Build vs. Buy PDF Tamper Detection: Should You Write Your Own?

For signed PDFs, begin with established validation tools. Build only for a demonstrated gap—and distinguish signature validity from broader document-fraud detection.

For ordinary checks of cryptographically signed PDFs, start with established validation software or a focused library—not a homegrown detector. Build only when you can name a requirement those tools do not meet, such as a distinctive trust policy, integration, or document-forensics workflow. First define “tamper detection”: validating a signature is not the same as detecting every forged or altered PDF.

What does “PDF tamper detection” need to detect?

A digital signature can provide evidence that particular data has not changed since signing and can help authenticate the signatory. NIST describes digital signatures as a way “to detect unauthorized modifications to data and to authenticate the identity of the signatory” in its description of FIPS 186-5, published February 2, 2023. That does not make a signature check a general-purpose fraud detector.

Validating an existing signature

Signature validation assesses a cryptographic signature and its trust context. In Acrobat’s documented workflow, the reviewer can inspect signature status, signer-certificate details, and timestamp state. Trust matters: a mathematically intact signature does not, by itself, establish that the signer is trusted for your business purpose. Certificate policies, trusted roots, and—in some cases—timestamp-server trust affect the result.

Detecting broader document fraud

A PDF may be unsigned, show a pasted image of a signature, carry misleading provenance information, or contain a visual alteration that a signature-validity result does not assess. A visible signature image alone is not proof of a certificate-based cryptographic signature. If your goal includes detecting those cases, treat signature validation as one evidence source, not the whole decision system.

Why “the signature is valid” can be an incomplete answer

A signature can cover an earlier revision

PDF signatures use byte ranges to identify the data covered by a signature. A document can have later incremental revisions, so a signature may validate for the bytes it covers without protecting every part of the PDF as it exists now. The PDF Association’s technical presentation describes a case where signature-integrity and certificate-chain checks pass even though the signature does not cover the entire current document. Your system should distinguish signature integrity from coverage of the current revision.

Not every later change has the same meaning

Whether a change after signing is acceptable depends on the signature’s permissions and the validation rules applied. Treating every changed file as malicious can reject legitimate workflows; treating every mathematically valid signature as proof that all current content was signed can accept too much. pyHanko’s validation documentation specifically warns that judging incremental updates is risky and not always well-defined. Where the evidence does not support a confident decision, return an indeterminate result for review rather than forcing a pass or fail.

When should you buy, build, or combine approaches?

Approach Best fit What it does not establish
Adobe Acrobat Human review of existing signatures, including status, certificate details, and timestamp state, as documented in Adobe’s signature-validation help. It is a desktop review workflow, not evidence of universal automated fraud detection.
Adobe PDF Electronic Seal API Automating organizational electronic seals on documents your organization issues. Adobe documents use of third-party certificates, REST API workflows, and seal verification in Acrobat. Sealing documents you issue is different from validating arbitrary incoming PDFs or detecting broader fraud. Confirm the API’s exact validation, privacy, service-region, and commercial terms for your use case.
pyHanko Evaluating a Python library and CLI for signing and validating PDFs, certificate-validation contexts, and incremental-update analysis. Its documentation cautions that incremental-update judgments are risky; it should not be treated as a certified, universal forensic oracle.
Bespoke detection system A demonstrated gap in your threat model, trust policy, integration, or decision process that existing components cannot handle acceptably. Building your own does not automatically make signature validation or document-forensics judgments more reliable.

These options have different scopes; the available documentation does not establish that they have equivalent features. For standard verification of signed PDFs, evaluate a suitable existing implementation first. Consider custom code only for the gap around it, and retain an established cryptographic validator underneath where that fits.

How to make the build-versus-buy decision

  1. Write down the threat model. State whether documents are expected to carry cryptographic signatures, whether post-signing edits must be assessed, and whether you also need to flag unsigned scans, visual forgeries, or questionable provenance.
  2. Define your trust policy. Specify which certificate roots or trust lists matter, how revocation and timestamps are handled, and which jurisdictional or assurance requirements apply. Do not equate a cryptographically intact signature with a signer trusted for every purpose.
  3. Set the required output. At minimum, decide whether users or downstream systems need separate findings for signature integrity, certificate trust, signed revision coverage, later changes, and uncertainty. A single “valid” flag can hide important distinctions.
  4. Prototype with an existing validator. Compare its behavior with your written policy before committing to a custom implementation or procurement. Include representative PDFs in the evaluation: valid and invalid signatures, multiple signatures, timestamps, post-signing form changes, expired or untrusted certificates, and malformed files.
  5. Choose the smallest approach that closes the gap. Buy or adopt a component if it handles the required cases with acceptable control and support. Build bespoke analysis only for a demonstrated shortfall, and keep uncertain cases reviewable.

What should you compare before committing?

  • Threat coverage: Does the option validate signed bytes and certificates only, or does it also address the separate structural, visual, or provenance questions in your threat model?
  • Revision handling: How does it report byte-range coverage, incremental updates, permitted changes, and multiple signatures?
  • Trust policy: Can you apply the roots, revocation information, timestamps, trust lists, geography, and assurance rules your organization requires?
  • Explainability: Can a reviewer see why a document passed, failed, or needs review, rather than receiving an opaque verdict?
  • Engineering fit: Check runtime and API fit, throughput on your own corpus, deployment needs, document privacy, and who will maintain the integration.
  • Total cost: Compare engineering and ongoing maintenance against licensing, API use, support, and integration. No comparable price or performance figures are established here; obtain current quotes and benchmark against your own documents.

When custom development is justified

A bespoke system is most defensible when an evaluation shows a concrete requirement that existing validators do not meet—for example, a specific policy for permitted revisions or an integration that must produce a reviewable decision in your workflow. Even then, separate the components: use a suitable signature-validation implementation for cryptographic and certificate checks, and build only the policy, integration, or additional analysis that your requirements demand. Broader fraud detection needs its own evidence and evaluation; do not present a signature result as proof that a PDF is genuine.
