A data center can plausibly produce a low-frequency hum or tonal drone, especially from cooling fans, generators, or transformers. But hearing a hum—or seeing a single sound-level reading—does not prove which source caused it, how loud it is in the relevant frequencies, or whether it poses a health risk. A useful investigation connects the sound to equipment operation, measures its frequency content, and checks the local rules that apply to the site.
Can a data center cause a low hum?
Yes, it is plausible. A data-center acoustics consultancy identifies cooling fans, generators, and transformers as possible sources of tonal or low-frequency sound. That is specialist practitioner guidance, not a finding that any particular facility is responsible for a reported noise. The consultancy’s discussion can help identify possibilities, but a complaint alone cannot establish the source.

To assess a suspected hum, investigators need to see whether it changes when relevant equipment starts, stops, or changes operating state. They also need to consider where it is heard, what background sound is present, and whether the problem is sound, vibration, or both.
Why a single dB(A) reading may miss the issue
A-weighted decibels, written dB(A), summarize sound using a frequency weighting intended to reflect human hearing sensitivity. That one number is useful for some noise assessments, but it does not describe how sound is distributed across frequencies. A-weighting can reduce the contribution of low-frequency components, while a narrow tonal peak can be obscured in an overall value. The acoustics consultancy recommends frequency analysis to identify such peaks; this is practitioner guidance, not a regulatory standard. Its explanation of data-center noise discusses that limitation.

A more informative assessment may include frequency-band measurements, such as one-third-octave bands, or narrow-band analysis when a specific tone needs to be identified. The Japanese Ministry of the Environment’s procedure describes comparing measured one-third-octave-band sound-pressure levels with its reference values and investigating whether the results track operation of suspected equipment. That procedure is specific to Japan; its reference values are not universal limits.
What a useful noise investigation checks
A credible assessment tests competing explanations rather than assuming that a nearby data center is the source. Japan’s Ministry of the Environment says investigators should determine whether complaints and measurements correlate with operation of the suspected source. Its guidance also calls for attention to background noise and other factors when sound readings do not explain a complaint. The official procedure is an assessment method, not a medical diagnosis or a rule that applies in every country.

- 【Accurate Measurement】 The measuring range of the sound level meter is 30dB to 130dB . Highly accurate with ± 2.0 dB. Real-time monitoring can give you accurate data on the sound level in the area.
- 【A/C Weighted Measurement】 The A weighted simulates the frequency characteristics of low-intensity human ear noise, which is suitable for the detection of ambient noise. The C weighted simulates the frequency properties of high-intensity noises of the human ear, which are suitable for the sound pressure analysis of machine motors and machines. More professional measurement methods provide users with a more perfect user experience.
- 【Fast and Slow Measurement】 The sound level meter has the function of converting the fast and slow response rate. The fast response rate uses a time constant of 0.125s/time for general environmental measurement. The slow response rate uses a 1s/time constant, which is used for environmental measurements with relatively large changes in noise levels.
- 【Digital LCD Display 】 The digital display is a 4-digit LCD display with a resolution of 0.1 dB. Backlit LCD digital display, the reading effect is clearer in dark places. When the battery is low, the LCD display will display a low voltage icon, indicating that the power is low at this point and the battery needs to be replaced.
- 【Convenient and Lightweight 】Tadeto sound level meter is lightweight and easy to carry. It's widely used in factories, transportation, car, baby room and audio system offices, sound quality control in homes, schools, and construction sites.
- Operation: Does the sound change when suspected equipment operates differently? Record timing and changes without treating correlation as proof on its own.
- Frequency: Do frequency-band or narrow-band results show low-frequency energy or a distinct tonal peak that an overall dB(A) value may conceal?
- Location and background: Are measurements taken indoors or outdoors, where the sound is reported, and with relevant background sound considered?
- Vibration: If rattling persists but sound readings do not explain it, could ground or floor vibration be involved? Japan’s guidance recommends considering vibration in that circumstance.
- Applicable benchmark: Is a cited number a local legal limit, a permit condition, or a technical assessment reference? These are not interchangeable.
The Japanese procedure notes that complaints can occur even when measurements are below its reference values, and that those references are not uniform noise-reduction targets. They should not be presented as globally applicable legal limits or as a complete measure of an individual’s experience. See the Ministry’s guidance for its stated assessment context.

- Keep a dated log. Note when and where the sound is noticeable, how it presents (for example, as a hum, drone, or rattle), and any apparent changes in nearby equipment operation. Record observations, not conclusions about the source.
- Ask the local authority about the process. Contact the relevant environmental-health or planning authority to find out how noise complaints are handled, what evidence is useful, and whether site permits or local rules apply.
- Consider frequency-aware measurement. If measurements are needed, seek an appropriately qualified acoustician. A sound level meter with frequency-analysis capability may help document a suspected hum, but check its frequency response and measurement functions; basic consumer sound meters may not capture the relevant frequencies or produce evidence suitable for a formal assessment.
- Include vibration if the symptoms suggest it. If rattling or structure-borne effects remain unexplained by sound measurements, ask whether ground or floor vibration should also be assessed.
Do not treat a phone reading or a single consumer meter result as proof of source, a legal determination, or a health finding. Assessment quality depends on the instrument, measurement location, frequency information, operating conditions, and the applicable local procedure.

What health guidance and noise rules establish
The World Health Organization’s Europe environmental-noise guideline addresses transport, wind-turbine, and leisure noise. Its overview does not set a data-center-specific threshold, so it cannot establish that a reported data-center hum exceeds a WHO limit or proves a health effect. WHO Europe’s guideline overview describes the source categories it covers.
There is no single universal answer to what noise level is legally allowed near a data center. The European Commission says the Environmental Noise Directive establishes a common EU approach to avoiding, preventing, or reducing harmful effects of environmental noise, but does not set common EU noise limits. Local codes, permits, and complaint procedures therefore matter. The Commission’s overview explains the directive’s scope and limitation. Outside the EU, the applicable framework likewise depends on the relevant jurisdiction.
