When a business requirement changes, the work is not just editing one screen: the team must find every place that implements the rule and keep related versions consistent. A specification-first workflow makes a structured description of the application’s requirements the maintained source of truth, then compiles it into an app or code. It can simplify repeated changes and product variants, but only if the model covers the needed behavior and the team accepts the upfront investment.
What “compile from a spec” means
A specification, or model, describes an application in terms closer to the business problem than implementation code. It might define entities and fields, roles, workflows, behaviors, and screens. Microsoft Learn puts the distinction plainly: “The model represents the requirements more directly than the code.” (Microsoft Learn)

Compilation transforms that structured description before the application runs. Depending on the tool, the result may include source code, a database schema, API definitions, or a deployable application project. The important distinction is not whether code is generated: many specification-driven compilers do generate code. It is which artifact the team treats as authoritative and maintains over time.

Developers edit the application’s code directly, and that code is the source of truth. This gives them direct control over implementation, but business intent may be distributed across files and layers.

Generate code and maintain the model
The team changes a model or specification and runs a generator to produce code or other artifacts. In this workflow, generated output is a derived result rather than the place where requirements are primarily maintained. Before adopting it, determine whether generated files can be safely edited, whether regeneration overwrites those edits, and whether the generator will remain available.
Interpret a model at runtime
A generic application reads a model while it is running and varies its behavior according to the model’s values. That can support changes or multiple variants without generating a separate application for each one, but it is not the same as generating source code before runtime. Microsoft’s guidance distinguishes the approaches by how often requirements change and whether variants must coexist. (Microsoft Learn)

When a specification-first approach can pay off
The strongest case is a product whose requirements change repeatedly, or a family of apps that share a foundation but need different configurations. If a business rule is expressed once in the model, the team may be able to derive related parts consistently rather than hunt through generated files and make parallel edits. Microsoft describes this as a potential benefit, not a guaranteed productivity gain: building the derivation system takes initial effort, and existing applications may need refactoring so the model can control the relevant behavior. (Microsoft Learn)
A specification can also make intent reviewable before an application exists. Oracle APEX 26.1 documents a workflow in which a functional specification and database schema produce a human-readable Markdown blueprint. The blueprint can be inspected, imported into APEX to create a baseline app, and refined in App Builder. This is specification-driven scaffolding for the APEX environment, not proof that every such workflow produces portable, standalone source code. (Oracle APEX 26.1 documentation)

Specifications can also keep related technical outputs aligned. Microsoft documents TypeSpec as an API design language whose compiler can emit API specifications, client code, and server-side stubs. The TypeSpec overview marks some language generators as preview, so check the maturity of the particular output target rather than assuming all emitters are equally ready. (Microsoft Learn)
What the model cannot solve for you
Coverage and escape hatches
A compiler can only produce behavior its model and target support. If a specification cannot express a required permission rule, integration, or workflow—or the target cannot implement it—the tool cannot safely invent the missing feature. The Cordango project, for example, documents diagnostics for unsupported target capabilities, an option for partial builds, and custom-code hooks for some behaviors. Its documentation also says apps containing custom code cannot run on its hosted platform. Those are tool-specific boundaries, but they illustrate questions to ask of any compiler. Runtime flexibility and performance
A runtime-interpreted model can make behavior vary without rebuilding, which is useful when changes must take effect while the system is operating or when several variants coexist. The tradeoff is that a generic application may perform less well than a specialized counterpart, according to Microsoft’s guidance. If latency or resource use matters, test the actual workload rather than assuming the more flexible architecture will meet the same targets. (Microsoft Learn)

Generated code can be a conventional project, or the output can remain tied to a particular platform. Cordango says its generated source has no runtime dependency on its platform; Oracle’s documented blueprint flow creates an application in APEX. Those examples represent different deployment models, not a general rule about what “generated” means. Confirm where the application runs, what services it depends on, and who owns the build and deployment path. (Cordango project repository; Oracle APEX 26.1 documentation)

How to choose the right workflow
Compare the actual tools and application requirements across these dimensions before deciding where the source of truth belongs:
| Decision axis | What to establish |
|---|---|
| Source of truth | Is the specification, generated code, or runtime model authoritative? |
| Change profile | How often do business requirements change? Must several variants coexist? |
| Extension | Can custom logic be added, and will it survive regeneration? |
| Runtime behavior | Must changes take effect without rebuilding or redeploying? |
| Portability | Can the output run independently, or does it depend on a vendor platform or runtime? |
| Coverage | Can the model express the necessary workflows, permissions, integrations, and domain rules? |
| Performance | Does the application need specialization that a generic model-driven runtime may not provide? |
| Target maturity | Are the needed language, database, API, backend, or frontend emitters available and mature, or still preview? |
Specification-first compilation is most compelling when the model can faithfully capture the important business behavior and requirements or variants change enough to justify investing in the derivation system. Prefer a runtime model when behavior must vary during operation; prefer directly maintained code when the model cannot cover the application’s needs or the generator’s constraints outweigh the consistency it offers. In every case, make ownership explicit: the specification should be authoritative only if the team can inspect, extend, build, and deploy what it produces.
