fallback authority under the CVE Program Any in-scope supplier that had the normal opportunity Public CVE publication remains required CNA-LR works from the available technical evidence and clarifies uncertainty in the record It checks for prior IDs and resolves conflicts with affected CNAs Program-level coordination or dispute procedures can address contested records

Does the vendor have to disclose the vulnerability?

Yes, in the programmatic sense. A CNA must intend to make vulnerabilities for which it assigns CVE IDs public. The rule does not require a vendor to publish every technical detail immediately or to disclose before a fix is available. It does mean that assigning a CVE solely for an internal ticket, confidential customer report, or private risk register is inconsistent with the CNA requirement.

Disclosure timing is usually coordinated with remediation. A vendor may investigate first, develop a patch, notify affected customers, and then publish an advisory containing the CVE Record. The public record can describe the vulnerability at a level that supports defensive action without disclosing exploit instructions that the vendor is still working to contain. The key requirement is an intended path to public availability, not a promise that the vulnerability becomes public on the day it is first reported.

How the program prevents duplicate CVE IDs

A CNA must not assign a new ID to a vulnerability that already has one. Before creating a record, the assigning organization therefore compares the report with existing CVE records, vendor advisories, and cases handled by other CNAs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Duplicate risk is highest when the same flaw is reported independently, when a vulnerability affects several products, or when a supplier and a coordinator investigate the case at the same time. The parties should exchange technical identifiers, affected-version ranges, root-cause information, and publication plans. If two records were created for what is actually one vulnerability, the CNAs must coordinate rather than treating both IDs as independent findings.

What happens when CNA scopes overlap?

Products can sit at the boundary between organizations. For example, a platform vendor may maintain a bundled library while the library’s upstream project has its own CNA. A managed-service provider may operate a hosted service built from software covered by another CNA. Scope overlap does not grant both parties permission to assign separate IDs for the same defect.

The most appropriate CNA should receive the first opportunity under the scope definitions. The organizations then coordinate ownership of the record, affected versions, and disclosure. If responsibility remains disputed, the case can be escalated to the Root or CNA-LR rather than generating competing IDs.

Can an end-of-life product still receive a CVE?

Yes. EOL status does not make a vulnerability ineligible for a CVE. A vendor CNA may have first refusal for an EOL product if its scope includes that product, but the case can be routed to the CNA-LR when the vendor no longer handles it or does not respond.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Records for vulnerabilities assigned to EOL products receive an Unsupported When Assigned tag. The tag is a warning about support status at the time of assignment: users should not assume that a patch, maintenance release, or vendor response will be available. It does not erase the CVE or make the vulnerability less real; it tells defenders to account for the product’s unsupported state when choosing mitigation or replacement.

What if the vendor refuses to assign a CVE?

A vendor’s refusal does not give it a veto over public CVE coverage. The first-refusal arrangement gives the supplier a chance to validate the issue and publish an accurate record, but the program provides fallback routes when that chance is rejected or ignored.

When the vendor explicitly declines

Keep the vendor’s response, the date, and the technical evidence. Ask which CNA covers the product and submit the case to that CNA or to the applicable coordinating body. Explain that the supplier declined and include any advisory, ticket number, or written scope statement that supports the request.

When the vendor does not respond

Use the vendor’s published security-contact or vulnerability-disclosure channel and set a reasonable response deadline in writing. If there is no response, document the attempted contact and request assignment through another CNA or CNA-LR. Silence is not a permanent block on assignment when the fallback process has been followed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the vendor disputes the facts

Separate disagreement about severity from disagreement about existence. Provide a reproducible proof of concept, affected versions, configuration prerequisites, and impact. A CNA can record uncertainty or disagreement in the advisory while still assigning a CVE when the technical evidence supports a vulnerability. If the dispute concerns authority, scope, or an existing record, use the CVE Program’s dispute and escalation routes rather than creating a second ID.

A practical workflow for researchers and defenders

  1. Identify the product owner and version range. Record the exact product name, release numbers, deployment model, and whether the issue affects a hosted service, an on-premises package, or a bundled component.
  2. Find the responsible CNA. Check the vendor’s security-advisory or PSIRT information and determine whether the vendor is an authorized CNA for the affected product. If not, identify the CNA whose scope covers the software.
  3. Read the disclosure policy. Note accepted report formats, encryption requirements, coordinated-disclosure terms, response expectations, and whether EOL products are included. A policy can explain how to report; CNA scope determines who can assign.
  4. Submit usable evidence. Include a concise vulnerability description, reproduction steps, a minimal proof of concept, affected and unaffected versions, attack prerequisites, impact, and suggested mitigations. Avoid sending only a severity score without technical verification.
  5. Ask about CVE handling explicitly. State that you are requesting CVE coordination and ask whether the vendor will assign under its CNA scope or transfer the case to another CNA. Keep correspondence and timestamps.
  6. Check for an existing record. Search the vendor’s advisories and public CVE records before requesting a new ID. If a related ID exists, explain why your report is a distinct root cause or affected component rather than assuming a second ID is appropriate.
  7. Escalate with a complete paper trail. If the vendor declines or fails to respond, send the evidence and contact history to the appropriate CNA, Root, or CNA-LR route. Ask for a scope or duplicate review when those are the disputed points.
  8. Verify the published record. Once an ID is assigned, check the product name, version ranges, attack conditions, references, and disclosure status. Report factual errors through the record-maintenance or dispute process instead of publishing a competing ID.

What a CVE does—and does not—prove

A CVE identifies a publicly tracked vulnerability and gives defenders a stable reference for advisories, scanners, patch notes, and incident records. Assignment by the vendor does not make the issue less independent, nor does assignment by an outside CNA automatically make it more severe. The ID identifies the vulnerability; severity, exploitability, affected configurations, and remediation still require technical analysis.

Likewise, a CVE is not proof that a patch exists, that exploitation has occurred, or that every version of a product is affected. Read the associated record and vendor advisory for the exact version range, prerequisites, impact, and available mitigation. EOL records carrying the Unsupported When Assigned tag require particular caution because normal maintenance may no longer be available.

Common misconceptions

“Only MITRE can issue a CVE.”

No. The CVE Program authorizes CNAs to assign IDs and publish records. A vendor with the proper CNA status and scope can issue the ID for its own covered product. MITRE is not required to individually approve every vendor assignment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A company can assign a CVE to any bug it finds.”

No. The issue must fall within the CNA’s approved scope, satisfy the program’s assignment conditions, avoid duplication, and be intended for public disclosure.

“If the vendor says no, the vulnerability has no CVE.”

No. The first-refusal process is not an absolute veto. Another qualified CNA, the Root, or CNA-LR can assign when the supplier declines or does not respond.

“EOL software cannot receive CVEs.”

It can. The record may be assigned through the vendor or CNA-LR and marked Unsupported When Assigned so users understand that support may be unavailable.

Bottom line

A software vendor may assign CVEs to its own products when it is an authorized CNA operating inside its documented scope and intending public disclosure. The vendor normally gets the first opportunity, but duplicate prevention, scope coordination, and fallback assignment rules ensure that a refusal or non-response does not permanently hide an eligible vulnerability.
